Tại sao Hà-Nội không đệ nạp thềm lục địa quần đảo Hoàng-Sa cho Liên Hiệp Quốc?
Đây là không ảnh bao gồm đảo Hải-Nam với thềm lục địa mà TC đã tuyên bố chủ quyền ngày 15/05/1996 với quần đảo Hoàng-Sa.
Hôm nay là 18/05/2009, gần một tuần lễ sau ngày 13/05/2009 là ngày hạn cuối của Liên Hiệp Quốc ấn định việc đệ nạp hồ sơ thềm lục địa và Việt-Nam đã hứa sẽ đệ nạp hồ sơ đúng hạn kỳ.
Có đúng như Hà-Nội đã hứa hay không? Theo như hồ sơ của Liên Hiệp Quốc Việt-Nam sẽ đệ nạp tiếp phần còn lại của thềm lục địa Việt-Nam trong thời hạn từ 10/08/2009 cho đến 11/08/2009।

Thế nhưng trong năm 2000 Việt-Nam đã ký với TC về hiệp định hải giới và vùng đánh cá, như thế: Việt-Nam đã ký với TC những gì? và vùng biển nào còn lại cho Việt-Nam?
Để tìm hiểu cho rõ chúng ta phải tìm hiểu về việc TC đã tuyên bố chủ quyền biển vào ngày 15/05/1996.
Dưới đây là bản tuyên bố chủ quyền biển của TC bằng anh ngữ bao gồm cả các tọa độ của quần đảo Hoàng-Sa nằm ngoài thềm lục địa của đào Hải-Nam 280 km, tương đương với 147।4 hải-lý (nautical miles).
Vẩn giử nguyên bản anh ngữ không dịch ra Việt-ngử।

Because of the design of the BLIS, an unofficial "chapter" number is assigned to this instrument in the database for identification purposes. In accordance with the Law of the People's Republic of China on the Territorial Sea and the Contiguous Zone promulgated on 25 February 1992, the Government of the People's Republic of China hereby announces the baselines of part of its territorial sea adjacent to the mainland and those of its territorial sea adjacent to the Xisha Islands as follows:
1।The baselines of part of the territorial sea adjacent to the mainland are composed of all the straight lines joining the adjacent base points listed below:
