The Ministry of State Security of the German Democratic Republic (MfS of the GDR) and the Ministry of the Interior of the Socialist Republic of Vietnam (MdI of the SRV), declare their long-lasting cooperation, following from the foundation of the decisions of the Central Committee of the Socialist Unity Party of Germany and the

Communist Party of Vietnam, continually developed and established and forming one important factor for the solution of the mission of guaranteeing the state security of the GDR and the SRV, for the protection of the states of the socialist community against the attacks of imperialism, of its secret services and subversive headquarters, against the aggressive and subversive plans, schemes, and activities of the hegemonic leadership of the People’s Republic of China, and the preservation and fortification of peace.
Đảng Cộng sản Việt Nam không ngừng phát triển, thành lập và trở thành một nhân tố quan trọng trong việc giải quyết nhiệm vụ bảo đảm an ninh quốc gia của CHDC Đức và CHXHCN Việt Nam, bảo vệ các quốc gia xã hội chủ nghĩa chống lại sự tấn công của chủ nghĩa đế quốc, các cơ quan mật vụ và các đầu não phản động, chống lại các âm mưu, thủ đoạn và hoạt động xâm lược, lật đổ của giới lãnh đạo bá quyền Cộng hòa Nhân dân Trung Hoa, bảo vệ và củng cố hòa bình.
Based on the knowledge that the close collaboration and mutual help and support thereunto, to increase the effectiveness of the activity of the MfS of the GDR and the MdI of the SRV for uncovering and inhibiting the hostile plans of the enemy and to insure the expedient mission of the existing forces and materials, the MfS of the GDR and the MdI of the SRV are united in their wish to further develop and deepen their cooperation in accordance with the determinations and principles of the “Treaty of Friendship and Cooperation between the German Democratic Republic and the Socialist Republic of Vietnam” of 4. December 1977, agree to this contract.
Dựa trên sự hiểu biết về sự hợp tác chặt chẽ và hỗ trợ lẫn nhau, nhằm tăng hiệu quả hoạt động của các Cơ quan tình báo của Đông Đức và Bộ Tư lệnh của CHXHCNVN trong việc phát hiện và ngăn chặn các kế hoạch thù địch của kẻ thù và đảm bảo nhiệm vụ thuận lợi của các lực lượng và vật chất hiện có, các Cơ quan tình báo của Đông Đức và Bộ Tư lệnh của CHXHCNVN thống nhất mong muốn phát triển và làm sâu sắc hơn nữa sự hợp tác của họ theo các quyết định và nguyên tắc của “Hiệp ước hữu nghị và hợp tác giữa Cộng hòa Dân chủ Đức và Cộng hòa xã hội chủ nghĩa Việt Nam” ngày 4 tháng 12 năm 1977, đồng ý với hợp đồng này.
Article 1
The MfS of the GDR and the MdI of the SRV exchange:
Điều 1
MfS của GDR và MdI của sự trao đổi SRV:
- political, military, economic, and scientific-technical information regarding the enemy, operative materials and information about the forms, means, and methods of the hostile activity of the secret services and other subversive organizations of the enemy, as well as their planned and executed hostile actions against the GDR, the SRV, and other states of the socialist community;
- thông tin chính trị, quân sự, kinh tế, khoa học-kỹ thuật về đối phương, tài liệu hoạt động và thông tin về các hình thức, phương tiện, phương pháp hoạt động thù địch của các cơ quan tình báo và các tổ chức phá hoại khác của đối phương, cũng như các hành động thù địch đã được lên kế hoạch và thực hiện của chúng chống lại CHDC Đức, CHXHCNVN và các quốc gia khác trong cộng đồng xã hội chủ nghĩa;
- Experiences and insights in the fight against the hostile activities of the enemy, as well as information about known agents of enemy secret services and other elements that make hostile activities against the GDR, the SRV, or other states of the socialist community.
- Kinh nghiệm và hiểu biết trong cuộc đấu tranh chống lại các hoạt động thù địch của kẻ thù, cũng như thông tin về các điệp viên mật vụ của kẻ thù và các thành phần khác thực hiện các hoạt động thù địch chống lại CHDC Đức, CHXHCN Việt Nam hoặc các quốc gia khác trong cộng đồng xã hội chủ nghĩa.
- Clues and information about hostile activities against citizens and institutions of both states, acquired data on citizens of one state that temporarily or permanently stay in the territory of the other state that is of operational interest to the activities of the state security institutions, as well as other operationally relevant intelligence, information, data, and information.

