Trong các cuộc thảo luận giữa Pháp và Hoa Kỳ tại
Washington vào tháng trước, Bộ trưởng Pháp phụ trách các Quốc gia
Liên kết đã trình lên Bộ Quốc phòng bản đề xuất Kế hoạch Chiến lược
của Pháp nhằm kết thúc thắng lợi cuộc chiến tại Đông Dương.
Hội đồng Tham mưu trưởng Liên quân
đã được yêu cầu đưa ra đánh giá về mặt quân sự đối với Kế hoạch này, đồng thời
nhận xét về tính khả thi của việc Hoa Kỳ cung cấp hỗ trợ hậu cần cho Kế
hoạch theo đề nghị của phía Pháp, trong bối cảnh cần cân nhắc các yêu cầu
và cam kết khác liên quan đến chương trình Viện trợ Quân sự của Hoa Kỳ.
Xin gửi kèm theo đây các ý kiến và khuyến nghị của Hội
đồng Tham mưu trưởng Liên quân về Kế hoạch Chiến lược của Pháp
nhằm kết thúc thắng lợi cuộc chiến tại Đông Dương.
Quyền Bộ trưởng Quốc phòng
tán thành nội dung các ý kiến và khuyến nghị của Hội đồng Tham mưu trưởng
Liên quân, đồng thời đã chuyển các tài liệu này tới Bộ trưởng Wilson
và Tướng Bradley đang có mặt tại Paris.
Xét đến đề nghị của Bộ trưởng Letourneau cũng
như những cam kết mà chúng ta đã đưa ra với ông, các quan điểm và tài liệu đính
kèm này cần được xử lý với các biện pháp bảo mật nghiêm ngặt nhất và tuân thủ
chặt chẽ nguyên tắc "chỉ cung cấp thông tin cho người thực sự cần biết".

1. Liên quan đến bản ghi nhớ
của ông đề ngày 2 tháng 4 năm 1953, với chủ đề nêu trên, Hội đồng Tham mưu
trưởng Liên quân đã xem xét kế hoạch do Pháp đề nghị nhằm kết thúc
cuộc chiến tại Đông Dương và xin trình các ý kiến nhận xét (Phụ lục)
cùng các khuyến nghị. Hội đồng Tham mưu trưởng Liên quân lưu ý rằng kế
hoạch của Pháp không được trình bày dưới dạng văn bản. Những thông tin
hiện có về kế hoạch này chỉ giới hạn ở những gì thu thập được [Trang 494] thông
qua biên bản các phần trình bày trực tiếp của ông Letourneau và Tướng
Allard, được bổ sung bởi các câu hỏi liên quan trong những cuộc thảo luận
sau đó.
2. Mặc dù kế hoạch do Pháp
trình bày còn thiếu chi tiết, nhưng một số điểm yếu đã được chỉ ra và tóm tắt

a. Kế hoạch dường như thiếu
sự quyết liệt cần thiết.
b. Có vẻ như quá nhiều nỗ lực

tạo đội ngũ lãnh đạo cho họ.
d. Kế hoạch dường như phụ
thuộc nhiều vào các hoạt động tác chiến của các đơn vị quy mô nhỏ.
Mặc dù Hội đồng Tham mưu trưởng Liên quân cho rằng
kế hoạch của Pháp có thể được cải thiện dựa trên những nhận xét nêu
trên, họ vẫn đánh giá đây là một kế hoạch khả thi. Hơn nữa, Hội đồng Tham
mưu trưởng Liên quân đồng ý rằng việc tăng cường lực lượng Việt Nam

