Qua điện văn Secto 336, chúng tôi nhận thấy quý vị hoàn toàn ý thức được những nguy cơ khi gắn Lào và Campuchia với Việt Nam trong bất kỳ thỏa thuận nào về ngừng bắn và tập kết quân đội. Chúng tôi tán thành sự phân tích của ông Phleger về vấn đề này và tin rằng cần đặc biệt chú trọng đến cách diễn đạt trong bất kỳ đề nghị nào được thống nhất về chủ đề này.

Như chúng tôi đã nhấn mạnh trong hàng loạt điện văn, đặc biệt là Tosec 2545 và Tosec 288, chúng tôi kiên quyết giữ vững lập trường rằng ba Quốc gia Liên kết không được coi là một khối thống nhất trong các dàn xếp quân sự được đề nghị.

Đối với nội dung trong bản dự thảo của ông Eden tại điện văn Secto 336, chúng tôi phản đối việc đưa cụm từ “và đồng thời” vào phần mở đầu, trừ khi có sự làm rõ ngay sau đó rằng việc tập kết lực lượng sẽ chỉ được thực hiện trong phạm vi lãnh thổ Việt Nam.

Như ông đã biết (Tedul 137), chúng tôi lo ngại rằng việc "tập hợp lại" theo khu vực có thể dẫn đến tình trạng chia cắt trên thực tế, điều sẽ đặt ra những vấn đề nghiêm trọng đối với chúng tôi. Ngoài ra, tính khả thi của việc duy trì sự toàn vẹn cho các vùng nằm lọt trong lòng địch (enclave) và các khu vực bị cô lập cũng là một vấn đề nan giải. Nếu thiếu các biện pháp bảo đảm và kiểm soát an ninh hiệu quả — điều mà một ủy ban châu Á có thể không đáp ứng được — chúng tôi lo ngại nguy cơ xảy ra sự sáp nhập toàn diện dưới áp lực của phe Cộng sản, trừ khi các cường quốc phương Tây sẵn sàng can thiệp vào các vấn đề cụ thể cũng như các vấn đề mang tính khu vực.

Chúng tôi mong sớm nhận được — ngay khi có thể — các bộ bản đồ hoặc những mô tả địa hình về các khu vực dự kiến theo những đề nghị khác nhau, từ phía Pháp hoặc các nguồn tin khác.

Tosec 307. Reference Sectos 332,2 3333 and 336.4 We realize from Secto 336 that you are fully alive to the dangers of associating Laos and Cambodia with Viet Nam in any cease fire and troop regroupment. We agree with Phleger’s analysis of the position and believe that great attention must be paid to the wording of any agreed proposal on this subject.

As we have stressed in a series of messages, especially Tosec 2545 and Tosec 288,6 we firmly maintain the position that the three Associated States are not to be treated as a bloc in proposed military arrangement.

As to paragraph (b) of UK draft (Secto 332 and 336) we believe that our position could be fairly represented by a redraft along the following lines:

“The first task should be to work out regrouping areas within Vietnam, for Vietminh forces operating in all three Associated States, and for Franco-Vietnamese forces operating in Vietnam”

With reference to the Eden version in Secto 336, we oppose the words of the preamble “and simultaneous” unless it is made clear thereafter that regrouping would be effected only within Vietnam.

As you know (Tedul 137)7 we fear that zonal “regrouping” may tend to de facto partition which would raise serious questions for us. Also, the feasibility of maintaining the integrity of enclaves and isolated sectors is problematical. Without effective policing and guarantees, which an Asian commission may be unable to supply, we fear a possible general merging under Communist pressure, unless Western powers are willing and ready to intervene on detailed and regional questions.

We should like as soon as practicable receive whatever series of maps or other topographical descriptions of the zones projected under the various propositions may be obtainable from French or other sources.
