It seems to me that there is a growing possibility that the DVR cease fire proposal might develop into form of de facto partition which Eden might be expected to encourage and which French might find impossible to refuse but which Associated States would oppose.

If this situation should arise we would face necessity for very difficult decision and I hope it would be possible for you to inform me before taking irrevocable position so that I could consult with the President. This would of course have bearing on paragraph 5 of your President-approved instructions (Tosec 138).2