3. Liên quan đến những nội

kèm theo đây, xin lưu ý các tài liệu liên quan sau đây được đính kèm dưới dạng
các Phụ lục:
a. Công điện nhận được từ Trưởng
phái đoàn Cố vấn Viện trợ Quân sự (Đông Dương) (DA IN 257701)
(Phụ lục “A”);
b. Các công điện đề nghị Tướng
Clark cho ý kiến về tình hình chiến lược tại Đông Dương (DA 934687)
(Phụ lục “B”); các ý kiến ban đầu của ông (DA IN 251110) (Phụ
lục “C”); các ý kiến đã được điều chỉnh của ông (DA IN 253811)
(Phụ lục “D”); và các khuyến nghị cuối cùng của ông (DA IN 258870)
(Phụ lục “E”).
c. Công điện nhận được từ Đô
đốc Radford bày tỏ quan điểm về tình hình chiến lược tại Đông Dương
(260315Z) (Phụ lục “F”).
Cần lưu ý rằng quan điểm của Tướng Clark có phần
lạc quan hơn so với những quan điểm được trình bày trong bản ghi nhớ này. Điều
này có thể một phần do thực tế là quan điểm của Tướng Clark có lẽ dựa gần
như hoàn toàn vào thông tin thu thập được trong chuyến thăm ngắn ngày của ông tới
Đông Dương.
4. Trong khi bảo lưu ý kiến
thêm về tính khả thi/giá trị của kế hoạch phía Pháp, Hội đồng Tham
mưu trưởng Liên quân khuyến nghị ủng hộ việc tăng cường lực lượng tại Đông
Dương như đã đề nghị, với các điều kiện sau: [Trang 495]
a. Sẽ không có việc cắt giảm
tương ứng đối với tổng thể lực lượng vũ trang Hoa Kỳ do các hạn chế về
ngân sách.
b. Các yêu cầu cụ thể về sự
hỗ trợ của Hoa Kỳ sẽ được xử lý thông qua các kênh thông thường để thẩm
định nhu cầu về lực lượng cũng như quy mô và chủng loại trang thiết bị.
c. Pháp và các Quốc gia
Liên kết sẽ đóng góp ở mức tối đa khả năng của họ.
d. Khoản hỗ trợ tài chính bổ
sung—ngoài các khoản dành cho nhu cầu MDAP (Chương trình Viện trợ Quốc
phòng)—cần thiết để đảm bảo thực hiện thành công kế hoạch sẽ được Hoa Kỳ
cung cấp từ các nguồn quỹ khác, không phải từ ngân sách quân sự hay quỹ MDAP
của Hoa Kỳ.
e. Sẽ không có cam kết tài
chính nào được đưa ra với Pháp cho đến khi:
(1) Chi phí của chương
trình có thể được xem xét trong mối tương quan với tất cả các nhu cầu MDA
khác; và
(2) Đã có quyết định
cho phép bổ sung các yêu cầu mới phát sinh từ kế hoạch của Pháp vào Chương
trình Viện trợ Quốc phòng Hỗ tương (MDAP) thường quy cho năm tài
chính 1954 (theo nội dung do các cơ quan quân sự trình lên Văn phòng Bộ trưởng
Quốc phòng và Cục Ngân sách trong đợt Rà soát Ngân sách Đặc biệt năm
tài chính 1954), cũng như vào các Chương trình MDA của những năm tài
chính sau năm 1954.
5. Hội đồng Tham mưu trưởng Liên quân
cho rằng cần gây sức ép tối đa có thể về mặt chính trị đối với phía Pháp
để đạt được cam kết dứt khoát về việc:
a. Hiện đại hóa các phương
pháp huấn luyện;
b. Triển khai kế hoạch đã đề
xuất với quyết tâm và sự mạnh mẽ cao độ;
c. Đẩy nhanh việc chuyển
giao trách nhiệm cho chính quyền các Quốc gia Liên kết và tăng tốc độ huấn
luyện lực lượng bản địa, trong đó chú trọng công tác đào tạo đội ngũ chỉ huy;
d. Tăng cường nỗ lực cắt đứt
các tuyến tiếp tế của địch;
e. Giành lại thế chủ động từ
tay Việt Minh và thực hiện các biện pháp hiệu quả hơn để đảm bảo
các khu vực tái chiếm được duy trì dưới sự kiểm soát của phía Việt Nam;
và
f. Sử dụng rộng rãi hơn các
đơn vị có quy mô lớn hơn cấp tiểu đoàn ở những nơi thích hợp.
Liên quan đến yêu cầu cải tiến phương pháp huấn luyện,
Hoa Kỳ sẵn sàng cung cấp các hình thức hỗ trợ chuyên môn mà phía Pháp
mong muốn.

Dear Mr. Secretary: During the course of the French-United States talks
in Washington last month, the French Minister for the Associated States
presented to the Department of Defense the proposed French Strategic Plan for
the Successful Conclusion of the War in Indochina.
The Joint Chiefs of Staff were requested to provide a military appraisal
of the proposed Plan and comment on the feasibility of United States logistic
support of the Plan as requested by the French in light of other requirements
and commitments for United States Military Aid.
Forwarded herewith, as inclosure, are the comments and recommendations of
the Joint Chiefs of Staff on the Proposed French Strategic Plan for the
Successful Conclusion of the War in Indochina.
The Acting Secretary of Defense accepts the substance of the comments and
recommendations of the Joint Chiefs of Staff and has forwarded them to
Secretary Wilson and General Bradley in Paris.
In the light of Minister Letourneau’s request and our assurances to him,
these views and attached documents must be handled with utmost security
precautions and on a strict “need to know” basis.

