Because of the victory in Dian Bien Phu and the initiative taken by our side to release seriously wounded French prisoners, the plots of sabotaging a ceasefire in Indochina by the United States and the factions for war in France have encountered big difficulties. The majority of members of the French parliament are in favor of a ceasefire, and those within the [French] government opposing a ceasefire belong to the minority. Therefore, as shown by the current situation, the possibility for a ceasefire has increased, and specific progress has been achieved in the negotiation. But the United States and the factions for war in France may strengthen the activities of sabotaging [the negotiation.]

Zhou Enlai informs Mao Zedong, Liu Shaoqi, and the CCP Central Committee that despite an increased possibility for ceasefire, there are plots for sabotaging the ceasefire in Indochina by the US and factions for war in France.

Do chiến thắng ở Điện Biên Phủ và sáng kiến của phía chúng ta thả tù binh Pháp bị thương nặng, âm mưu phá hoại lệnh ngừng bắn ở Đông Dương của Hoa Kỳ và các phe phái chiến tranh ở Pháp đã gặp phải những khó khăn lớn. Phần lớn các thành viên của quốc hội Pháp ủng hộ lệnh ngừng bắn, và những người trong chính phủ [Pháp] phản đối lệnh ngừng bắn thuộc về thiểu số. Do đó, như tình hình hiện tại cho thấy, khả năng ngừng bắn đã tăng lên và đã đạt được tiến triển cụ thể trong đàm phán.
