Bán thiết bị/vật liệu hạt nhân cho CHND Tầu cộng.

Tổng thống đã xem xét báo cáo ngày 14 tháng 2 năm 1974 của Ủy ban các Thứ trưởng về việc bán thiết bị/vật liệu hạt nhân cho Cộng hòa Nhân dân Tầu cộng (CHND Tầu cộng). Ông đã phê chuẩn các khuyến nghị sau:

—Cần thông báo cho CHND Tầu cộng biết rằng chúng ta sẵn sàng đàm phán một Hiệp định Hợp tác về Sử dụng Năng lượng Nguyên tử vào Mục đích Dân sự, trong đó cho phép xuất khẩu lò phản ứng nước nhẹ và urani làm giàu thấp của Hoa Kỳ. Hiệp định sẽ quy định việc áp dụng các quyền giám sát song phương; các quyền này sẽ được tạm ngưng để nhường chỗ cho cơ chế giám sát do Cơ quan Năng lượng Nguyên tử Quốc tế (IAEA) thực hiện nếu CHND Tầu cộng gia nhập tổ chức này. (Các biện pháp giám sát của Hoa Kỳ sẽ có hiệu lực trở lại nếu CHND Tầu cộng rút khỏi tổ chức hoặc nếu các biện pháp giám sát của IAEA không còn hiệu lực.)

—Ủy ban Hỗn hợp về Năng lượng Nguyên tử và các ủy ban Quốc hội có liên quan cần được thông báo về đề nghị của chúng ta gửi tới CHND T Tầu cộng vào thời điểm phía Tầu cộng bày tỏ sự quan tâm đến việc đàm phán Hiệp định Hợp tác.

—Sau khi thông báo cho Quốc hội, các công ty Hoa Kỳ quan tâm sẽ được phép tiến hành thảo luận với CHND T Tầu cộng về khả năng bán lò phản ứng nước nhẹ và nhiên liệu urani làm giàu thấp.

—Việc xuất khẩu thiết bị/vật liệu hạt nhân sang các nước Cộng sản do Hoa Kỳ hoặc các nước thành viên COCOM thực hiện sẽ tiếp tục được xem xét trên cơ sở từng trường hợp cụ thể; đồng thời, các tiêu chuẩn và quy trình giám sát của Hoa Kỳ hoặc IAEA đối với thiết bị, vật liệu được chuyển giao hoặc sản xuất từ đó sẽ được áp dụng cho tất cả các quốc gia tiếp nhận.

· Nuclear Sales to the PRC

The President has reviewed the report of the Under Secretaries Committee of February 14, 1974 on Nuclear Sales to the People’s Republic of China (PRC).² He has approved the recommendations that:

—the PRC should be informed that we are prepared to negotiate an Agreement for Cooperation Concerning Civil Uses of Atomic Energy which would authorize the export of U.S. light-water reactors and slightly enriched uranium. The Agreement would call for the application of bilateral safeguard rights which would be suspended in favor of those administered by the International Atomic Energy Agency (IAEA) if the PRC joins that organization. (The U.S. safeguards would again take effect should the PRC withdraw or IAEA safeguards cease to be effective.)³
—The Joint Committee on Atomic Energy and other interested Congressional committees should be informed of our offer to the PRC at such time as the Chinese express interest in negotiating an Agreement for Cooperation.
—Following Congressional notifications, interested U.S. companies should be authorized to proceed with discussions with the PRC [Page 514]on the possible sale of light-water reactors and slightly enriched uranium fuel.
—Nuclear exports to Communist countries by the U.S. or other COCOM countries should continue to be treated on a case-by-case basis, and U.S. or IAEA safeguard standards and procedures for equipment or materials transferred or produced therefrom shall be applied to all recipient countries.
