26. Bản ghi nhớ của Richard T. Kennedy thuộc Ban tham mưu Hội đồng An ninh Quốc gia gửi Phụ tá Tổng thống phụ trách Các vấn đề An ninh Quốc gia Kissinger

Washington, ngày 7 tháng 4 năm 1973.

CHỦ ĐỀ

Hỗ trợ An ninh, Đài Loan

[Trang 240]

* Chưa được phê duyệt.

** 5,3 cho hoạt động cung ứng, 0,5 cho đào tạo theo diện viện trợ.

26. Memorandum From Richard T. Kennedy of the National Security Council Staff to the President’s Assistant for National Security Affairs (Kissinger)1

Washington, April 7, 1973.

SUBJECT

  • Security Assistance, Taiwan

Our security assistance program for Taiwan has changed during the last few years as grant MAP decreased and FMS credits assumed more importance. At the end of FY 73, grants for MAP equipment will end, though we will continue to pay for training and supply operations costs on prior year MAP programs. In addition, in FY 73–74, there are sizable special grants resulting from our commitment to F–5E coassembly on Taiwan deriving from the GNP’s help during Enhance Plus. The table below reflects the changing nature of these programs and itemizes the major military credit sales programs. [Page 240]

20260726 cdtl-map 01 (See above)

* Not yet approved.

** 5.3 for supply operations, .5 for grant training.

You will note that though matériel grants are phasing out, total assistance has increased through FMS credits. This is consistent with Taiwan’s continually improving economy, our commitment to the GNP, and the self-sufficiency aspects of the Nixon Doctrine.

* Cash sales unknown for FY 74–76

Lesson in Vietnam from Kissinger to Nixon: “when we made it “our war” we would not let the South Vietnamese fight it; when it again became “their war”, we would not help them fight it.”

(We also had trouble with excesses here: when we made it “our war” we would not let the South Vietnamese fight it; when it again became “their war,” we would not help them fight it. Ironically, we prepared the South Vietnamese for main force warfare after 1954 (anticipating another Korean-type attack), and they faced a political war; they had prepared themselves for political warfare after 1973 only to be faced with a main force invasion 20 years after it had been expected.)
