SUBJECT
- Southeast Asia Trip, September 20–26, 1971
On September 20, a team composed of three representatives of the National Security Council and one representative of the Department of State departed Washington to conduct a survey of the situation in Southeast Asia, with emphasis on the security situation in South Vietnam. The team returned to Washington via CINCPAC, arriving the evening of September 26. At Tab A2 is the team composition and a detailed itinerary.
The following is a summary of the findings concerning the political, economic, and security situations in the Republic of Vietnam.
Political Situation
Despite a deep sense of disappointment within our mission in Saigon with respect to the current political situation, President Thieu’s decision to proceed with the October 3 referendum has caused:
- —little controversy in the countryside where most voters live;
- —vocal opposition among urban political groupings;
- —a policy of violent confrontation in a very small minority of city dwellers with some leadership from the Vice President. Despite exaggerated press reporting, the violence thus far has stirred hardly a ripple in Saigon or elsewhere;
- —no known serious coup planning;
- —no serious threat to Thieu’s prospects for a “victory” in the referendum.
However, it is apparent that during the post referendum period, there is serious risk of an erosion of Thieu’s control and support if he does not institute positive reforms designed to broaden the base of his new government and move, at least ostensibly, against the more flagrant kinds of corruption.3 A detailed report is at Tab B.
Economic Situation
This economic stabilization program continues to be very successful. Price increases in 1971 should be in the 10% to 15% range, well below the past levels of 30% to 40%.
President Thieu is planning another set of far-reaching reforms for October. They include a major devaluation. This devaluation will be the key step toward limiting inflation in 1972 to 10% to 15%.
There is a slight political risk within South Vietnam if import prices rise sharply as they will when the reforms are executed. One-third of South Vietnam’s goods are imported. But President Thieu appears confident he can bear these risks; and the GVN appears determined to lessen its dependence on U.S. assistance.
The best way to insure that U.S. assistance is not cut by our critics in the Congress is to launch an economic development program. One has now been designed by our Mission and the GVN wants to implement it. Plans now are to launch this program on January 1, 1972, but it could be implemented earlier by President Thieu.
You will be informed later of the decisions required, and it may be appropriate for you to take a personal role in launching the program.

Security Assessment
The latest reports on the pacification situation show that GVN control of the rural population is 69% countrywide. Of more importance, GVN control in southern South Vietnam (MR’s III and IV) is about 75%; in areas in the northern part of the country (MR’s I and II), it is around 50%.
The resources and plans for pacification in the Delta and Saigon areas practically guarantee continued pacification progress against likely enemy threats through 1972. In the northern part of the country, there is a serious question whether pacification progress can be sustained in the face of the likely enemy threats.
The potential problem results from U.S. redeployments and the incentives they could create for a North Vietnamese offensive. While there is practically no solid evidence on enemy intentions and capabilities for the upcoming 1971–72 dry season, analysis shows that if the enemy mounts an effort similar to last year’s, he could set back the GVN’s pacification effort at least temporarily in northern South Vietnam and perhaps temporarily occupy a highland city like Pleiku or Kontum. Of course, if one optimistically assumes the enemy will not infiltrate resources at a level approaching last year’s level, the GVN’s prospects are very good.
Vietnamese forces have the capability to pre-empt to some degree even the enemy’s best efforts. They can do this if they take actions to strengthen their forces and execute cross-border operations to pre-empt enemy attacks. [Page 950]
The GVN must mobilize additional forces in the northern part of the country, increase the pay of combat soldiers countrywide, modify its draft and personnel allocation policies to raise the manning levels of its combat units to 90%, and remove selected division and regimental commanders who by all accounts border on the incompetent.
At your direction, Secretary Laird and General Abrams have sought these changes. But President Thieu’s response has been slow. This trip provided me with an opportunity to impress again on President Thieu the need for decisive action in these areas. He seemed to understand what was called for and intends to act.
President Thieu is planning to execute cross-border operations toward Kratie in Cambodia and on a limited quick-stroke basis into southern Laos. These will play a key role in limiting Hanoi’s options.
With regard to U.S. forces, the political and security situations in South Vietnam justify some acceleration in U.S. redeployments, beginning on December 1st.
Assuming no negotiated settlement, residual U.S. functions of helicopter, tactical air, and limited advisory, logistics, and intelligence efforts can be adequately maintained at a U.S. force level of approximately 50,000, provided it is correctly designed.

