Thoạt đầu Phạm văn Đồng trong buổi họp tại Geneva đã không đá động gì cả về vấn đề di tản thương bệnh binh Quân Đội Quốc Gia Việt Nam của Chính Phủ Bảo Đại.
Phạm văn Đồng chỉ lo cho việc di tản thương binh của Pháp mà thôi, bất mãn với thái độ nầy của Phạm văn Đồng, phái đoàn của Chính Phủ Bảo Đại đã lên tiếng chỉ trích cộng sản giặc Hồ về việc nầy trước mặt phái đoàn của Pháp và Zhou Enlai.
Chính vì phản ứng mạnh mẽ nầy từ phái đoàn của Chính phủ Bảo Đại, Phạm văn Đồng đã phải có thái độ giả bộ vuốt ve đề cập đến việc di tản thương binh không phân biệt thương binh dựa trên chủng tộc hoặc quốc tịch.
Từ tài liệu nầy cho chúng ta thấy rằng trong tâm tưởng của cộng sản giặc Hồ không bao giờ có “Tổ Quốc, Gia Đình hay Tôn Giáo” thì làm sao có tình người đồng bộc, đồng bào!

“Hôm nay tôi đã nhận được thư của ông ngày 14 tháng 5 về việc di tản thương binh tại Điện Biên Phủ.
“Theo nguyện vọng của ông, tôi đã chuyển nội dung thư của ông đến người đứng đầu đoàn đại biểu Việt Nam Dân chủ Cộng hòa, ông Phạm Văn Đồng.
“Tôi cũng được biết về tuyên bố mà ông đề cập của đoàn đại biểu Việt Nam Dân chủ Cộng hòa ngày 10 tháng 5 rằng Tư lệnh đơn vị sẽ không phân biệt đối xử với thương binh dựa trên chủng tộc hoặc quốc tịch.
“Như các bạn còn nhớ, tại Hội nghị Geneva ngày 10 tháng 5, người đứng đầu phái đoàn Việt Nam Dân chủ Cộng hòa đã đưa ra tuyên bố về sự sẵn sàng thực hiện ngay lập tức các biện pháp nhằm di tản những người bị thương nặng bị bắt làm tù binh tại Điện Biên Phủ. Đồng thời, phái đoàn cũng bày tỏ mong muốn đại diện của cả hai bên cùng tiến hành các bước thực tiễn tại chỗ để thực hiện việc di tản này, và tất cả các bên tham gia Hội nghị đều đã ghi nhận điều này.
“Theo đó, có lý do để cho rằng tất cả các vấn đề thực tiễn liên quan đến việc di tản người bị thương tại Điện Biên Phủ nên được giải quyết bằng thỏa thuận giữa các bộ chỉ huy của cả hai bên tại chỗ.”
“Thưa ngài Bộ trưởng, có thể ngài sẽ thấy cần thiết phải thiết lập liên lạc trực tiếp với phái đoàn của Việt Nam Dân chủ Cộng hòa đang ở Geneva để làm rõ những vấn đề đó, việc giải quyết những vấn đề này có thể giúp thiết lập một hệ thống di tản có thể làm hài lòng cả hai bên.”
Bidault ấn tượng bởi giọng điệu lịch sự, việc đề cập đến sự không phân biệt đối xử, việc nhắc lại rằng các vấn đề thực tế cần được giải quyết tại chỗ, và đề nghị rằng Pháp nên thảo luận với Việt Minh tại đây. Ông vẫn chưa quyết định sẽ làm gì tiếp theo.

Secto 224. Repeated information Paris 274 Saigon 80. Reference Sectos 215, 219.1 I have received from Molotov acknowledgment of my letter2 and copy of his reply to Bidault which reads:
“I have today received your letter of May 14 regarding the evacuation of wounded from Dien Bien Phu.
“In accordance with your wish, I have brought the content of your letter to the attention of the head of the delegation of the Democratic Republic of Vietnam, Pham Van Dong.
“I also am aware of the statements which you mention of the delegation of the Democratic Republic of Vietnam of May 10 to the effect that its Commander would carry out no discrimination among the wounded on considerations of race or nationality.
“As you remember, at the Geneva Conference, May 10, a statement by the head of the delegation of the DRV was heard concerning its readiness to undertake without delay measures directed toward the evacuation of the seriously wounded taken prisoner at Dien Bien Phu. At the same time, the wish was expressed that representatives of both commands undertake practical steps on the spot to carry out this evacuation, and all participants in the Conference took cognizance of this.
“In accordance with this it is reasonable to think that all practical questions concerning the evacuation of wounded from Dien Bien Phu should be settled by agreement among the commands of both sides on the spot.
“It is possible that you, Mr. Minister, will find it expedient to establish direct contact with the delegation of the DRV which is in Geneva to clarify those questions, the settlement of which might assist in the establishment of a system of evacuation which would be satisfactory to both sides.”
Bidault was struck by its courteous tone, its reference to nondiscrimination, its reiteration that practical questions be dealt with on the spot, and suggestion that French discuss it with Viet Minh here. He has not decided what to do next.3
