I-ASSESSMENT OF THE SITUATION

1. Enemy:

I-ĐÁNH GIÁ TÌNH HÌNH

1. Kẻ thù:

-In the Tri-Thien battlefield, even though the enemy still has a significant sized force, it has grown somewhat weaker, especially in terms of its morale and fighting strength.

-Although the enemy’s network of repression in the lowlands is still relatively stable, it is now somewhat looser.

- Ở chiến trường Trị Thiên, tuy địch vẫn còn lực lượng đông đảo nhưng đã suy yếu phần nào, nhất là về tinh thần và sức chiến đấu.

- Tuy mạng lưới đàn áp của địch ở đồng bằng vẫn tương đối ổn định nhưng hiện nay đã lỏng lẻo hơn phần nào.

-The enemy has fallen into a reactive, defensive posture and it would be easy for us to cut off and divide his forces, especially in the area south of Phu Bai. He has supply problems and it will be easy for us to surround and isolate his forces.

- Địch đã rơi vào thế phòng thủ phản công, ta có thể dễ dàng cắt đứt, chia cắt lực lượng địch, nhất là ở khu vực phía Nam Phú Bài. Địch gặp khó khăn về tiếp tế, ta có thể dễ dàng bao vây, cô lập lực lượng địch.

-If we make a powerful attack, the enemy might conduct a tactical withdrawal and regrouping by abandoning his small outposts. He would use air strikes combined with commandos to attack and disrupt our rear area. He would bomb Cua Viet and Dong Ha and bring back a portion of the airborne division.

- Nếu ta tiến công mạnh, địch có thể rút lui chiến thuật, tập hợp lại bằng cách bỏ các đồn nhỏ, dùng không kích kết hợp với biệt kích đánh phá hậu phương ta, ném bom Cửa Việt, Đông Hà, đưa một bộ phận sư đoàn không vận về.

In the event he faces severe danger, he might conduct a campaign-level withdrawal and regrouping, pulling back his forces and concentrating them to defend Hue, and it is possible that, and we need to monitor this possibility, the enemy might even abandon Hue and withdraw his mobile forces back to defend Danang.

Trong trường hợp gặp nguy hiểm nghiêm trọng, ông ta có thể tiến hành rút lui và tập hợp lại ở cấp độ chiến dịch, kéo quân về và tập trung để bảo vệ Huế, và có khả năng là, chúng ta cần theo dõi khả năng này, địch thậm chí có thể từ bỏ Huế và rút lực lượng cơ động về bảo vệ Đà Nẵng.

2. Friendly:

-Including both Military Region and [2^nd] corps forces, we have a large force, but our combat strength is not yet truly high, even though that strength has been raised a notch. There are still units that have not yet been regrouped, consolidated, and trained.

2. Thân thiện:

- Bao gồm cả Quân khu và quân đoàn 2, chúng ta có lực lượng lớn, nhưng sức mạnh chiến đấu của chúng ta vẫn chưa thực sự cao, mặc dù sức mạnh đó đã được nâng lên một bậc. Vẫn còn những đơn vị chưa được tập hợp lại, củng cố và huấn luyện.

-Our political and armed forces in the lowlands and in Hue city have improved over their previous status, but they are still weak. Our springboard position on the outskirts of Hue still has problems.

- Lực lượng chính trị, vũ trang của ta ở đồng bằng và thành phố Huế tuy có tiến bộ hơn trước, nhưng vẫn còn yếu. Vị trí bàn đạp của ta ở ngoại thành Huế vẫn còn nhiều vấn đề.

-We have a strategic posture that threatens the enemy. From the west we have a good chance of being able to cut off and divide the enemy’s forces, and if we know how to exploit and develop such an opportunity we will have great strength that will be capable of destroying enemy forces, of cutting off and dividing the enemy at the tactical and campaign level, and of surrounding and isolating Hue.

- Chúng ta có thế trận chiến lược đe dọa địch. Về phía Tây, chúng ta có cơ hội tốt để cắt đứt và chia cắt lực lượng địch, và nếu chúng ta biết khai thác và phát triển cơ hội đó, chúng ta sẽ có sức mạnh lớn có khả năng tiêu diệt lực lượng địch, cắt đứt và chia cắt địch ở cấp chiến thuật và chiến dịch, bao vây và cô lập Huế.

