To the Central Committee of the CCP:

We request that you convey to [Democratic Republic of Vietnam (DRV) Prime Minister] Comrade Ho Chi Minh the process of the discussion at the foreign ministers meeting in Berlin of the representatives from the Soviet Union, the People's Republic of China, the United States, Britain, France, and other related countries holding a conference in Geneva on 26 April 1954 (which, in addition to discussing the Korea question, will also discuss the question of restoring peace in Indochina). Previously we already informed you that “other related countries” in Indochina, according to our understanding, should be the Democratic Republic of Vietnam and the three puppet states: [Chief (Quoc Truong)] Bao Dai's [State of] Vietnam, Laos, and Cambodia.

Chúng tôi yêu cầu đồng chí chuyển đến Thủ tướng Chính phủ Việt Nam Dân chủ Cộng hòa (DRV) Đồng chí Hồ Chí Minh quá trình thảo luận tại cuộc họp của các bộ trưởng ngoại giao tại Berlin của đại diện từ Liên Xô, Cộng hòa Nhân dân Trung Hoa, Hoa Kỳ, Anh, Pháp và các nước liên quan khác tổ chức hội nghị tại Geneva vào ngày 26 tháng 4 năm 1954 (ngoài việc thảo luận về vấn đề Triều Tiên, cũng sẽ thảo luận về vấn đề khôi phục hòa bình ở Đông Dương). Trước đó, chúng tôi đã thông báo với đồng chí rằng "các nước liên quan khác" ở Đông Dương, theo hiểu biết của chúng tôi, phải là Việt Nam Dân chủ Cộng hòa và ba quốc gia bù nhìn: Quốc trưởng Bảo Đại Quốc Gia Việt Nam, Lào và Campuchia.

We know that the Vietnamese friends are concerned about the convening of the Geneva Conference, and whether they will attend the conference. We believe that the CCP Central Committee will agree to our opinion. As far as the position of France at the Geneva conference, as well as that of the United States and Britain, is concerned, we do not have much material at the present time. As for how we should use this conference to make it favorable to the Vietnamese people, we are very much willing to learn the opinions of the Vietnamese friends. Communist Party of the Soviet Union Comrade Pavel Yudin asks the CCP to inform Comrade Ho Chi Minh that the discussion at the upcoming conference in Geneva will include the Korea question and restoring peace in Indochina.

Chúng tôi biết rằng những người bạn Việt Nam đang lo lắng về việc triệu tập Hội nghị Geneva và liệu họ có tham dự hội nghị hay không. Chúng tôi tin rằng Ban Chấp hành Trung ương ĐCSTQ sẽ đồng ý với ý kiến của chúng tôi. Về lập trường của Pháp tại hội nghị Geneva, cũng như của Hoa Kỳ và Anh, hiện tại chúng tôi không có nhiều tài liệu. Về cách chúng ta nên sử dụng hội nghị này để tạo điều kiện thuận lợi cho nhân dân Việt Nam, chúng tôi rất muốn tìm hiểu ý kiến của những người bạn Việt Nam. Đảng Cộng sản Liên Xô Đồng chí Pavel Yudin yêu cầu ĐCSTQ thông báo với Đồng chí Hồ Chí Minh rằng cuộc thảo luận tại hội nghị sắp tới ở Geneva sẽ bao gồm vấn đề Triều Tiên và khôi phục hòa bình ở Đông Dương.
