Zhou Enlai: [North] Korea will support Your Highness. Several among the Arabic countries will also support Your Highness. The situation among African countries is the same. In the future, more and more countries will support Your Highness’s just cause.

Chu Ân Lai: [Bắc] Triều Tiên sẽ ủng hộ Điện hạ. Một số nước Ả Rập cũng sẽ ủng hộ Điện hạ. Tình hình các nước châu Phi cũng vậy. Trong tương lai, ngày càng nhiều nước sẽ ủng hộ sự nghiệp chính nghĩa của Điện hạ.

Prince Sihanouk: There is a situation which makes me uneasy. Chea Sam ^[1] told me that the attitude of the Soviet Union is very cautious. Quite a few socialist countries in Eastern Europe followed the Soviet Union’s example in taking their actions.

Hoàng tử Sihanouk: Có một tình huống khiến tôi thấy bất an. Chea Sam [1] nói với tôi rằng thái độ của Liên Xô rất thận trọng. Không ít nước xã hội chủ nghĩa ở Đông Âu đã noi gương Liên Xô trong hành động của họ.

Zhou Enlai: The Soviet Union always acts like this, not only on the Cambodia issue, but also on the Vietnam issue. In the future, when the three sides issue the statement, the Soviet Union will be embarassed and have to reconsider its position.

Chu Ân Lai: Liên Xô luôn hành động như vậy, không chỉ đối với vấn đề Campuchia, mà cả vấn đề Việt Nam. Trong tương lai, khi ba bên đưa ra tuyên bố, Liên Xô sẽ xấu hổ và phải xem xét lại lập trường của mình.

^[1]Chea Sam (or Chea Som) was Cambodian ambassador to the Soviet Union until the 18 March 1970 coup which toppled Sihanouk; he then joined Sihanouk’s exile government in Beijing as justice minister.

[1] Chea Sam (hay Chea Som) là đại sứ Campuchia tại Liên Xô cho đến cuộc đảo chính ngày 18 tháng 3 năm 1970 lật đổ Sihanouk; sau đó ông gia nhập chính phủ lưu vong của Sihanouk tại Bắc Kinh với tư cách là bộ trưởng tư pháp.

North Korea and several Arabic countries support Prince Sihanouk, but Eastern Europe and the Soviet Union is holding back. Zhou Enlai reassures Prince Sihanouk that the Soviets will reconsider.