However, our organizational structure is still weak in the area east of Hue, at Cua Thuan, and along the Perfume [Huong] River. Our battlefield preparations are still inadequate.

-Our military proselyting operations are still weak and do not yet meet our mission requirements.

Tuy nhiên, cơ cấu tổ chức của ta ở phía Đông Huế, Cửa Thuận và dọc theo Sông Hương còn yếu. Công tác chuẩn bị chiến trường còn thiếu thốn.

- Hoạt động tuyên truyền quân sự còn yếu, chưa đáp ứng được yêu cầu nhiệm vụ.

II-MISSIONS OF THE TRI-THIEN BATTLEFIELD FOR THE YEAR 1975

In order to carry out the Politburo decision to strive to win a big victory in 1975, quickly shift the balance of forces in our favor, and create the necessary conditions to advance toward winning an even greater victory, during 1975 the Tri-Thien battlefield must successfully accomplish the following missions:

II-NHIỆM VỤ CỦA CHIẾN TRƯỜNG TRỊ THIÊN NĂM 1975

Để thực hiện quyết định của Bộ Chính trị là phấn đấu giành thắng lợi to lớn năm 1975, nhanh chóng chuyển dịch tương quan lực lượng có lợi cho ta, tạo điều kiện cần thiết để tiến tới giành thắng lợi to lớn hơn nữa, trong năm 1975, chiến trường Trị Thiên phải hoàn thành thắng lợi các nhiệm vụ sau:

1. Destroy or disperse an important portion of the enemy’s regular and local force units and of the puppet’s forces of repression (for both the military region and the corps we expect the elimination of approximately 50% of the enemy’s forces) in order to decrease the enemy’s troop strength on the battlefield.

1. Tiêu diệt hoặc phân tán một bộ phận quan trọng lực lượng chính quy, địa phương của địch và lực lượng đàn áp của ngụy (cả quân khu và quân đoàn dự kiến tiêu diệt khoảng 50% lực lượng địch) nhằm làm giảm số lượng quân địch trên chiến trường.

2. Fundamentally defeat the enemy’s pacification program: annihilate enemy thugs; shatter his instruments of repression; destroy or force the abandonment of outposts, police-stations, village military headquarters [sub-sub-sector headquarters], district military headquarters, and district capitals; and liberate and gain control of 50% of the civilian population in the rural lowlands.

2. Đánh bại căn bản chương trình bình định của địch: tiêu diệt bọn côn đồ, đập tan công cụ đàn áp của chúng; phá hủy hoặc buộc phải từ bỏ các đồn, đồn công an, sở chỉ huy quân sự thôn, sở chỉ huy quân sự huyện, thị xã; giải phóng và giành quyền kiểm soát 50% dân thường ở vùng đồng bằng nông thôn.

3. Make continuous attacks against the enemy’s lines of communications, cut enemy traffic for specific periods of time, progressing to completely cutting all of the enemy’s road, air, and water traffic, divide and cut off the enemy at the strategic level, isolate the enemy’s forces from Hue northward;

Tiến hành liên tục các cuộc tấn công vào các tuyến giao thông của địch, cắt đứt giao thông của địch trong những thời gian nhất định, tiến tới cắt đứt hoàn toàn toàn bộ giao thông đường bộ, đường không và đường thủy của địch, chia cắt và cô lập địch ở cấp chiến lược, cô lập lực lượng địch từ Huế ra phía Bắc;

incite mutiny and secession among enemy troops;

kích động binh biến và ly khai trong quân địch;

improve our strategic posture, shatter the current clear lines dividing our territory from enemy-controlled territory and from the enemy’s blocking positions in the foothills.

cải thiện thế trận chiến lược, phá vỡ các ranh giới rõ ràng hiện tại phân chia lãnh thổ của chúng ta với lãnh thổ do địch kiểm soát và với các vị trí chặn của địch ở chân đồi.

This task will require a determined and resolute plan aimed at accomplishing this mission, no matter what.

Nhiệm vụ này đòi hỏi một kế hoạch kiên quyết và quyết tâm nhằm hoàn thành nhiệm vụ này, bất kể điều gì xảy ra.

4. Move in to the outskirts of Hue to resurrect, defend, and expand revolutionary pockets and springboard areas on the outskirts of the city and to create a corridor linking our forces with the city.