Article 2
The MfS of the GDR and the MdI of the SRV mutually support each other
Điều 2
Các MfS của CHDC Đức và MdI của CHXHCNVN hỗ trợ lẫn nhau
- by combatting the hostile activities of the secret services of the imperialist states and other enemy centers and organizations, especially the US and the Chinese hegemonists, that is directed against the GDR, the SRV, or other states of the socialist community;
- bằng cách đấu tranh chống lại các hoạt động thù địch của các cơ quan tình báo của các quốc gia đế quốc và các trung tâm, tổ chức thù địch khác, đặc biệt là Hoa Kỳ và các nước bá quyền Trung Quốc, nhằm chống lại CHDC Đức, CHXHCN Việt Nam hoặc các quốc gia khác trong cộng đồng xã hội chủ nghĩa;
- by combatting the political-ideological diversion of the enemy and the hostile activities of the acting organizations and establishments of the enemy in this regard;
- đấu tranh chống sự chuyển hướng chính trị - tư tưởng của kẻ thù và các hoạt động thù địch của các tổ chức, cơ sở hoạt động của kẻ thù về vấn đề này;
- by the appropriate defensive security of economic objects and projects or measures in the realm of socialist economic integration;
- bằng biện pháp phòng thủ an ninh thích hợp đối với các mục tiêu, dự án kinh tế hoặc các biện pháp trong lĩnh vực hội nhập kinh tế xã hội chủ nghĩa;
- by the protection of secrets that concern the political, military, economic, and scientific-technical cooperation of the GDR and the SRV as well as their cooperation with institutions and organizations of the socialist community.
- bằng cách bảo vệ bí mật liên quan đến hợp tác chính trị, quân sự, kinh tế, khoa học-kỹ thuật của Đông Đức và CHXHCNVN cũng như sự hợp tác của họ với các thể chế và tổ chức của cộng đồng xã hội chủ nghĩa.
- by the operational safeguarding of the international travel and tourism traffic and the prevention of illegal border crossing of citizens of both states;
- bằng việc bảo vệ hoạt động du lịch và lữ hành quốc tế và ngăn chặn việc vượt biên trái phép của công dân hai quốc gia;
- by the reconnaissance, prevention, and fight against terrorist acts and other enemy actions against the official representatives and institutions of the GDR and the SRV as well as all types of transportation.
- bằng hoạt động trinh sát, phòng ngừa và đấu tranh chống các hành vi khủng bố và các hành động thù địch khác chống lại các đại diện và thể chế chính thức của CHDC Đức và CHXHCN Việt Nam cũng như mọi loại hình phương tiện giao thông.
- by the appropriate defensive security of citizens and institutions of one state on the territory of the other state, especially Vietnamese workers and students staying in the GDR for training and education.
- bằng biện pháp phòng thủ an ninh thích hợp cho công dân và các cơ quan của một quốc gia trên lãnh thổ của quốc gia kia, đặc biệt là công nhân và sinh viên Việt Nam đang lưu trú tại Cộng hòa Dân chủ Đức để đào tạo và giáo dục.
Article 3
The MfS of the GDR and the MdI of the SRV mutually render help and support to one another in questions that fall in the competence of the investigative bodies of state security.
Điều 3
Cơ quan an ninh nhà nước của CHDC Đức và Cơ quan an ninh quốc gia của CHXHCN Việt Nam hỗ trợ, giúp đỡ lẫn nhau trong các vấn đề thuộc thẩm quyền của cơ quan điều tra an ninh nhà nước.
Article 4
The MfS of the GDR and the MdI of the SRV work together and coordinate their activity by the support of friendly security institutions in third countries.
Điều 4
Các MfS của Cộng hòa Dân chủ Đức và MdI của Cộng hòa Xã hội chủ nghĩa Việt Nam hợp tác và phối hợp hoạt động của mình thông qua sự hỗ trợ của các tổ chức an ninh thân thiện ở các nước thứ ba.
Article 5
The MfS of the GDR grants the MdI of the SRV, according to the possibilities and the political-operational requirements, solidarity support of material-technical guarantees for the activity of the MdI of the SRV through the provision of equipment and devices for purpose of security institutions as well as by the education of cadres of the MdI of the SRV.
Điều 5
Bộ Nội vụ Cộng hòa Dân chủ Đức cấp cho Bộ Nội vụ CHXHCNVN, theo khả năng và yêu cầu chính trị-hoạt động, hỗ trợ đoàn kết về đảm bảo vật chất-kỹ thuật cho hoạt động của Bộ Nội vụ CHXHCNVN thông qua việc cung cấp trang thiết bị và dụng cụ cho mục đích của các tổ chức an ninh cũng như thông qua việc đào tạo cán bộ của Bộ Nội vụ CHXHCNVN.
