Please deliver to President Thieu the text of the following letter from President Ford. The original is being pouched. We do not intend to make the exchange of letters public.

Begin text: (Dated) February 24, 1975
Dear Mr. President:
Your thoughtful letters of January 24 and 252 come at a time when Vietnam is very much on my mind and on the minds of other people here and throughout the world. I share your concern about North Vietnam’s failure to observe the most fundamental provisions of the Paris Agreement and about the heightened level of North Vietnamese military pressure. I wish to assure you that this government will continue to press for the full implementation of this Agreement.
Once again the South Vietnamese people and armed forces are effectively demonstrating their determination to resist Hanoi’s attacks. Despite your existing limitations on ammunition and other supplies, I [Page 643] was particularly impressed by the performance of your forces at the Phuoc Long Province capital and at Ba Den Mountain, where they were overwhelmed only by greatly superior numbers after being cut off from resupply and reinforcement.
Even though your offers to reinstitute negotiations have been rejected thus far, they clearly demonstrate that it is the Communist side—not the Republic of Vietnam—which is prolonging the war. We continue to believe that implementation of the Paris Agreement, with direct negotiations between the Vietnamese parties, is the quickest, most appropriate, and most effective way to end the bloodshed in Vietnam. We strongly support your efforts to resume negotiations and will make every effort to provide the assistance that is so necessary to your struggle until peace comes.
The path to peace is never easy. It has been extraordinarily long and difficult in Vietnam. But I remain hopeful that if we persevere we will yet reach our objective of a fair peace, a lasting peace and a peace which is consistent with the will of the South Vietnamese people—justifying the sacrifices of the Vietnamese and American peoples.

Kính gửi Ngài Tổng thống:
Những lá thư đầy tâm huyết của Ngài ngày 24 tháng 1 và 25 đến vào thời điểm mà vấn đề Việt Nam đang hiện hữu trong tâm trí tôi và trong tâm trí của những người khác ở đây và trên toàn thế giới. Tôi chia sẻ mối quan ngại của Ngài về việc Bắc Việt Nam không tuân thủ các điều khoản căn bản nhất của Hiệp định Paris và về mức độ gia tăng áp lực quân sự của Bắc Việt Nam. Tôi xin đảm bảo với Ngài rằng chính phủ này sẽ tiếp tục thúc đẩy việc thực hiện đầy đủ Hiệp định này.
Một lần nữa, nhân dân và quân đội miền Nam Việt Nam đang thể hiện quyết tâm chống trả các cuộc tấn công của Hà Nội một cách hiệu quả. Bất chấp những hạn chế hiện tại về đạn dược và các nguồn tiếp tế khác, tôi [Trang 643] đặc biệt ấn tượng trước thành tích của lực lượng các ngài tại thủ phủ tỉnh Phước Long và tại núi Bà Đen, nơi họ bị áp đảo bởi quân số vượt trội hơn hẳn sau khi bị cắt đứt nguồn tiếp liệu và tiếp viện.
Mặc dù cho đến nay, những đề nghị nối lại đàm phán của các ngài đã bị bác bỏ, nhưng chúng cho thấy rõ ràng rằng chính phía Cộng sản – chứ không phải Việt Nam Cộng hòa – đang kéo dài chiến tranh. Chúng tôi tiếp tục tin rằng việc thực hiện Hiệp định Paris, với các cuộc đàm phán trực tiếp giữa các bên Việt Nam, là cách nhanh nhất, phù hợp nhất và hiệu quả nhất để chấm dứt đổ máu ở Việt Nam. Chúng tôi ủng hộ mạnh mẽ những nỗ lực của các ngài nhằm nối lại đàm phán và sẽ nỗ lực hết sức để cung cấp những hỗ trợ cần thiết cho cuộc đấu tranh của các ngài cho đến khi hòa bình đến.
Con đường dẫn đến hòa bình không bao giờ dễ dàng. Nó đã vô cùng dài và khó khăn ở Việt Nam. Nhưng tôi vẫn hy vọng rằng nếu chúng ta kiên trì, chúng ta sẽ đạt được mục tiêu về một nền hòa bình công bằng, lâu dài và phù hợp với nguyện vọng của nhân dân miền Nam Việt Nam - xứng đáng với những hy sinh của nhân dân Việt Nam và Hoa Kỳ.

In the Oval Office on August 3, 1972, Secretary of State Henry Kissinger tells President Richard Nixon that there’s a 50-50 chance of reaching a settlement with North Vietnam.
That deal would give Nixon a “decent interval,” a face-saving delay of a year or two between his final withdrawal of American troops and the Communists’ final takeover of South Vietnam. “We’ve got to find some formula that holds the thing together [for] a year or two, after which — after a year, Mr. President, Vietnam will be a backwater. If we settle it, say, this October, by January ’74 no one will give a damn.”

Having established a framework for an armistice and the departure a American troops from Vietnam, President Nixon and National Security Adviser Henry A. Kissinger discussed the future trajectory of the war. Most importantly, they wanted to secure a “decent interval” between the removal of those troops, Nixon’s reelection in 1972 and the expected fall of Saigon. At this point in the conversation, Kissinger had just told Nixon they had a 50/50 chance of reaching a settlement with North Vietnam.
President Nixon: Now, let’s look at that just a moment again, think about it some more, but… let’s be perfectly… cold-blooded about it. If you look at it from the standpoint of our game… with the Soviets and the Chinese, from the standpoint of running this country… I think we could take, in my view, almost anything, frankly, that we can force on Nguyễn Văn Thiệu. Almost anything. I just come down to that. You know what I mean?
President Nixon: Because I have a feeling we would not be doing, like I feel about the Israel, I feel that in the long run we’re probably not doing them an in – a disfavor due to the fact that I feel that the North Vietnamese are so badly hurt that the South Vietnamese are probably going to do fairly well. [Kissinger attempts to interject.] But also due to the fact-because I look at the tide of history out there-South Vietnam probably is never going to survive anyway. I’m just being perfectly candid. I-
Henry A. Kissinger: In the pull-out area-
President Nixon: [Unclear] we’ve got to be – if we can get certain guarantees so that they aren’t… as you know, looking at the foreign policy process, though, I mean, you’ve got to be-we also have to realize, Henry, that winning an election is terribly important.
It’s terribly important this year. But can we have a viable foreign policy if a year from now or two years from now, North Vietnam gobbles up South Vietnam? That’s the real question.
Kissinger: If a year or two year from now North Vietnam gobbles up South Vietnam, we can have a viable foreign policy if it looks as if it’s the result of South Vietnamese incompetence.
Kissinger: If we now sell out in such a way that, say, within a three-to four-month period, we have pushed President Thieu over the brink-we-ourselves-I think, there is going to be -even the Chinese won’t like that. I mean, they’ll pay verbal-verbally, they’ll like it.
President Nixon: But it’ll worry them.
Kissinger: But it will worry everybody. And domestically in the long run it won’t help us all that much because our opponents will say we should’ve done it three years ago.
President Nixon: I know.
Kissinger: So we’ve got to find formula that holds the thing together a year or two, after which-after a year, Mr. President, Vietnam will be a backwater. If we settle it, this October, by January 74 no one will give a damn.
President Nixon: Yeah, having in mind the fact that, you know, as we all know, the-the analogy-comparison [to] Algeria is not on-I not at all for us. But on the other hand, nobody gives a goddamn about what happened to Algeria-

President Nixon: -after they got out. [chuckling] You know what I mean? But Vietnam, I must say… Jesus, they’ve fought so long, dying, and now… I don’t know.