4. Tiến vào ngoại ô Huế để khôi phục, bảo vệ và mở rộng các ổ cách mạng và các khu vực bàn đạp ở ngoại ô thành phố và tạo ra một hành lang nối liền lực lượng của chúng ta với thành phố.

Develop additional strength in the city and strengthen our movement inside Hue. Intensify military proselyting operations, cause the disintegration of the enemy’s local forces (PSDF, PF, and RF) and a portion of the enemy’s regular forces, and incite mutiny and secession in units that we have surrounded and isolated.

Phát triển thêm lực lượng trong thành phố và tăng cường phong trào của chúng ta trong nội thành Huế. Tăng cường các hoạt động truyền giáo quân sự, gây tan rã các lực lượng địa phương của địch (PSDF, PF và RF) và một bộ phận lực lượng chính quy của địch, và kích động nổi loạn và ly khai trong các đơn vị mà chúng ta đã bao vây và cô lập.

5. Destroy the enemy’s reserve stockpiles and military equipment, especially ammunition, fuel, aircraft, pilots, etc.

5. Phá hủy kho dự trữ và trang thiết bị quân sự của địch, đặc biệt là đạn dược, nhiên liệu, máy bay, phi công, v.v.

6. Tie down enemy forces in the Tri-Thien battlefield, force the enemy to maintain his current deployment of forces dispersed throughout South Vietnam in order to create favorable conditions for the battlefields further south and also within the Tri Thien battlefield itself; annihilate and cause the disintegration of enemy forces.

6. Trói chặt quân địch ở chiến trường Trị Thiên, buộc địch phải duy trì lực lượng phân tán như hiện nay ở khắp miền Nam Việt Nam để tạo điều kiện thuận lợi cho chiến trường phía Nam và ngay trong chiến trường Trị Thiên; tiêu diệt và làm tan rã lực lượng địch.

7. Build and hone our main force corps units, our main force military region units, our local force troops, and our guerrilla militia forces; implement our formula of growing stronger the more we fight.

7. Xây dựng và rèn luyện các đơn vị quân đoàn chủ lực, các đơn vị quân khu chủ lực, bộ đội địa phương và lực lượng dân quân du kích; thực hiện phương châm càng đánh càng mạnh.

The missions listed above are intimately connected with one another. While you are carrying out these missions, which will require a concrete, detailed plan, you must at the same time make comprehensive preparations to follow-up this campaign up with an even larger campaign next year.

Các nhiệm vụ được liệt kê ở trên có liên quan mật thiết với nhau. Trong khi bạn thực hiện các nhiệm vụ này, đòi hỏi một kế hoạch cụ thể, chi tiết, bạn phải đồng thời chuẩn bị toàn diện để tiếp nối chiến dịch này bằng một chiến dịch lớn hơn vào năm sau.

These preparations are an extremely important responsibility for both the corps and the military region. You need to prepare a detailed, concrete plan so that the General Staff can review it in a timely fashion and forward it to the Current Affairs Committee of the Central Military Committee.

You must maintain a firm understanding and grasp of the following missions:

Những công tác chuẩn bị này là trách nhiệm cực kỳ quan trọng đối với cả quân đoàn và khu vực quân sự. Bạn cần phải lập một kế hoạch chi tiết, cụ thể để Bộ Tổng tham mưu có thể xem xét kịp thời và chuyển đến Ủy ban Quân ủy Trung ương.

Bạn phải duy trì sự hiểu biết và nắm vững các nhiệm vụ sau:

-The mission of annihilating and causing the disintegration of the enemy’s manpower strength;

- Nhiệm vụ tiêu diệt và làm tan rã sức mạnh sinh lực của địch;

-The mission of fundamentally defeating the enemy’s pacification program;

- Nhiệm vụ đánh bại căn bản chương trình bình định của địch;

-The mission of strategically dividing the enemy and improving our own strategic posture in order to stimulate the development of the situation in directions favorable to us, to completely change the face of the Tri Thien battlefield, and to create the necessary conditions to enable us to gain an even greater victory next year.

