924. Subject: Letter to President From President Thieu.

This morning (January 25) President Thieu personally handed Ambassador letter addressed to President Ford, text of which given below. President Thieu told Ambassador he did not intend to make the letter public but that President Ford should feel free to do so if he [Page 612] thought this would be useful. At the same time Foreign Minister Bac has sent the Ambassador a copy of President Thieu’s letter for forwarding to Secretary Kissinger. Original being pouched Department.

Dear Mr. President:
As we are approaching the second anniversary of the signing of the Paris Agreement of 27 January 1973, I wish to draw your attention to the very grave situation our country is facing as a result of the continuing aggression carried out by North Vietnamese troops in South Viet-Nam.
Indeed during the last two years, and despite the existence of the Paris Agreement, North Viet-Nam has vastly increased its military capability in the south, stepped up land and population grabbing operations and launched incessant attacks against outposts, bases, district towns which were indisputably under the jurisdiction and control of our government long before the Paris Agreement was concluded. The recent capture of the Phuoc-Long Province last week—certainly the most massive and the most blatant violation of the Paris Agreement—clearly shows that the North Vietnamese and their political instrument in the south, the “National Liberation Front,” have completely disregarded the agreement. It is quite evident by now that North Viet-Nam instead of seeking a political solution within the framework of the Paris Agreement, has again resorted to military adentures to impose their will over South Viet-Nam.
You are certainly aware, Mr. President, that this continued aggression from North Viet-Nam constitutes a most serious threat to the survival of South Viet-Nam as a free and independent country and destroys the chance for the South Vietnamese people to exercise their right of self-determination, a principle for the defense of which more than fifty thousand young Americans as well as hundreds of thousands of Vietnamese had sacrificed their lives. To uphold this principle, our troops have fought gallantly and well, and since the withdrawal of all allied troops they have shown determination and ability to go forward alone to preserve our independence and freedom.
Nevertheless as North Viet-Nam continues to receive large quantities of war material from Communist countries to pursue their armed aggression against South Viet-Nam, we must rely on the assistance of the United States of America for the supply of equipment and ammunition necessary to our defence. In most cases we have sustained setbacks solely because of the Communist massive application of fire power and armor; on our side our troops had to count every single shell they fire in order to make the ammunition last.
I understand that some sections of the American public opinion have been induced into believing that too much aid to the Republic of [Page 613] Viet-Nam would only prolong the war and encourage us not to seek a political solution. The record clearly shows the opposite. Reduction of military assistance to Viet-Nam by the U.S. Congress has only encouraged the Communists. Thus, they have broken off all the negotiations in Saigon as well as in Paris and systematically rejected all our proposals for general elections. Taking advantage of the scarcity of our supplies and hoping that adequate aid for us will not be forthcoming, they are once again undertaking to destroy our government structure by force of arms with a view of imposing a solution of their own.
Two years ago we signed the Paris Agreement with the hope that the elaborate structure for global peace would effectively work. We also signed with the great conviction that should the Communists resort to the use of force again we will be provided with adequate means to defend ourselves.
Today I wish to appeal to you to take all necessary action to preserve the Paris Agreement. I am aware of and thankful for the numerous personal efforts and intervention you have made in our behalf since you took over the highest office of your great country. I am also very heartened by your decision last week to seek more supplemental military assistance for the Republic of Viet-Nam.
I hope that you will be successful in convincing the United States Congress and the American people that the cutbacks and restrictions in aid to the Republic of Viet-Nam could undermine its very survival and eventually make a mockery of the commitment of the United States to the defence of peace in Viet-Nam.
I trust that you and the Secretary of State will not spare any effort to preserve the Paris Agreement and to ensure that the countless sacrifices that our two nations have made will not be made in vain.

Nhân dịp kỷ niệm hai năm ngày ký Hiệp định Paris ngày 27 tháng 1 năm 1973, tôi muốn lưu ý Ngài về tình hình vô cùng nghiêm trọng mà đất nước chúng tôi đang phải đối mặt do sự xâm lược liên tục của quân đội Bắc Việt Nam tại miền Nam Việt Nam.
Thật vậy, trong hai năm qua, bất chấp sự tồn tại của Hiệp định Paris, Bắc Việt Nam đã tăng cường đáng kể năng lực quân sự ở miền Nam, đẩy mạnh các hoạt động chiếm đất và dân, đồng thời liên tục tấn công vào các tiền đồn, căn cứ, thị trấn vốn nằm dưới quyền quản lý và kiểm soát của chính phủ tôi từ lâu trước khi Hiệp định Paris được ký kết. Việc chiếm tỉnh Phước Long tuần trước - chắc chắn là sự vi phạm trắng trợn và quy mô nhất đối với Hiệp định Paris - cho thấy rõ ràng rằng Bắc Việt Nam và công cụ chính trị của chúng ở miền Nam, "Mặt trận Dân tộc Giải phóng", đã hoàn toàn phớt lờ hiệp định. Giờ đây, rõ ràng là Bắc Việt Nam thay vì tìm kiếm một giải pháp chính trị trong khuôn khổ Hiệp định Paris, lại một lần nữa dùng đến những biện pháp quân sự để áp đặt ý chí của mình lên miền Nam.