Memorandum by the Joint Chiefs of
Staff to the Secretary of Defense (Wilson)

Subject:
- Proposed French
Strategic Plan for the Successful Conclusion of the War in Indochina.
1.
With reference to your memorandum, dated 2 April 1953,1 subject as above, the Joint Chiefs of
Staff have considered the proposed French plan for concluding the war in
Indochina and submit herewith their comments (Appendix)2 and recommendations. The Joint Chiefs
of Staff point out that the French plan was not presented in writing. The
present knowledge of this plan is limited to that obtained [Page 494] through the minutes
of oral presentations by M. Letourneau and General Allard, supplemented by
questions related thereto during subsequent discussions.
2.
While the French plan as presented was lacking in
detail, certain weaknesses are indicated which are summarized briefly as
follows:
a.
It does not appear to be sufficiently aggressive.
b.
Excessive effort appears to be devoted to cleaning up
Viet Minh pockets without sufficient consideration being given to cutting the
enemy’s supply lines, particularly in Northern Indochina.
c.
It appears that insufficient emphasis is given to
placing of responsibility in the hands of the Vietnamese and the training of
leaders therefor.
d.
The plan appears to rely extensively on small-unit
operations.
While the Joint Chiefs of Staff consider that the
French plan could be improved in light of the foregoing comments, they feel
that the plan is workable. Further, the Joint Chiefs of Staff agree that
augmentation of Vietnamese forces will be necessary in order to bring the
conflict in Indochina to a successful conclusion.
3.
In connection with the foregoing and the comments set
forth in paragraphs 8 and 9 of the Appendix hereto, attention is invited to the
following pertinent documents which are attached as Annexes hereto:
a.
A dispatch received from the Chief, Military Assistance
Advisory Group (Indochina) (DA IN 257701) (Annex “A”);
b.
Dispatches requesting General Clark’s views on the
strategic situation in Indochina (DA 934687) (Annex “B”); his initial views (DA
IN 251110) (Annex “C”); his modified views (DA IN 253811) (Annex “D”); and his
final recommendations (DA IN 258870) (Annex “E”).
c.
A dispatch received from Admiral Radford expressing his
views on the strategic situation in Indochina (260315Z) (Annex “F”).
It will be noted that General Clark’s views are
somewhat more optimistic than those expressed in this memorandum. This may be
due in part to the fact that General Clark’s views are probably based almost
entirely on information acquired during his brief visit to Indochina.
4.
While reserving further opinion as to the merits of the
French plan, the Joint Chiefs of Staff recommend that the proposed augmentation
of forces in Indochina be supported subject to the following: [Page 495]
a.
There will be no compensating reduction in over-all
U.S. armed forces because of fiscal limitations.
b.
The specific requests for U.S. support will be
processed through normal channels for screening of force requirements and scale
and type of equipment.
c.
France and the Associated States will contribute to the
maximum extent of their capabilities.
d.
The additional financial support beyond that for MDAP
requirements necessary to assure the successful execution of the plan will be
made available by the United States from other than U.S. military or MDAP
funds.
e.
No financial commitment will be made to France until:
(1)
The cost of the program can be considered in relation
to all other MDA needs; and
(2)
A decision has been made to authorize adding new
requirements generated by the French plan to the regular MDAP for FY 1954 (as
presented by the military departments to the Office of the Secretary of Defense
and the Bureau of the Budget in the FY 1954 Special Budget Review), and to MDA
Programs subsequent to FY 1954.
5.
The Joint Chiefs of Staff feel that as much pressure as
is feasible should be placed on the French from a political point of view to
obtain a clear-cut commitment to:
a.
Modernize training methods;
b.
Prosecute the proposed plan with redoubled
determination and vigor;
c.
Expedite the transfer of responsibility to the
Governments of the Associated States and accelerate the rate of training of
indigenous forces with emphasis on leadership training;
d.
Intensify efforts to cut enemy supply lines;
e.
Wrest the initiative from the Viet Minh and take more
effective steps to insure that recaptured areas are retained under Vietnamese
control; and
f.
Utilize more extensively, where appropriate, units
larger than battalions.
In connection with the requirement for improvement in training methods,
the United States would be willing to furnish such specialized assistance as
may be desired by the French.