- Nhiệm vụ chia cắt chiến lược địch, cải thiện thế trận chiến lược của ta để thúc đẩy tình hình phát triển theo hướng có lợi cho ta, làm thay đổi hoàn toàn cục diện chiến trường Trị Thiên, tạo điều kiện cần thiết để năm sau giành thắng lợi to lớn hơn nữa.

III-ORGANIZING THE PHASES OF OPERATIONS

III-TỔ CHỨC CÁC GIAI ĐOẠN HOẠT ĐỘNG

1. Two separate attack phases of a combined nature will be conducted during the 1975 Dry Season.

1. Hai giai đoạn tấn công riêng biệt có tính chất kết hợp sẽ được tiến hành trong Mùa khô năm 1975.

Phase 1 will be conducted during March, April, and a part of May 1975.

Giai đoạn 1 sẽ được tiến hành vào tháng 3, tháng 4 và một phần tháng 5 năm 1975.

Phase 2 will be conducted during July and August 1975.

Giai đoạn 2 sẽ được tiến hành vào tháng 7 và tháng 8 năm 1975.

We will use larger forces during Phase 2 and our goals for Phase 2 will be higher, but Phase 1 will be of decisive importance to the success of Phase 2 and will decide our success or failure for the entire year of 1975. For that reason you must achieve as much of the goals and requirements of Phase 1 as you possibly can.

Chúng ta sẽ sử dụng lực lượng lớn hơn trong Giai đoạn 2 và các mục tiêu của chúng ta trong Giai đoạn 2 sẽ cao hơn, nhưng Giai đoạn 1 sẽ có tầm quan trọng quyết định đối với sự thành công của Giai đoạn 2 và sẽ quyết định sự thành công hay thất bại của chúng ta trong toàn bộ năm 1975. Vì lý do đó, bạn phải đạt được càng nhiều mục tiêu và yêu cầu của Giai đoạn 1 càng tốt.

-Each phase will require two plans: a basic plan and an exploitation plan. If conditions are favorable, each phase should begin with attacks against supply facilities and airfields along with the destruction of bridges and culverts. During the time period between the two phases, you need to have forces ready to take turns conducting constant offensive operations against the enemy and firmly defending a number of important areas and our strategic position.

- Mỗi giai đoạn sẽ cần hai kế hoạch: một kế hoạch cơ bản và một kế hoạch khai thác. Nếu điều kiện thuận lợi, mỗi giai đoạn nên bắt đầu bằng các cuộc tấn công vào các cơ sở tiếp tế và sân bay cùng với việc phá hủy các cây cầu và cống. Trong khoảng thời gian giữa hai giai đoạn, bạn cần có lực lượng sẵn sàng thay phiên nhau tiến hành các hoạt động tấn công liên tục vào kẻ thù và bảo vệ vững chắc một số khu vực quan trọng và vị trí chiến lược của chúng ta.

The goal is to tie down the enemy and to draw enemy forces out to the foothills, thereby creating favorable conditions for the lowlands to expand people’s warfare operations and to conduct continuous attacks and uprisings, and for us to expand, secure, and consolidate the newly liberated zones and to advance to achieving a posture of mastery and control.

Mục tiêu là trói chặt, dụ địch ra chân đồi, tạo điều kiện thuận lợi cho đồng bằng mở rộng hoạt động chiến tranh nhân dân, tiến hành liên tục các cuộc tiến công, nổi dậy, mở rộng, bảo vệ, củng cố vùng mới giải phóng, tiến tới làm chủ và kiểm soát được tình hình.

2. Phase 1.

2. Giai đoạn 1.

-Destroy five enemy battalions, including completely annihilating one enemy regiment to enable us to send forces down into the lowlands, to tie down enemy regular units in order to coordinate with and support our operations throughout all of South Vietnam and to firmly hold and defend the area east and west of Route 14 and Mo Tau.

- Tiêu diệt năm tiểu đoàn địch, trong đó có việc tiêu diệt hoàn toàn một trung đoàn địch để có thể đưa lực lượng xuống vùng đất thấp, trói buộc các đơn vị chính quy của địch nhằm phối hợp và hỗ trợ các hoạt động của chúng ta trên khắp miền Nam Việt Nam và giữ vững và bảo vệ khu vực phía đông và phía tây Quốc lộ 14 và Mỏ Tàu.

