SUBJECT

Review of U.S. Assistance Policy and Programs for the Republic of Vietnam

The President has directed a comprehensive review of U.S. assistance policy and programs for the Republic of Vietnam. The study should examine current assistance policy and programs and possible alternative programs that could be pursued over the next five years.

The study should be accomplished in two parts.

Part I—Intelligence Appraisal

An intelligence appraisal of the internal and external military and political factors that may be major influences on the Republic of Vietnam during the next five years should be prepared. This appraisal should analyze anticipated enemy military, political and economic capabilities, objectives, and strategy in the Republic of Vietnam and the impact of other nations’ probable actions toward Vietnam. The appraisal is intended to serve as the basis for a review of U.S. assistance policy and programs, their effectiveness and possible alternate courses of action.

This portion of the study should be performed by the intelligence community under the direction of the Director of Central Intelligence and be completed by November 5, 1974.

Part II—Assistance Programs Review

Drawing on the analysis prepared in Part I, the study should (a) identify GVN capabilities to meet the threat to its security, (b) identify U.S. military and economic assistance objectives, (c) assess the effectiveness of current U.S. assistance programs, (d) identify options for achieving U.S. assistance objectives over the next five years and (e) examine alternate sources of external assistance, where required. This [Page 573] portion of the study should include, but not necessarily be limited to, consideration of the following:

—Projected alternative South Vietnamese force levels required to meet the threat identified in Part I and the impact of these levels on the viability of the Vietnamese economy and prospects for its development.
—An assessment of the GVN’s ability to counter anticipated enemy strategy at various possible levels of military and economic assistance.
—The extent to which changes in GVN domestic economic policy or military strategy can make up for resource shortfalls in the face of the threat.
—Alternative organizational structures for administering U.S. economic and military assistance.

The study should present options for GVN economic policies and U.S. assistance policies which would complement each other and alternative aid flows from U.S. and third country sources to support those policies over the five year period. These options should be stated in sufficient detail to form the basis for appropriate programs to secure legislative approval and the support of other nations.

Part II of the study should be prepared on a closehold, need-to-know basis by an Ad Hoc Group comprising representatives of the addressees and the NSC Staff, and chaired by the representative of the Secretary of State.

The completed study should be submitted by November 29, 1974 for review by the NSC Senior Review Group prior to its consideration by the President.

Tổng thống đã chỉ đạo một cuộc đánh giá toàn diện về chính sách và chương trình viện trợ của Hoa Kỳ cho Việt Nam Cộng hòa. Nghiên cứu này sẽ xem xét chính sách và chương trình viện trợ hiện tại cũng như các chương trình thay thế có thể được thực hiện trong năm năm tới.

Nghiên cứu này sẽ được thực hiện thành hai phần.

Phần I—Đánh giá Tình báo

Cần chuẩn bị một bản đánh giá tình báo về các yếu tố quân sự và chính trị nội bộ và bên ngoài có thể ảnh hưởng lớn đến Việt Nam Cộng hòa trong năm năm tới. Bản đánh giá này cần phân tích năng lực quân sự, chính trị và kinh tế, mục tiêu và chiến lược dự kiến của đối phương tại Việt Nam Cộng hòa, cũng như tác động của các hành động có thể xảy ra của các quốc gia khác đối với Việt Nam. Bản đánh giá này nhằm mục đích làm cơ sở cho việc xem xét chính sách và các chương trình viện trợ của Hoa Kỳ, hiệu quả của chúng và các phương án hành động thay thế khả thi.

Phần này của nghiên cứu nên được thực hiện bởi cộng đồng tình báo dưới sự chỉ đạo của Giám đốc Cơ quan Tình báo Trung ương và phải hoàn thành trước ngày 5 tháng 11 năm 1974.

Phần II—Đánh giá các Chương trình Hỗ trợ

Dựa trên phân tích được chuẩn bị trong Phần I, nghiên cứu nên (a) xác định năng lực của Chính phủ Việt Nam Cộng hòa để đối phó với mối đe dọa đối với an ninh của mình, (b) xác định các mục tiêu hỗ trợ quân sự và kinh tế của Hoa Kỳ, (c) đánh giá hiệu quả của các chương trình hỗ trợ hiện tại của Hoa Kỳ, (d) xác định các lựa chọn để đạt được các mục tiêu hỗ trợ của Hoa Kỳ trong năm năm tới và (e) xem xét các nguồn hỗ trợ bên ngoài thay thế, nếu cần. Phần này của nghiên cứu nên bao gồm, nhưng không nhất thiết giới hạn ở, việc xem xét những điều sau:

—Dự kiến các mức lực lượng thay thế của Nam Việt Nam cần thiết để đáp ứng mối đe dọa đã được xác định trong Phần I và tác động của các mức này đến khả năng tồn tại của nền kinh tế Việt Nam và triển vọng phát triển của nó.

—Đánh giá khả năng của Chính phủ Việt Nam trong việc chống lại chiến lược dự đoán của kẻ thù ở các mức độ viện trợ quân sự và kinh tế khác nhau.

—Mức độ mà những thay đổi trong chính sách kinh tế trong nước hoặc chiến lược quân sự của Chính phủ Việt Nam có thể bù đắp cho sự thiếu hụt nguồn lực khi đối mặt với mối đe dọa.

—Các cơ cấu tổ chức thay thế để quản lý viện trợ kinh tế và quân sự của Hoa Kỳ.

Nghiên cứu nên trình bày các lựa chọn cho chính sách kinh tế của Chính phủ Việt Nam và các chính sách viện trợ của Hoa Kỳ, bổ sung cho nhau và các nguồn viện trợ thay thế từ Hoa Kỳ và các nước thứ ba để hỗ trợ các chính sách đó trong giai đoạn 5 năm. Các lựa chọn này nên được trình bày chi tiết đầy đủ để làm cơ sở cho các chương trình phù hợp nhằm bảo đảm sự chấp thuận của cơ quan lập pháp và sự hỗ trợ của các quốc gia khác.

Phần II của nghiên cứu nên được chuẩn bị trên cơ sở bí mật, cần biết bởi một Nhóm Đặc biệt bao gồm đại diện của những người nhận và Nhân viên Hội đồng An ninh Quốc gia, và do đại diện của Bộ trưởng Ngoại giao chủ trì.

Nghiên cứu hoàn chỉnh phải được nộp trước ngày 29 tháng 11 năm 1974 để Nhóm Đánh giá Cấp cao của Hội đồng An ninh Quốc gia xem xét trước khi được Tổng thống xem xét.
