Tôi đã nhận được thư của Ngài đề ngày 3 tháng 1 năm 1973.
Chủ tịch Mao đã đọc bức thư và cũng hài lòng về những diễn biến trong quan hệ song phương kể từ tháng Hai năm ngoái.
Chúng tôi trân trọng mong muốn của Ngài Tổng thống về việc tiếp tục cải thiện quan hệ Trung - Mỹ như đã được bày tỏ trong bức thư. Phía Trung Quốc tin rằng việc từng bước bình thường hóa quan hệ giữa Trung Quốc và Hoa Kỳ, dựa trên các nguyên tắc của Thông cáo Thượng Hải, không chỉ mang lại lợi ích cho nhân dân hai nước Trung - Mỹ mà còn góp phần làm dịu căng thẳng tại châu Á và trên thế giới. Tuy nhiên, thưa Ngài Tổng thống, chúng tôi sẽ thiếu thẳng thắn nếu không đồng thời chỉ ra rằng việc tiếp diễn cuộc chiến tranh Việt Nam [Trang 12] — đặc biệt là các cuộc ném bom mà Hoa Kỳ mới thực hiện gần đây nhằm vào nước Việt Nam Dân chủ Cộng hòa — chắc chắn sẽ ảnh hưởng đến tiến trình phát triển quan hệ Trung - Mỹ.
Chúng tôi tin rằng, như Ngài Tổng thống đã nhận định đúng đắn trong thư, việc sớm kết thúc chiến tranh Việt Nam và qua đó loại bỏ trở ngại lớn đối với nhiều bước phát triển mang tính xây dựng trong quan hệ quốc tế là lợi ích chung của tất cả chúng ta. Theo câu ngạn ngữ Trung Hoa, không nên vì lợi ích nhỏ mà đánh mất lợi ích lớn; tôi cho rằng việc suy ngẫm lại những lời này vào thời điểm quan trọng hiện nay là điều rất có ý nghĩa. Chúng tôi hy vọng rằng trong vòng đàm phán kín giữa Việt Nam và Hoa Kỳ lần này, các trở ngại sẽ được vượt qua và một thỏa thuận chấm dứt chiến tranh Việt Nam cuối cùng sẽ đạt được thông qua các cuộc đàm phán nghiêm túc, có sự đáp ứng lẫn nhau và những nỗ lực chung.
Việc chuyến thăm Bắc Kinh theo kế hoạch của Tiến sĩ Kissinger không thể diễn ra như dự kiến ban đầu là điều dễ hiểu. Chúng tôi hoan nghênh việc ông cử Tiến sĩ Kissinger đến Bắc Kinh để hội đàm vào một thời điểm thích hợp sau khi đạt được thỏa thuận giải quyết cuộc chiến tranh Việt Nam.
Đối với các vấn đề quốc tế và những câu hỏi về sự phát triển quan hệ song phương Trung - Mỹ được đề cập trong thư, chúng tôi sẵn sàng trao đổi quan điểm một cách trực tiếp và thấu đáo với Tiến sĩ Kissinger trong chuyến thăm Bắc Kinh của ông.

Beijing, January 6, 1973.
Mr. President,
I have received your letter of January 3, 1973.2
Chairman Mao has read the letter and also takes satisfaction in bilateral developments since last February.
We appreciate Mr. President’s wish for continued improvement in Sino-U.S. relations as was expressed in the letter. The Chinese side believes that the normalization of relations between China and the United States step by step in accordance with the principles of the Shanghai Communiqué3 is not only in the interest of the Chinese and American peoples, but will also contribute to the easing of tension in Asia and the world. However, Mr. President, we would not be frank if we did not point out at the same time that the continuation of the Viet Nam [Page 12] war, particularly such bombings as recently carried out by the United States against the Democratic Republic of Viet Nam, are bound to affect the progress of Sino-U.S. relations. We believe, as Mr. President correctly mentioned in the letter, it is in the interest of us all to bring the Viet Nam war to a rapid conclusion and thus remove the major obstacle to many constructive developments in international relations. As the Chinese saying goes, one should not lose the major for the sake of the minor, and I think it would be of significance to reflect upon these words again at this important juncture. We hope in this round of private meetings between Viet Nam and the United States, interferences can be overcome and an agreement to end the Viet Nam war finally concluded through serious reciprocal negotiations and joint efforts.
It is understandable that Dr. Kissinger’s planned visit to Peking cannot materialize as originally envisaged. You are welcome to send Dr. Kissinger to Peking for a meeting at an appropriate time after the negotiated settlement of the Viet Nam war.
With regard to the series of international issues and questions concerning the development of Sino-U.S. bilateral relations as referred to in the letter, we prepare to have a direct and thorough exchange of views with Dr. Kissinger during his visit to Peking.
My wife and I thank you and Mrs. Nixon for your good wishes and extend our regards to you.
