Mật điện số 260. Thông tin được gửi lại từ Saigon (số 94) và Paris (số 300). Trong phúc đáp gửi Bộ Ngoại giao về bức điện số 2419 của Saigon ngày 17 tháng 5, ông Heath nhận định rằng ý tưởng phế truất Bảo Đại và thành lập một Hội đồng Nhiếp chính không phải là điều mới mẻ; ý tưởng này từng được một số người Việt Nam đề xướng và cũng đã được phía Pháp cân nhắc ở một mức độ nào đó. Ông Heath lưu ý rằng chế độ nhiếp chính hoàn toàn có thể trở thành một giải pháp trong tương lai, song ông kiên quyết giữ vững quan điểm rằng vào thời điểm hiện tại, vấn đề này tuyệt đối không nên được đem ra thảo luận với phía Pháp hay bất kỳ bên nào khác. Trước đây, nguồn ủng hộ chủ yếu đối với những đề nghị như vậy thường đến từ một số nhân vật tại miền Nam Việt Nam—những người đề nghị chọn Hoàng hậu (vốn là người miền Nam) làm Nhiếp chính. Khả năng Hoàng hậu hoặc Thái tử sẽ tiếp tay cho việc phế truất Bảo Đại là rất thấp. Một chính phủ do ông Trí đứng đầu cùng Thủ tướng Quát – như đã được đề nghị trong bức điện tham chiếu – sẽ là điều vô cùng khó chấp nhận đối với người dân miền Nam Việt Nam; bản thân ông Trí cũng sẽ cảm thấy hết sức bất mãn khi phải lãnh đạo một chính phủ mà trong đó ông Tâm – người mà ông không ưa và không tin tưởng – lại nắm giữ trọng trách vô cùng quan trọng là Bộ trưởng Nội vụ. Phía Pháp chắc chắn sẽ không đồng thuận với đề nghị như vậy vào thời điểm hiện tại; mà nếu thiếu đi sự chấp thuận của họ – xét đến sự hiện diện của lực lượng vũ trang Pháp tại Sài Gòn – thì một cuộc đảo chính khó lòng có thể thực hiện thành công. Hoàng đế Bảo Đại cho biết ông Ngô Đình Diệm đã quy thuận ông; thông tin này cũng đã được chính người em trai của ông Diệm xác nhận – người mà Bảo Đại đã bổ nhiệm làm quan sát viên cá nhân mật tại hội nghị, đồng thời đóng vai trò là kênh liên lạc bí mật giữa chính ông và phái đoàn Hoa Kỳ trong trường hợp cần thiết.
Tóm lại, theo nhận định của ông Heath, chúng ta buộc phải – ít nhất là trong giai đoạn trước mắt – chấp nhận và tiếp tục duy trì giải pháp Bảo Đại.

Secto 260. Repeated information Saigon 94, Paris 300. Heath comments on Saigon’s 2419, May 17,1 to Department that the thought of deposing Bao Dai and establishing a regency council is not a new one and has been advanced by some Vietnamese and has received some consideration by the French. Heath observes that regency might conceivably be a future solution but is very strongly of the opinion that it should not be talked about with the French or anybody else at this time. Principal Vietnamese support for such proposals in the past has come from certain southern Vietnamese who propose regent be the Empress who is a southerner. It’s unlikely that the Empress or the Crown Prince would connive at deposing Bao Dai. A government headed by Tri and Premier Quat as proposed in reference telegram would be very unpalatable to the southern Vietnamese and Tri would be very unhappy heading a government in which Tam, whom he dislikes and distrusts, held the extremely important portfolio of the interior. The French would certainly not agree to such a proposal at the present time and without their consent, in view of the French armed forces in Saigon, the coup could hardly be pulled off. Bao Dai states that Ngo Dinh Diem has agreed to rally to him and this is confirmed by Diem’s brother, whom Bao Dai has appointed as secret personal observer for the conference and a channel of secret communication, if need should arise, between himself and the American delegation.
In short, Heath feels we must, at least for the time being, bear with the Bao Dai solution.
