Re Tosec 269 (repeated Paris 4272 and Saigon 2418)1 and Paris 4565 to Department (repeated Geneva 304 and Saigon 549).2 Am advised Bidault wishes to discuss with me in near future question of clarifying independence. Am told he is in general agreement with line of thinking Tosec 269 but has some ideas of his own on how to proceed.