-Send forces down into the lowlands to annihilate the enemy’s forces of repression, to overrun or force the abandonment of enemy outposts and police stations, and to liberate territory and advance toward gaining control over villages and hamlets with a total population of between 70,000 and 100,000 people.

- Đưa quân xuống đồng bằng tiêu diệt lực lượng đàn áp của địch, tràn vào hoặc buộc địch phải bỏ các tiền đồn, đồn công an, giải phóng đất đai và tiến tới giành quyền kiểm soát các làng mạc, thôn xóm có tổng dân số từ 70.000 đến 100.000 người.

-Cut the overland routes from Phu Bai to the Hai Van pass for limited periods of time, take the first step toward shattering the enemy’s blocking position and eliminating the lines delineating areas of control in the foothills, and improve our strategic posture.

- Cắt đứt tuyến đường bộ từ Phú Bài lên đèo Hải Vân trong thời gian có hạn, tiến hành bước đầu phá vỡ vị trí chặn của địch, xóa bỏ các tuyến phân định vùng kiểm soát ở chân đồi, cải thiện thế trận chiến lược.

-Hone our troops and command cadre in combat, fight massed regimental and division-level battles, shatter pacification, and liberate villages and hamlets.

b) Attack sectors:

-Rèn luyện quân đội và cán bộ chỉ huy trong chiến đấu, tiến hành các trận đánh lớn cấp trung đoàn và cấp sư đoàn, phá tan bình định, giải phóng làng mạc, thôn xóm.

b) Tấn công các khu vực:

-Simultaneously attack and destroy enemy forces, draw in and pin down enemy forces in the foothills, open up a corridor down into the lowlands, and attack and destroy the enemy’s apparatus of repression in the lowlands.

- Đồng thời tiến công và tiêu diệt lực lượng địch, thu hút và kìm chân địch ở chân đồi, mở hành lang xuống vùng đồng bằng, tấn công và tiêu diệt bộ máy đàn áp của địch ở vùng đồng bằng.

-Closely coordinate our actions on the foothills front with our actions in the lowlands front.

- Phối hợp chặt chẽ các hoạt động ở mặt trận chân đồi với mặt trận đồng bằng.

-Foothills Front: The primary sector will be the area between Hue and Danang, the section from Phu Bai to the Hai Van Pass; the coordinating [supporting] sector will be the area between Hue and Quang Tri and the western portion of Route 12.

- Mặt trận chân đồi: Khu vực chính là khu vực từ Huế đến Đà Nẵng, đoạn từ Phú Bài đến đèo Hải Vân; khu vực phối hợp [hỗ trợ] là khu vực từ Huế đến Quảng Trị và phần phía Tây của Quốc lộ 12.

-Lowlands Front: Southern Thua Thien, northern Thua Thien, and Trieu Hai [district].

- Mặt trận đồng bằng: Nam Thừa Thiên, Bắc Thừa Thiên và huyện Triệu Hải.

c) Utilization of forces:

-Utilize forces subordinate to Military Region Tri Thien and those forces from the [2^nd] Corps that are able to participate in the fighting during Phase 1 (five regiments).

c) Sử dụng lực lượng:

- Sử dụng lực lượng trực thuộc Quân khu Trị Thiên và lực lượng của Quân đoàn 2 có khả năng tham gia chiến đấu trong Giai đoạn 1 (năm trung đoàn).

-Concentrate forces in the primary sector of the Foothills Front, using four regiments from 324^th Division (minus) and 325^th Division (minus) plus two regiments from the military region. These forces will be organized into two echelons that will take turns attacking the enemy in the area between Phu Bai and the Hai Van Pass.

- Tập trung lực lượng vào khu vực chủ yếu của Mặt trận chân đồi, sử dụng bốn trung đoàn của Sư đoàn 324 (trừ) và Sư đoàn 325 (trừ) cộng với hai trung đoàn của quân khu. Các lực lượng này sẽ tổ chức thành hai đội hình sẽ thay phiên nhau tấn công địch ở khu vực từ Phú Bài đến đèo Hải Vân.

-Use three military region battalions to cut road traffic between Phu Bai and the Hai Van Pass.

- Sử dụng 3 tiểu đoàn quân khu cắt đứt giao thông đường bộ từ Phú Bài đến đèo Hải Vân.

-Forces assigned to the Foothills Front supporting sector: one regiment plus a number of independent battalions that are subordinate to the military region.