Emphasis is thereby on the areas of signals intelligence and operational technique. To this, a separate agreement will be made between both sides, in which the terms of support measures will be determined. The MfS of the GDR supports the MdI of the SRV according to its possibilities for completion and realization of deliveries through the state trade institutions for the purpose of security institutions, as well as mediate the participation of members of the MdI of the SRV at qualification measures, that will be completed at firms and facilities in the GDR. The foundation thereon builds on the relevant interstate agreements.
Do đó, trọng tâm là các lĩnh vực tình báo tín hiệu và kỹ thuật tác chiến. Đối với vấn đề này, một thỏa thuận riêng sẽ được thực hiện giữa hai bên, trong đó các điều khoản của các biện pháp hỗ trợ sẽ được xác định. MfS của GDR hỗ trợ MdI của SRV theo khả năng hoàn thành và thực hiện các đợt giao hàng thông qua các tổ chức thương mại nhà nước cho mục đích của các tổ chức an ninh, cũng như làm trung gian cho sự tham gia của các thành viên của MdI của SRV vào các biện pháp đủ điều kiện, sẽ được hoàn thành tại các công ty và cơ sở tại GDR. Nền tảng trên đó được xây dựng trên các thỏa thuận liên bang có liên quan.
Article 6
The MfS of the GDR and the MdI of the SRV deploy appropriate defensive security for the space of the embassy of the GDR in the SRV, as well as the embassy of the SRV, in the GDR, for the citizens of the other state on their territory, and for maintenance of the constant connection between both sides by representatives of both ministries.
Điều 6
Cơ quan đại diện ngoại giao của CHDC Đức và Bộ ngoại giao CHXHCN Việt Nam triển khai an ninh phòng thủ thích hợp cho không gian của đại sứ quán CHDC Đức tại CHXHCN Việt Nam, cũng như đại sứ quán CHXHCN Việt Nam tại CHDC Đức đối với công dân của quốc gia khác trên lãnh thổ của họ và duy trì mối liên hệ thường xuyên giữa hai bên thông qua đại diện của cả hai bộ.
Article 7
The MfS of the GDR and the MdI of the SRV adopt the required measures for safeguarding the secrecy of handed over information, data, and materials in the realm of their cooperation, where the degree of the secrecy has been set by consigning side. Intelligence and materials from obtained from respective sides and the knowledge about them shall not be given to a third party without the approval of the side from which it was obtained.
Điều 7
Các MfS của GDR và MdI của SRV áp dụng các biện pháp cần thiết để bảo vệ tính bí mật của thông tin, dữ liệu và tài liệu được chuyển giao trong phạm vi hợp tác của họ, trong trường hợp mức độ bí mật đã được bên giao phó thiết lập. Thông tin tình báo và tài liệu thu được từ các bên tương ứng và kiến thức về chúng sẽ không được cung cấp cho bên thứ ba mà không có sự chấp thuận của bên mà thông tin đó được thu thập.
Article 8
Questions and Problems of cooperation between the MfS of the GDR and the MdI of the SRV that are of a foundational character are subject to examination and confirmation through the ministers of both sides.
Điều 8
Các vấn đề và vấn đề hợp tác giữa MfS của Đông Đức và MdI của SRV có tính chất cơ bản phải được các bộ trưởng của cả hai bên xem xét và xác nhận.
The coordination of ongoing cooperation, as well as the guarantee of communication between the two sides takes place through the department of international relations of the MfS of the GDR and the department for foreign relations of the MdI of the SRV.
Việc điều phối hợp tác đang diễn ra cũng như đảm bảo thông tin liên lạc giữa hai bên được thực hiện thông qua bộ phận quan hệ quốc tế của Bộ Ngoại giao CHDC Đức và bộ phận quan hệ đối ngoại của Bộ Ngoại giao CHXHCN Việt Nam.
Direct communication between both sides will maintained in Berlin between the leader of the department of international relations of the MfS of the GDR and by the representative of the MdI of the SRV in the embassy of the SRV in the GDR and in Hanoi between the leader of the department of foreign affairs of the MdI of the SRV and the representative of the MfS of the GDR in the embassy of the GDR in the SRV.
Sẽ duy trì liên lạc trực tiếp giữa hai bên tại Berlin giữa lãnh đạo bộ phận quan hệ quốc tế của Bộ Ngoại giao CHDC Đức và đại diện của Bộ Ngoại giao CHXHCN Việt Nam tại đại sứ quán CHXHCN Việt Nam tại CHDC Đức và tại Hà Nội giữa lãnh đạo bộ phận ngoại giao của Bộ Ngoại giao CHXHCN Việt Nam và đại diện của Bộ Ngoại giao CHDC Đức tại đại sứ quán CHDC Đức tại CHXHCN Việt Nam.
