1. Đại diện Việt
Minh đã trình bày mô tả về
các khu vực tại Bắc Việt Nam mà họ tuyên bố có ưu thế về quân sự. Đại
diện Pháp lưu ý rằng ông đã trình bày quan điểm của mình về các khu vực
trên toàn lãnh thổ Việt Nam và yêu cầu Việt Minh cũng làm
như vậy trước khi các cuộc thảo luận chuyển sang bước hòa giải những quan điểm
khác biệt. Đại diện Việt Minh đã đồng ý.
2. Về khu vực Đồng bằng, đại diện Việt Minh
thừa nhận lực lượng Liên hiệp Pháp chỉ kiểm soát nội đô Hà Nội và Hải
Phòng, trong khi tất cả các phần còn lại của Đồng bằng đều đang trong tình
trạng tranh chấp.
3. Nhận xét: Đầu mối liên lạc thuộc phái đoàn Pháp hứa
sẽ cung cấp bản sao bản đồ thể hiện các khu vực do cả hai bên tuyên bố kiểm

Department from Sullivan. Following is summary French-VN military talks
with Viet Minh 9 June reported to Defense representative by member French
delegation:
1.
Viet Minh representative
presented description areas in North Vietnam over which Viet Minh claim
military superiority. French representative noted he had presented his position
regarding areas throughout all Vietnam and insisted Viet Minh do same before discussions
proceed to reconciliation conflicting positions. Viet Minh representative
agreed.
2.
Re Delta area, Viet Minh
representative acknowledged French Union forces control only Hanoi and Haiphong
proper, that all other parts Delta in contested status.
3.
Comment: French del contact
promised copy map showing areas claimed by both sides as soon as drawn up.