- Lực lượng được phân công cho Mặt trận Chân đồi hỗ trợ khu vực: một trung đoàn cộng với một số tiểu đoàn độc lập trực thuộc khu vực quân sự.

-Lowlands Front: armed operations teams, district platoons and companies, provincial and military region battalions.

- Mặt trận Đồng bằng: các đội tác chiến vũ trang, trung đội, đại đội huyện, tiểu đoàn tỉnh và khu vực quân sự.

-Forces to be held in readiness to defend Cua Viet and Dong Ha: one regiment from [2^nd] Corps plus a number of field artillery battalions and anti-aircraft artillery regiments.

- Lực lượng sẵn sàng bảo vệ Cửa Việt và Đông Hà: 1 trung đoàn của Quân đoàn 2 cộng thêm một số tiểu đoàn pháo binh dã chiến và trung đoàn phòng không.

d) Fighting tactics for main force units and methods for destroying pacification in the lowlands:

-Guidance concepts, combat methods, and destroying pacification (at the campaign and tactical levels) are important issues that will have a decisive impact. Therefore [Party] leaders and [military] commanders must deeply immerse themselves in deciding these issues, in conducting training, and in ensuring that cadre and soldiers fully understand, depending on each unit’s specific assigned mission.

- Quan niệm chỉ đạo, phương pháp tác chiến, phá hoại bình định (ở cấp chiến dịch và chiến thuật) là những vấn đề quan trọng có tác động quyết định. Do đó, các nhà lãnh đạo Đảng và các chỉ huy quân đội phải dấn thân sâu vào việc quyết định những vấn đề này, trong việc tiến hành huấn luyện và bảo đảm cán bộ và chiến sĩ hiểu đầy đủ, tùy theo nhiệm vụ cụ thể được giao của từng đơn vị.

Devote special attention to: audacity, certain victory, mobility, flexibility, secrecy, and surprise.

Đặc biệt chú ý đến: sự táo bạo, chiến thắng chắc chắn, tính cơ động, tính linh hoạt, tính bí mật và tính bất ngờ.

-Attack supply warehouses, command posts, bridges, and culverts before the Phase actually begins.

- Tấn công các kho tiếp tế, sở chỉ huy, cầu và cống trước khi Giai đoạn thực sự bắt đầu.

-Destroy enemy forces and at the same time liberate and hold territory. Main force troops must have a firm understanding of our goal of annihilating enemy forces that are occupying defensive fortifications and enemy troops being sent out as reinforcements or relief forces;

make a maximum effort to create conditions that will enable us to attack arriving enemy reinforcements and relief forces; attack when victory is certain and ensure that we win the first battle; defend important locations that must be held at all costs (for instance: Mo Tau, Chuc Mao).

In order to accomplish individual combat missions, you need to take measures to organize the tactical posture required for each specific mission.

Để hoàn thành các nhiệm vụ chiến đấu riêng lẻ, bạn cần thực hiện các biện pháp để tổ chức thế trận chiến thuật cần thiết cho từng nhiệm vụ cụ thể.

-Attack the enemy in the foothills to tie his forces down and open up a corridor while at the same time we send forces down into the lowlands. Develop and expand people’s war in the local areas. Depending on the specific location and timing, send in armed operations teams [armed propaganda teams], local force platoons and companies, or entire battalions.

- Đánh địch ở chân đồi, trói chặt quân địch, mở hành lang, đồng thời điều quân xuống đồng bằng. Phát triển và mở rộng chiến tranh nhân dân ở địa phương. Tùy theo địa điểm và thời gian cụ thể, điều động các đội tác chiến vũ trang [đội tuyên truyền vũ trang], các trung đội và đại đội lực lượng địa phương, hoặc toàn bộ tiểu đoàn.

Make sure you focus on annihilating enemy thugs, on overrunning or forcing the abandonment of small outposts and village military headquarters [sub-sub-sector headquarters], and on annihilating reinforcements sent to relieve village military headquarters.

Hãy tập trung vào việc tiêu diệt bọn côn đồ địch, tràn ngập hoặc buộc phải từ bỏ các tiền đồn nhỏ và sở chỉ huy quân sự làng [sở chỉ huy tiểu khu], và tiêu diệt quân tiếp viện được gửi đến để giải vây cho sở chỉ huy quân sự làng.