Để bảo vệ nguyên tắc này, quân đội chúng tôi đã chiến đấu dũng cảm và tốt đẹp, và kể từ khi toàn bộ quân Đồng minh rút lui, họ đã thể hiện quyết tâm và khả năng đơn độc tiến lên bảo vệ nền độc lập và tự do của chúng tôi.

Tôi cũng rất phấn khởi trước quyết định của Ngài tuần trước về việc tìm kiếm thêm viện trợ quân sự bổ sung cho Việt Nam Cộng hòa.
Tôi hy vọng Ngài sẽ thành công trong việc thuyết phục Quốc hội Hoa Kỳ và nhân dân Hoa Kỳ rằng việc cắt giảm và hạn chế viện trợ cho Việt Nam Cộng hòa có thể làm suy yếu sự tồn tại của đất nước và cuối cùng sẽ làm giảm đi cam kết của Hoa Kỳ trong việc bảo vệ hòa bình tại Việt Nam.

In the Oval Office on August 3, 1972, Secretary of State Henry Kissinger tells President Richard Nixon that there’s a 50-50 chance of reaching a settlement with North Vietnam.
That deal would give Nixon a “decent interval,” a face-saving delay of a year or two between his final withdrawal of American troops and the Communists’ final takeover of South Vietnam. “We’ve got to find some formula that holds the thing together [for] a year or two, after which — after a year, Mr. President, Vietnam will be a backwater. If we settle it, say, this October, by January ’74 no one will give a damn.”

Having established a framework for an armistice and the departure a American troops from Vietnam, President Nixon and National Security Adviser Henry A. Kissinger discussed the future trajectory of the war. Most importantly, they wanted to secure a “decent interval” between the removal of those troops, Nixon’s reelection in 1972 and the expected fall of Saigon. At this point in the conversation, Kissinger had just told Nixon they had a 50/50 chance of reaching a settlement with North Vietnam.
President Nixon: Now, let’s look at that just a moment again, think about it some more, but… let’s be perfectly… cold-blooded about it. If you look at it from the standpoint of our game… with the Soviets and the Chinese, from the standpoint of running this country… I think we could take, in my view, almost anything, frankly, that we can force on Nguyễn Văn Thiệu. Almost anything. I just come down to that. You know what I mean?
President Nixon: Because I have a feeling we would not be doing, like I feel about the Israel, I feel that in the long run we’re probably not doing them an in – a disfavor due to the fact that I feel that the North Vietnamese are so badly hurt that the South Vietnamese are probably going to do fairly well. [Kissinger attempts to interject.] But also due to the fact-because I look at the tide of history out there-South Vietnam probably is never going to survive anyway. I’m just being perfectly candid. I-
Henry A. Kissinger: In the pull-out area-
President Nixon: [Unclear] we’ve got to be – if we can get certain guarantees so that they aren’t… as you know, looking at the foreign policy process, though, I mean, you’ve got to be-we also have to realize, Henry, that winning an election is terribly important.
It’s terribly important this year. But can we have a viable foreign policy if a year from now or two years from now, North Vietnam gobbles up South Vietnam? That’s the real question.
Kissinger: If a year or two year from now North Vietnam gobbles up South Vietnam, we can have a viable foreign policy if it looks as if it’s the result of South Vietnamese incompetence.
Kissinger: If we now sell out in such a way that, say, within a three-to four-month period, we have pushed President Thieu over the brink-we-ourselves-I think, there is going to be -even the Chinese won’t like that. I mean, they’ll pay verbal-verbally, they’ll like it.
President Nixon: But it’ll worry them.
Kissinger: But it will worry everybody. And domestically in the long run it won’t help us all that much because our opponents will say we should’ve done it three years ago.
President Nixon: I know.
Kissinger: So we’ve got to find formula that holds the thing together a year or two, after which-after a year, Mr. President, Vietnam will be a backwater. If we settle it, this October, by January 74 no one will give a damn.
President Nixon: Yeah, having in mind the fact that, you know, as we all know, the-the analogy-comparison [to] Algeria is not on-I not at all for us. But on the other hand, nobody gives a goddamn about what happened to Algeria-

President Nixon: -after they got out. [chuckling] You know what I mean? But Vietnam, I must say… Jesus, they’ve fought so long, dying, and now… I don’t know.