Sau đây là tóm tắt những phát hiện liên quan đến tình hình chính trị, kinh tế và an ninh tại Việt Nam Cộng hòa.
Tình hình Chính trị
Mặc dù phái bộ của chúng tôi tại Sài Gòn cảm thấy thất vọng sâu sắc về tình hình chính trị hiện tại, quyết định tiến hành cuộc trưng cầu dân ý ngày 3 tháng 10 của Tổng thống Thiệu đã gây ra:
—ít tranh cãi ở vùng nông thôn, nơi hầu hết cử tri sinh sống;
—sự phản đối mạnh mẽ từ các nhóm chính trị thành thị;
—một chính sách đối đầu bạo lực trong một nhóm rất nhỏ cư dân thành thị với sự lãnh đạo của Phó Tổng thống. Mặc dù báo chí đưa tin phóng đại, tình hình bạo lực cho đến nay hầu như không gây ra bất kỳ sóng gió nào ở Sài Gòn hay bất kỳ nơi nào khác;
—không có kế hoạch đảo chính nghiêm trọng nào được biết đến;
—không có mối đe dọa nghiêm trọng nào đối với triển vọng "chiến thắng" của Thiệu trong cuộc trưng cầu dân ý.
Tuy nhiên, rõ ràng là trong giai đoạn hậu trưng cầu dân ý, quyền kiểm soát và sự ủng hộ của Thiệu đang bị xói mòn nghiêm trọng nếu ông không tiến hành các cải cách tích cực nhằm mở rộng cơ sở cho chính phủ mới và, ít nhất là bề ngoài, chống lại các loại tham nhũng trắng trợn hơn. Tình hình Kinh tế
Chương trình ổn định kinh tế này tiếp tục rất thành công. Giá cả tăng trong năm 1971 dự kiến sẽ ở mức 10% đến 15%, thấp hơn nhiều so với mức 30% đến 40% trước đây.
Tổng thống Thiệu đang lên kế hoạch cho một loạt cải cách sâu rộng khác vào tháng 10. Chúng bao gồm một đợt phá giá lớn. Đợt phá giá này sẽ là bước đi then chốt hướng tới việc hạn chế lạm phát trong năm 1972 xuống còn 10% đến 15%.
Có một rủi ro chính trị nhỏ ở miền Nam Việt Nam nếu giá nhập khẩu tăng mạnh như khi các cải cách được thực hiện. Một phần ba hàng hóa của miền Nam Việt Nam được nhập khẩu. Cách tốt nhất để bảo đảm viện trợ của Hoa Kỳ không bị cắt giảm bởi những người chỉ trích chúng ta tại Quốc hội là khởi động một chương trình phát triển kinh tế. Phái đoàn của chúng ta đã thiết kế một chương trình như vậy và Chính phủ Việt Nam Cộng hòa muốn tiến hành. Chương trình này dự kiến bắt đầu vào ngày 1 tháng 1 năm 1972, nhưng Tổng thống Thiệu có thể tiến hành sớm hơn.
Ông/Bà sẽ được thông báo sau về các quyết định cần thiết, và có thể ông/bà sẽ đóng vai trò cá nhân trong việc khởi động chương trình.

Đánh giá An ninh
Các báo cáo mới nhất về tình hình bình định cho thấy Chính phủ Việt Nam Cộng hòa kiểm soát 69% dân số nông thôn trên toàn quốc. Quan trọng hơn, Chính phủ Việt Nam Cộng hòa kiểm soát khoảng 75% ở miền Nam Nam Việt Nam (Quân khu III và IV); ở các khu vực phía Bắc (Quân khu I và II), con số này là khoảng 50%.
Các nguồn lực và kế hoạch bình định ở khu vực Đồng bằng sông Cửu Long và Sài Gòn thực tế bảo đảm phát triển bình định tiếp tục trước các mối đe dọa tiềm tàng của địch trong suốt năm 1972. Ở miền Bắc, một câu hỏi nghiêm túc được đặt ra là liệu phát triển bình định có thể được duy trì trước các mối đe dọa tiềm tàng của địch hay không.
Vấn đề tiềm ẩn nảy sinh từ việc Hoa Kỳ tái triển khai quân và những động lực mà họ có thể tạo ra cho một cuộc tấn công của Bắc Việt. Mặc dù hầu như không có bằng chứng chắc chắn nào về ý định và khả năng của địch trong mùa khô 1971-1972 sắp tới, nhưng phân tích cho thấy nếu địch tiến hành một nỗ lực tương tự như năm ngoái, chúng có thể làm chậm lại nỗ lực bình định của Chính phủ Việt Nam Cộng hòa, ít nhất là tạm thời, ở miền Bắc Nam Việt Nam và có thể tạm thời chiếm đóng một thành phố cao nguyên như Pleiku hoặc Kontum. Tất nhiên, nếu lạc quan cho rằng địch sẽ không xâm nhập tài nguyên ở mức độ tương đương năm ngoái, thì triển vọng của Chính phủ Việt Nam Cộng hòa là rất tốt.
Quân đội Việt Nam có khả năng ngăn chặn ở một mức độ nào đó ngay cả những nỗ lực tốt nhất của đối phương. Họ có thể làm được điều này nếu họ hành động để tăng cường lực lượng và thực hiện các hoạt động xuyên biên giới để ngăn chặn các cuộc tấn công của đối phương. [Trang 950]
Chính phủ Việt Nam Cộng hòa phải huy động thêm lực lượng ở miền Bắc, tăng lương cho binh lính chiến đấu trên toàn quốc, sửa đổi các chính sách tuyển quân và phân bổ nhân sự để nâng tỷ lệ biên chế của các đơn vị chiến đấu lên 90%, và loại bỏ một số chỉ huy sư đoàn và trung đoàn được cho là kém năng lực.
Theo chỉ đạo của ngài, Bộ trưởng Laird và Tướng Abrams đã tìm kiếm những thay đổi này. Nhưng phản ứng của Tổng thống Thiệu còn chậm chạp. Chuyến đi này đã cho tôi cơ hội một lần nữa nhấn mạnh với Tổng thống Thiệu về sự cần thiết phải hành động quyết liệt trong những lĩnh vực này. Ông ấy dường như đã hiểu được những gì cần làm và dự định hành động.

