In the statement of the Minister of Foreign Affairs of the Democratic Republic of Vietnam, Pham Van Dong, addressed to you and A. Eden, regarding the breach by the governments of the United States and South Vietnam of the Geneva agreement on armistice in Vietnam, and in its attached memorandum from the Vietnam People’s Army High Command, delivered on 5 December of this year to the International Commission on Observation and Inspection in Vietnam, the statements of mass organizations of the DRV, expressing protest against the intrigues of the USA in South Vietnam and against the government of Ngo Dinh Diem, as well as in the reports of the DRV Information Agency, the government of Ngo Dinh Diem is always characterized as a “clique,” “a puppet clique,” “cohorts of American imperialists,” “accomplices of American imperialism,” “lackeys of American imperialism,” and “Ngo Dinh Diem’s clique, composed of agents of American interventionists.”

Trong tuyên bố của Bộ trưởng Bộ Ngoại giao Việt Nam Dân chủ Cộng hòa Phạm Văn Đồng gửi tới ngài và A. Eden về việc chính phủ Hoa Kỳ và Nam Việt Nam vi phạm Hiệp định Geneva về đình chiến ở Việt Nam, và trong bản ghi nhớ kèm theo của Bộ Tư lệnh Quân đội Nhân dân Việt Nam, gửi tới Ủy ban Quốc tế Giám sát và Thanh tra tại Việt Nam ngày 5 tháng 12 năm nay, các tuyên bố của các tổ chức quần chúng của VNDCCH phản đối những âm mưu của Hoa Kỳ ở Nam Việt Nam và chống lại chính phủ Ngô Đình Diệm, cũng như trong các báo cáo của Cơ quan Thông tin VNDCCH, chính phủ Ngô Đình Diệm luôn bị mô tả là một “phe cánh”, “phe cánh bù nhìn”, “phe cánh của đế quốc Mỹ”, “đồng lõa của đế quốc Mỹ”, “tay sai của đế quốc Mỹ” và “phe cánh của Ngô Đình Diệm, gồm những tay sai của bọn can thiệp Mỹ”.

Noting that the Geneva conference has adopted a decision to carry out general elections in Vietnam in July 1956, which stipulates that in this respect there will be consultations “between competent representative authorities of both zones, beginning 20 July 1955,” as well as the possibility of intrigues on the part of the USA, whose interest is to deteriorate mutual relations between the DRV and South Vietnam, I think it would be sensible to carefully recommend to the government of the Democratic Republic of Vietnam not to resort to any types of epithets with respect to both Ngo Dinh Diem and his government.

Lưu ý rằng hội nghị Geneva đã thông qua quyết định tiến hành tổng tuyển cử tại Việt Nam vào tháng 7 năm 1956, trong đó quy định rằng về vấn đề này sẽ có các cuộc tham vấn “giữa các cơ quan đại diện có thẩm quyền của cả hai khu vực, bắt đầu từ ngày 20 tháng 7 năm 1955”, cũng như khả năng có những âm mưu từ phía Hoa Kỳ, những người có lợi ích là làm xấu đi mối quan hệ giữa VNDCCH và Nam Việt Nam, tôi nghĩ rằng sẽ là hợp lý khi khuyến nghị cẩn thận với chính phủ Việt Nam Dân chủ Cộng hòa không sử dụng bất kỳ loại biệt danh nào đối với cả Ngô Đình Diệm và chính phủ của ông ta.
