Người bạn tốt và vĩ đại:

Theo những điều khoản trong hiệp định tôi ký tại Paris ngày 8 tháng 3 năm 1949 với ông Vincent Auriol, Tổng thống nước Cộng hòa và Chủ tịch Liên hiệp Pháp, Việt Nam được công nhận là một quốc gia độc lập, là một thành viên trong Liên hiệp Pháp, với tư cách là một quốc gia liên kết.

Chính phủ mà tôi vừa thành lập theo các thỏa thuận này và do tôi đảm nhận chức Quốc trưởng, từ nay trở đi sẽ có mọi quyền lực cần thiết để thực thi quyền lực của mình. Nó bao gồm những nhân vật đại diện cho nhiều sắc thái khác nhau của dư luận Việt Nam.

Tôi tha thiết mong muốn rằng mối quan hệ với Chính phủ của Ngài có thể được thiết lập theo quốc tế công pháp, vì lợi ích chung của các công dân tương ứng của chúng ta và để cho phép chúng ta đóng góp một cách hữu ích hơn về phần mình vào việc củng cố hòa bình và an ninh thế giới.

Tôi bày tỏ hy vọng rằng Ngài sẽ là một trong những lãnh đạo thân thiện với quốc gia Việt Nam, và tôi xin chuyển đến Ngài, người bạn vĩ đại và tốt bụng, những lời chúc tốt đẹp nhất của tôi và những thành viên trong Chính phủ nước tôi vì sự thịnh vượng và hạnh phúc của những người dân mà Ngài cống hiến những nỗ lực thực tiễn của mình cho người dân.

Tôi luôn sẳn sàng đón nhận những chia sẽ của Ngài

Bức thư gốc bằng tiếng Pháp được truyền trong công hàm số 300 của Đại sứ Pháp, ngày 24 tháng 9, chưa in. Sau này đề cập đến công hàm 280 của Đại sứ Pháp, ngày 31 tháng 8, không được in, trong đó Bộ được thông báo chính thức về Chính phủ Việt Nam mới được thành lập do Hoàng thượng Bảo Đại chủ trì. Great and Good Friend: Under the terms of the agreements which I signed in Paris on March 8, 1949 with Mr. Vincent Auriol, President of the Republic and President of the French Union, Viet-Nam was recognized as an independent State forming part of the French Union, with the status of an associated State.

The Government which I have just constituted as a result of these agreements and of which I assumed the presidency, henceforth possesses all powers necessary for the exercise of its authority. It comprises personages representative of the varied shades of Vietnamese public opinion.

It is my earnest desire that relations with Your Excellency’s Government may be established according to international custom, in the common interest of our respective nationals and in order to permit us more usefully to contribute on our part to the strengthening of world peace and security.

I express the hope that you will be among the nations friendly to the Vietnamese State, and I convey to you, Great and Good Friend, my best wishes and those of the members of my country’s Government for the prosperity and happiness of the people to whose destinies you devote your enlightened efforts.

    Original letter in French transmitted in the French Ambassador’s note 300, September 24, not printed. The latter referred to the French Ambassador’s note 280, August 31, not printed, in which the Department was officially informed of the newly constituted Government of Vietnam presided over by His Majesty Bao Dai.
