Thay đổi về quy mô lực lượng Hoa Kỳ tại Đài Loan

Sau khi xem xét các nghiên cứu và khuyến nghị được xây dựng nhằm đáp ứng yêu cầu của NSSM 171, Tổng thống chỉ đạo thực hiện các thay đổi sau đây đối với việc triển khai và tình trạng của lực lượng Hoa Kỳ đóng tại Đài Loan:

—rút một trong hai phi đoàn F–4 trước ngày 31 tháng 7 năm 1974, sử dụng các máy bay F–5A thuộc chương trình Peace Basket để đáp ứng nghĩa vụ của Hoa Kỳ trong việc thay thế 20 trong số 48 chiếc F–5A đã mượn từ Trung Hoa Dân Quốc (ROC) theo chương trình Enhance Plus;

—rút phi đoàn F–4 thứ hai trước ngày 30 tháng 5 năm 1975, tuân thủ nghĩa vụ của Hoa Kỳ về việc cung cấp F–5E thay thế cho 28 chiếc F–5A thuộc chương trình Enhance Plus, bằng cách điều chuyển số F–5E vốn dành cho Hàn Quốc (ROK) để thay thế tạm thời cho đến khi có F–5E do ROC hợp tác sản xuất;

—rút lực lượng [1,5 dòng chưa được giải mật] đang trong trạng thái trực chiến tại Đài Loan;

—chuyển Căn cứ Không quân Đài Nam sang chế độ bảo quản/duy trì tối thiểu, [dưới 1 dòng chưa được giải mật] và cắt giảm nhân sự hỗ trợ ở mức phù hợp;

—trình Tổng thống xem xét các kế hoạch cắt giảm quy mô, nhân sự hoặc cơ cấu của MAAG (Nhóm Cố vấn Quân sự) cho phù hợp với chương trình F–5E; và

—trình Tổng thống xem xét mọi thay đổi về nhân sự hoặc cơ cấu của Bộ Chỉ huy Phòng thủ Đài Loan.

Để có cơ sở quyết định những thay đổi về quy mô lực lượng trong các hoạt động tình báo và thông tin liên lạc khu vực, Tổng thống chỉ đạo:

—Bộ trưởng Quốc phòng, phối hợp với các cơ quan khác khi cần thiết, rà soát các hoạt động thông tin liên lạc của Hoa Kỳ tại Đài Loan xét về nhu cầu, đồng thời đề nghị những thay đổi về nhiệm vụ, nhân sự và tổ chức được cho là cần thiết để nâng cao hiệu suất và hiệu quả.

—Giám đốc Tình báo Trung ương rà soát và đánh giá giá trị của tất cả các hoạt động tình báo Hoa Kỳ [1 dòng chưa được giải mật], đồng thời đề nghị những thay đổi về nhiệm vụ, yêu cầu, nhân sự và tổ chức được coi là phù hợp để cải thiện hiệu suất và hiệu quả.

Các báo cáo rà soát kèm theo kiến nghị này phải được trình nộp trước ngày 15 tháng 4 năm 1974.

· Changes in U.S. Force Levels on Taiwan

Having reviewed the studies and recommendations developed in response to NSSM 171,² the President directs the following changes in deployments and status of US forces based on Taiwan:

—withdraw one of the two F–4 squadrons by July 31, 1974, using Peace Basket F–5As to meet the related US obligation to replace 20 of the 48 F–5As borrowed from ROC under Enhance Plus;
—withdraw the second F–4 squadron by May 30, 1975, complying with the related US obligation to provide F–5Es as replacements for 28 of the Enhance Plus F–5As by using diversions of ROK earmarked F–5Es as temporary replacements until ROC co-produced F–5Es are available;
—withdraw our [1½ lines not declassified] on alert status on Taiwan;
—place Tainan Air Base on a caretaker basis, [less than 1 line not declassified] and reduce support personnel as appropriate;
—submit for Presidential review plans to reduce MAAG size, staffing, or structure in consonance with the F–5E program, and;
—submit for Presidential review any change in staffing or structure of Taiwan Defense Command.

To permit determination of force level changes in the intelligence and regional communications activities, the President directs that:

—The Secretary of Defense, in coordination with other agencies as appropriate, review US communications activities on Taiwan in terms of need and recommend changes in mission, manning and organization deemed necessary for greater efficiency and effectiveness.
—The Director of Central Intelligence review and assess the value of all US intelligence activities [1 line not declassified] and recommend changes in mission, requirements, manning and organization considered appropriate to improve efficiency and effectiveness.

These reviews with recommendations are to be submitted by April 15, 1974.
