1. Trong văn bản OARMA CM 295–54 (đính kèm), USARMA Sài Gòn đưa ra nhận định phản bác lại đánh giá tình hình của Bộ Lục quân Hoa Kỳ với các luận điểm sau:

A. Không đồng tình với quan điểm của Bộ Lục quân cho rằng “quân Pháp sẽ giữ được vùng Đồng bằng trong suốt mùa mưa và khó có khả năng xảy ra một cuộc tấn công quy mô lớn của Việt Minh” [Trang 1080]; thay vào đó, họ cho rằng Việt Minh sẽ tấn công vào hoặc sau ngày 20 tháng 6 và sẽ đánh bật lực lượng Liên hiệp Pháp khỏi phần lớn vùng Đồng bằng.

b. Nêu rõ các lý do khiến Việt Minh sẽ tiến hành tấn công:

(1) Không có lý do hợp lý nào khác giải thích cho việc nhanh chóng tái triển khai các quân đoàn chủ lực của Việt Minh từ Điện Biên Phủ.

(2) Việt Minh đang thừa thắng xông lên và sẽ tìm cách tận dụng lợi thế này.

(3) Lực lượng Liên hiệp Pháp đang trong quá trình tái tổ chức quy mô lớn dưới quyền một Tổng tư lệnh mới (chưa có kinh nghiệm tại Đông Dương), dẫn đến tình trạng suy yếu về phòng thủ, tinh thần và tổ chức, mặc dù họ “sẽ lấy lại sức mạnh từ mùa hè này trở đi”.

(4) Việt Minh đã thay đổi hệ thống mật mã – một quy trình thường thấy trước các cuộc tấn công trước đây.

(5) Hỗ trợ cho các nhà đàm phán của Việt Minh tại Geneva.

c. Cho rằng không thể giữ được vùng Đồng bằng vì những lý do sau:

(1) Hà Nội dễ bị bao vây và không thể duy trì phòng thủ sau đó.

(2) Sân bay Hà Nội sẽ bị pháo binh đối phương khống chế sau khi lực lượng Việt Minh tiến sâu được 15 dặm.

(3) Việc mất Hà Nội sẽ dẫn đến mất cả khu vực phía tây Đồng bằng.

(4) Việt Minh có thể chiếm khu vực Phủ Lý (góc tây nam) bằng các đợt tấn công liên tục với lực lượng đã được triển khai sẵn tại đó.

(5) Đối phương sẽ sử dụng chiến thuật thâm nhập ồ ạt và siết chặt vòng vây thay vì tấn công trực diện quy mô lớn – kiểu tấn công mà quân Pháp đã thất bại trong việc đối phó tại Điện Biên Phủ.

2. Nhận xét: Mặc dù các nhận định nêu trên phần lớn là chính xác, nhưng cũng cần cân nhắc thêm các yếu tố sau đây.

a. Mặc dù bản thân một số nguồn tin của Pháp cũng lặp lại những nhận định tương tự như trên, nhưng xét thấy năng lực tác chiến của quân Pháp thực tế cao hơn mức được mô tả. Quân Pháp sẽ có những lợi thế sau:

(1) Các tuyến phòng thủ được rút ngắn tạo ra lợi thế về đường cơ động và thông tin liên lạc nội bộ, đồng thời cho phép duy trì lực lượng dự bị cơ động lớn hơn so với trước đây.

(2) Hỏa lực vượt trội. Việt Minh sẽ không còn cơ hội pháo kích dễ dàng như khi đối mặt với các mục tiêu tập trung và điều kiện quan sát thuận lợi cho đối phương tại Điện Biên Phủ.

(3) Khả năng cơ động. Việt Minh chưa từng chiếm được một vị trí phòng thủ cấp tiểu đoàn nào trước trận Điện Biên Phủ; và nếu có chiếm được tại đó, thì có lẽ là do khả năng cơ động của quân Pháp bị hạn chế quá mức, làm giảm hiệu quả của các đợt phản công.

Phải thừa nhận rằng, kết quả phần lớn phụ thuộc vào tâm lý của quân Pháp khi bước vào trận chiến này. Nếu bị dẫn dắt để tin rằng vị thế chiến lược của mình là vô vọng, họ sẽ hoạt động kém hiệu quả hơn. Ngược lại, nếu được chỉ huy và các đồng minh khích lệ, hỗ trợ, lực lượng Liên hiệp Pháp hoàn toàn có thể giữ vững một phần đáng kể vùng Đồng bằng và gây tổn thất nặng nề cho Việt Minh.

Subject:

  • USARMA Saigon Estimate of Indochina Situation

1.

In OARMA CM 295–54 (attached)1 USARMA Saigon comments upon a Department of the Army estimate of the situation contending the following:

a.

Disagrees with Department of the Army that “French will be able to hold Delta throughout rainy season and that no major VM [Page 1080] assault is likely” stating his view continues VM will attack on or after 20 June and will dislodge French Union forces from most of the Delta.

b.

States VM will attack for following reasons:

(1)

No other logical reason rapid redeployment VM battle corps from Dien Bien Phu.

(2)

VM riding victory wave will seek to capitalize on same.

(3)

French Union forces in midst major reorganization under new inexperienced (in Indochina) CINC are at low point defensively, moralewise and organizationally but “will gather strength from this summer onward”.

(4)

VM has altered codes, an SOP before former attacks.

(5)

Aid to VM negotiators at Geneva.

c.

Believes Delta cannot be held for following:

(1)

Hanoi vulnerable to encirclement and cannot be maintained thereafter.

(2)

Hanoi airfield subject to arty interdiction after VM have penetrated 15 miles.

(3)

Loss of Hanoi would lead to loss western Delta.

(4)

VM can take Phu Ly (SW quadrant) area with troops already deployed there by sustained attack.

(5)

Will use mass infiltration and strangulation technique rather than mass assault, which French failed to counter at Dien Bien Phu.

2.

Comment: While above statements are largely correct, the following should also be taken into consideration.

a. While some French sources themselves have reiterated identical statements as above, it is considered that French have a higher combat capability than indicated above. French will have following advantages:

(1)

Shortened lines creating internal lines for communications and maneuver and greater mobile reserves than heretofore.

(2)

Superior firepower. VM will have no arty field day as afforded by concentrated target and superior observation at Dien Bien Phu.

(3)

Ability to maneuver. VM have never taken a battalion-sized position until Dien Bien Phu and then probably because French freedom of movement was so restricted as to limit effectiveness of counterattacks.

Admittedly, much depends upon the French attitude psychologically in entering this battle. If led to believe their position is hopeless strategically, they will be less effective. If encouraged and supported by their own command and allies, French Union forces can hold a substantial portion of the Delta and inflict intolerable casualties on the Viet Minh.