Giả sử không có thỏa thuận thương lượng nào được đưa ra, các chức năng còn lại của Hoa Kỳ về trực thăng, không quân chiến thuật, và các nỗ lực cố vấn, hậu cần và tình báo hạn chế có thể được duy trì đầy đủ ở mức lực lượng Hoa Kỳ khoảng 50.000 quân, miễn là được thiết kế đúng cách.

In the Oval Office on August 3, 1972, Secretary of State Henry Kissinger tells President Richard Nixon that there’s a 50-50 chance of reaching a settlement with North Vietnam.
That deal would give Nixon a “decent interval,” a face-saving delay of a year or two between his final withdrawal of American troops and the Communists’ final takeover of South Vietnam. “We’ve got to find some formula that holds the thing together [for] a year or two, after which — after a year, Mr. President, Vietnam will be a backwater. If we settle it, say, this October, by January ’74 no one will give a damn.”

Having established a framework for an armistice and the departure a American troops from Vietnam, President Nixon and National Security Adviser Henry A. Kissinger discussed the future trajectory of the war. Most importantly, they wanted to secure a “decent interval” between the removal of those troops, Nixon’s reelection in 1972 and the expected fall of Saigon. At this point in the conversation, Kissinger had just told Nixon they had a 50/50 chance of reaching a settlement with North Vietnam.
President Nixon: Now, let’s look at that just a moment again, think about it some more, but… let’s be perfectly… cold-blooded about it. If you look at it from the standpoint of our game… with the Soviets and the Chinese, from the standpoint of running this country… I think we could take, in my view, almost anything, frankly, that we can force on Nguyễn Văn Thiệu. Almost anything. I just come down to that. You know what I mean?
President Nixon: Because I have a feeling we would not be doing, like I feel about the Israel, I feel that in the long run we’re probably not doing them an in – a disfavor due to the fact that I feel that the North Vietnamese are so badly hurt that the South Vietnamese are probably going to do fairly well. [Kissinger attempts to interject.] But also due to the fact-because I look at the tide of history out there-South Vietnam probably is never going to survive anyway. I’m just being perfectly candid. I-
Henry A. Kissinger: In the pull-out area-
President Nixon: [Unclear] we’ve got to be – if we can get certain guarantees so that they aren’t… as you know, looking at the foreign policy process, though, I mean, you’ve got to be-we also have to realize, Henry, that winning an election is terribly important.
It’s terribly important this year. But can we have a viable foreign policy if a year from now or two years from now, North Vietnam gobbles up South Vietnam? That’s the real question.
Kissinger: If a year or two year from now North Vietnam gobbles up South Vietnam, we can have a viable foreign policy if it looks as if it’s the result of South Vietnamese incompetence.
Kissinger: If we now sell out in such a way that, say, within a three-to four-month period, we have pushed President Thieu over the brink-we-ourselves-I think, there is going to be -even the Chinese won’t like that. I mean, they’ll pay verbal-verbally, they’ll like it.
President Nixon: But it’ll worry them.
Kissinger: But it will worry everybody. And domestically in the long run it won’t help us all that much because our opponents will say we should’ve done it three years ago.
President Nixon: I know.
Kissinger: So we’ve got to find formula that holds the thing together a year or two, after which-after a year, Mr. President, Vietnam will be a backwater. If we settle it, this October, by January 74 no one will give a damn.
President Nixon: Yeah, having in mind the fact that, you know, as we all know, the-the analogy-comparison [to] Algeria is not on-I not at all for us. But on the other hand, nobody gives a goddamn about what happened to Algeria-

President Nixon: -after they got out. [chuckling] You know what I mean? But Vietnam, I must say… Jesus, they’ve fought so long, dying, and now… I don’t know.