Article 9
For the purposes of realizing the determined assignments through this agreement, as well as for the coordination of collaboration between the MfS of the GDR and the MdI of the SRV, required consultations between representatives of both sides at different levels shall be implemented. Thereto joint plans will be worked out that set the assignments and measures for both parties for one year and that are approved by the ministers of both sides.
Điều 9
Để thực hiện các nhiệm vụ đã xác định thông qua thỏa thuận này, cũng như để phối hợp hợp tác giữa MfS của GDR và MdI của SRV, các cuộc tham vấn bắt buộc giữa đại diện của cả hai bên ở các cấp khác nhau sẽ được thực hiện. Sau đó, các kế hoạch chung sẽ được xây dựng để đặt ra các nhiệm vụ và biện pháp cho cả hai bên trong một năm và được các bộ trưởng của cả hai bên phê duyệt.
By operational requirement, unscheduled consultations can be conducted after mutual agreement. The dispatch of collaborators from one side to the other for the solution of concrete operational assignments requires the information and approval of the receiving side.
Theo yêu cầu hoạt động, các cuộc tham vấn không theo lịch trình có thể được tiến hành sau khi có sự đồng thuận chung. Việc điều động cộng tác viên từ bên này sang bên kia để giải quyết các nhiệm vụ hoạt động cụ thể đòi hỏi phải có thông tin và sự chấp thuận của bên tiếp nhận.
Article 10
Both sides carry the costs for supporting stationed collaborators on the territory of the other side.
Điều 10
Cả hai bên đều chịu chi phí hỗ trợ cộng tác viên đồn trú trên lãnh thổ của bên kia.
The costs for lodging collaborators that take place in accordance with the plan for consultations, or [for collaborators] that stay in the country on invitation, will be carried by the receiving side. The costs for lodging in connection with unscheduled business trips will be carried by the dispatching side.
Chi phí lưu trú cho cộng tác viên đi công tác theo kế hoạch tham vấn hoặc cộng tác viên lưu trú tại nước ngoài theo lời mời do bên tiếp nhận chi trả. Chi phí lưu trú cho các chuyến công tác đột xuất do bên phái cử chi trả.
Article 11
In fulfillment of the tasks set by this agreement, additional agreements or protocols on important areas or measures regarding cooperation may be concluded between both sides that are approved by the ministers of both sides.
Điều 11
Để thực hiện các nhiệm vụ do thỏa thuận này đặt ra, các thỏa thuận hoặc nghị định thư bổ sung về các lĩnh vực hoặc biện pháp quan trọng liên quan đến hợp tác có thể được ký kết giữa hai bên và được các bộ trưởng của cả hai bên chấp thuận.
Article 12
This agreement goes into effect with the signatures of the ministers of both sides and is valid for 5 years. If one of the sides does not express the wish to terminate the agreement within six months prior to the expiration date, then this agreement will be extended for five more years.Executed in Berlin on 28.10.1980 in two copies, each in the German and Vietnamese language, whereby both texts are equally valid.
Điều 12
Thỏa thuận này có hiệu lực với chữ ký của các bộ trưởng của cả hai bên và có hiệu lực trong 5 năm. Nếu một trong hai bên không bày tỏ mong muốn chấm dứt thỏa thuận trong vòng sáu tháng trước ngày hết hạn, thì thỏa thuận này sẽ được gia hạn thêm năm năm nữa. Được ký tại Berlin vào ngày 28 tháng 10 năm 1980 thành hai bản, mỗi bản bằng tiếng Đức và tiếng Việt, theo đó cả hai văn bản đều có giá trị như nhau.

[1] Pham Hung (1912-1988) succeeded Tran Quoc Hoan as Minister of Interior in 1980 or 1981 (the Ministry of Public Security and of Interior had merged into one ministry in 1975). From mid-1987 until his death in 1988 he served as Chairman of the Council of Ministers (Prime Minister) of Vietnam.
[1] Phạm Hùng (1912-1988) kế nhiệm Trần Quốc Hoàn làm Bộ trưởng Bộ Nội vụ vào năm 1980 hoặc 1981 (Bộ Công an và Bộ Nội vụ đã sáp nhập thành một bộ vào năm 1975). Từ giữa năm 1987 cho đến khi mất năm 1988, ông giữ chức Chủ tịch Hội đồng Bộ trưởng (Thủ tướng) Việt Nam.
Agreement includes a commitment to the exchange of political and military information regarding the enemy, including their secret service organizations and any known planned attacks against socialist states. It also includes a number of agreements to fight against the “imperialist states,” including both the US and China, and an East German commitment to supply technical expertise and material support to North Vietnam.