Attack district military headquarters and district capitals in order to liberate villages and hamlets, building up to overrunning district military headquarters and liberating district capitals.

Tấn công các sở chỉ huy quân sự huyện và các quận lỵ để giải phóng các làng mạc, thôn xóm, tiến tới tràn vào các sở chỉ huy quân sự huyện và giải phóng các quận lỵ.

You must select appropriate operational methods for each individual area, depending on whether you expect to loosen the enemy’s grip in that area or to elevate the area to a contested area, because when we liberate an area the enemy may contest us for control of the area, or we may liberate the area and then successfully hold onto it.

Bạn phải lựa chọn phương pháp tác chiến phù hợp cho từng khu vực riêng lẻ, tùy thuộc vào việc bạn mong muốn nới lỏng sự kiểm soát của kẻ thù ở khu vực đó hay nâng khu vực đó lên thành khu vực tranh chấp, bởi vì khi chúng ta giải phóng một khu vực, kẻ thù có thể tranh giành quyền kiểm soát khu vực đó với chúng ta, hoặc chúng ta có thể giải phóng khu vực đó và sau đó giữ vững thành công.

You should use the above points as a foundation upon which to determine tactical formulas and methods to provide specific, concrete guidance and command to our troops.

Bạn nên sử dụng các điểm trên làm nền tảng để xác định các công thức và phương pháp chiến thuật nhằm cung cấp hướng dẫn và chỉ huy cụ thể cho quân đội của chúng ta.

-Always maintain a reserve force that is able to strive to hone and improve its combat strength while at the same time it remains ready to seize favorable opportunities to expand our attacks.

- Luôn duy trì lực lượng dự bị có khả năng phấn đấu rèn luyện, nâng cao sức mạnh chiến đấu, đồng thời sẵn sàng nắm bắt thời cơ thuận lợi để mở rộng cuộc tiến công.

d) Date for opening fire to begin Phase 1: no later than 5 March 1975.

a) The fall, July and August 1975, a period when conditions are right for the Tri Thien and Region 5 battlefields to fight large-scale battles.

Specific mission guidance: During Phase 2 the missions of the Tri-Thien battlefield may be as follows:

Hướng dẫn nhiệm vụ cụ thể: Trong Giai đoạn 2, nhiệm vụ của chiến trường Trị Thiên có thể như sau:

-Achieve large-scale annihilation, annihilate or cause the disintegration of 50% of all puppet regular and local forces; destroy battalions or regiments on a regular, widespread basis, and perhaps even to annihilate an entire division.

- Đạt được sự tiêu diệt trên diện rộng, tiêu diệt hoặc làm tan rã 50% lực lượng chính quy và địa phương của ngụy; tiêu diệt các tiểu đoàn hoặc trung đoàn trên diện rộng, thường xuyên và thậm chí có thể tiêu diệt toàn bộ một sư đoàn.

-Overrun and liberate a number of district capitals and district military headquarters; annihilate a number of regiments sent to relieve garrisons; permanently divide and isolate the enemy.

- Đánh chiếm và giải phóng một số quận lỵ và sở chỉ huy quân sự quận; tiêu diệt một số trung đoàn được cử đến giải cứu các đơn vị đồn trú; chia cắt và cô lập vĩnh viễn quân địch.

-Surround and isolate Hue, incite military mutinies and secessions, appeal to the mutineers to form an alliance with us, and be prepared to attack and annihilate those enemy forces that are located in Quang Tri or to attack and capture Hue if the enemy experiences large-scale panic and wavering.

- Bao vây, cô lập Huế, kích động binh biến, ly khai, kêu gọi quân khởi nghĩa liên minh với ta, sẵn sàng đánh tiêu diệt lực lượng địch đóng ở Quảng Trị hoặc đánh chiếm Huế nếu địch hoảng loạn, dao động trên diện rộng.

b) You need to immediately begin work on a plan to make preparations for this phase:

You must make preparations to attack Hue to ensure that we do not miss any opportunity that presents itself.

-Prepare the necessary logistics support and supplies.

- Chuẩn bị hậu cần và vật tư cần thiết.

-Prepare forces and tactics; prepare personnel to serve as replacements for losses of enlisted men, cadre, and technicians.

IV-ORGANIZING MILITARY COMMAND AND PARTY GUIDANCE

The two 1975 phases, the summer phase and the fall phase, are both offensive phases of an overall, combined nature that require a concentrated and unified military command and Party guidance structure.

Hai giai đoạn năm 1975, giai đoạn mùa hè và giai đoạn mùa thu, đều là những giai đoạn tấn công mang tính tổng thể, kết hợp, đòi hỏi phải có cơ cấu chỉ huy quân sự tập trung và thống nhất cùng cơ cấu chỉ đạo của Đảng.

You need to have a unified Party Committee (for the membership of this committee—see the separate resolution from the Central Military Party Committee).

Cần phải có một Đảng bộ thống nhất (về thành phần của Đảng bộ này - xem nghị quyết riêng của Đảng ủy Quân đội Trung ương).

With regard to the missions and plans for Phase 2, you will use the actual, concrete situation, both enemy and our own, in Tri-Thien and throughout South Vietnam after the end of Phase 1 to make your final determination.

Về nhiệm vụ và kế hoạch cho Giai đoạn 2, các đồng chí sẽ căn cứ vào tình hình thực tế, cụ thể của cả địch và ta tại Trị Thiên và khắp miền Nam Việt Nam sau khi Giai đoạn 1 kết thúc để đưa ra quyết định cuối cùng.

In order to successfully accomplish the missions for 1975 and create the requisite conditions for next year, you comrades must make a correct assessment of the situation.

You must clearly recognize the new deterioration of the enemy’s strength and the new advantages enjoyed by our side.

Phải nhận rõ sự suy yếu mới về sức mạnh của địch và những ưu thế mới mà phe ta đang có.

You must resolutely launch attacks to destroy or cause the disintegration of the puppet army, to disrupt pacification, to secure control of the population, to strategically divide and isolate the enemy, to move our forces in close to Hue, and to seize opportunities to exploit and expand victories.

Phải kiên quyết tiến công tiêu diệt hoặc làm tan rã quân đội ngụy, phá vỡ bình định, kiểm soát dân chúng, chia cắt và cô lập địch về mặt chiến lược, đưa lực lượng tiến sát Huế, chớp thời cơ khai thác và mở rộng thắng lợi.

You must have a deception plan, you must maintain secrecy, and you must constantly create and achieve surprise at the campaign and tactical level. You must do whatever is necessary to build model units with high combat capabilities, all the way from the small armed operations units up to infantry and technical specialty branch battalions, regiments, and divisions.

Bạn phải có một kế hoạch đánh lừa, bạn phải giữ bí mật, và bạn phải liên tục tạo ra và đạt được sự bất ngờ ở cấp độ chiến dịch và chiến thuật. You must conduct exemplary attacks and battles with a high level of combat efficiency, battles in which our casualties and expenditure of ammunition are low but in which we capture many enemy prisoners, capture large quantities of enemy weapons, and liberate large numbers of villages, hamlets, and district capitals.

Phải tiến hành những cuộc tấn công và trận chiến mẫu mực với hiệu quả chiến đấu cao, những trận chiến mà thương vong và chi phí đạn dược thấp nhưng bắt được nhiều tù binh địch, thu được số lượng lớn vũ khí của địch và giải phóng nhiều làng mạc, thôn xóm và thủ phủ các huyện.

If you clearly understand both the enemy and our own forces, attack resolutely, maintain tight solidarity, improve the quality of our Party leadership and the skills of our commanders, provide good guidance to the work of improving our troops’ combat power, and provide good coordination between the military struggle, political struggle, and military proselyting operations, the Tri Thien Military Region and 2^nd Corps will certainly have great success in achieving each of the goals that have been set for you.

Nếu hiểu rõ cả địch và ta, kiên quyết tiến công, đoàn kết chặt chẽ, nâng cao khả năng lãnh đạo của Đảng và trình độ chỉ huy, chỉ đạo tốt công tác nâng cao sức mạnh chiến đấu của bộ đội, phối hợp tốt đấu tranh quân sự, đấu tranh chính trị và tuyên truyền quân sự thì Quân khu Trị Thiên và Quân đoàn 2 chắc chắn sẽ giành được thắng lợi to lớn trong thực hiện từng mục tiêu đã đề ra.
