Kissinger: Minister Bac was in Paris keeping an eye on me during the negotiation. Ambassador Phuong also.

[The press was admitted briefly to take photographs.]

President: We think you made a fine agreement.

Bac: It was mostly Dr. Kissinger. President Thieu and Madame Thieu send their best wishes and their wishes for the recovery of Mrs. Ford.

[The press was ushered out.]

President: I want to reassure you we will support President Thieu in every way—economically, politically, and diplomatically. Our problem is not us, but on the Hill.

Bac: We are very grateful for your efforts and U.S. efforts and we hope they can be kept at adequate levels.

President Thieu has asked me to give you this letter. [Tab A]2

President: Our people are not as enthusiastic about aid, but I will do my best to get adequate levels. The attacks on aid are not just aimed at Vietnam, but across the board. When I first came to Congress, the aid bill was $7 billion.

Kissinger: Which would be $15 billion now.

President: But there was strong support for it.

Kissinger: And it shows if you start strong you can taper off.

Bac: We are making that point too.

President: What is the current situation in Vietnam?

Bac: It is difficult, but not critical. The economy measures are difficult. We have to cut down on our use of ammunition and so on, and that is costly in terms of casualties. The most intense conflict is around Kontum and the supply line.

Kissinger: The Vietnamese strategic problem is they must defend a 400-mile border and the Communists can hit anywhere.

President: How is the military morale?

Bac: It is good in the regular forces, but has been affected in the regional forces. What we don’t know is whether we should use all we have now or be cautious.

Kissinger: We will try to get you what you need. You know of the American baseball manager, Leo Durocher, who said “Nice guys finish last.”

President: How is the economy in Vietnam?

Bac: Our inflation is about 30 percent but it is not so catastrophic as the kind in Africa and Italy. The country is basically rich in resources, and in a year or two we should be self-sufficient in rice.

President: Are you close now?

Phuong: Yes, and in some areas the Communists prohibit collection and try to drain it off.

Bac: There should be good crops this year, and our oil prospects are good.

Kissinger: We may have to have a confrontation on oil prices! Negotiations with the North Vietnamese in the morning and the South Vietnamese in the afternoon is a wearing experience.

Bac: We should know soon whether oil is present in commercial quantities. The companies are sanguine, but that won’t solve our current problems.

I’m trying to get increased aid now. I have visited Japan, and am going to France and Germany. All together last year we got about $100 million. It was substantial, but not compared to US levels.

President: We will do our best. We admire President Thieu and want to be a good partner.

Bac: President Thieu just heard that you will visit Japan and Korea soon. We would like to invite you to visit Vietnam on the way.

President: That is unfortunately not possible on this trip. Please don’t misinterpret this; it is only a time problem. Another time I will do it. We will do our best.

Bac: We know you are very busy. Maybe you could visit President Thieu along the way to Japan.

President: I will talk to Dr. Kissinger about it. But it is likely to be very difficult.

Bắc: Chúng tôi rất biết ơn những nỗ lực của ngài và của Hoa Kỳ, và chúng tôi hy vọng chúng có thể được duy trì ở mức độ phù hợp.

Tổng thống: Nền kinh tế Việt Nam thế nào?

Phương: Vâng, và ở một số khu vực, Cộng sản cấm thu gom và cố gắng rút cạn.

Bắc: Năm nay chắc chắn sẽ có mùa màng bội thu, và triển vọng dầu mỏ của chúng tôi cũng tốt.

Kissinger: Chúng ta có thể phải đối đầu về giá dầu! Đàm phán với Bắc Việt vào buổi sáng và với Nam Việt vào buổi chiều quả là một trải nghiệm mệt mỏi.

Bắc: Chúng tôi sẽ sớm biết liệu có dầu với số lượng thương mại hay không. Các công ty rất lạc quan, nhưng điều đó sẽ không giải quyết được vấn đề hiện tại của chúng tôi.

In the Oval Office on August 3, 1972, Secretary of State Henry Kissinger tells President Richard Nixon that there’s a 50-50 chance of reaching a settlement with North Vietnam.

That deal would give Nixon a “decent interval,” a face-saving delay of a year or two between his final withdrawal of American troops and the Communists’ final takeover of South Vietnam. “We’ve got to find some formula that holds the thing together [for] a year or two, after which — after a year, Mr. President, Vietnam will be a backwater. If we settle it, say, this October, by January ’74 no one will give a damn.”

Having established a framework for an armistice and the departure a American troops from Vietnam, President Nixon and National Security Adviser Henry A. Kissinger discussed the future trajectory of the war. Most importantly, they wanted to secure a “decent interval” between the removal of those troops, Nixon’s reelection in 1972 and the expected fall of Saigon. At this point in the conversation, Kissinger had just told Nixon they had a 50/50 chance of reaching a settlement with North Vietnam.

President Nixon: Now, let’s look at that just a moment again, think about it some more, but… let’s be perfectly… cold-blooded about it. If you look at it from the standpoint of our game… with the Soviets and the Chinese, from the standpoint of running this country… I think we could take, in my view, almost anything, frankly, that we can force on Nguyễn Văn Thiệu. Almost anything. I just come down to that. You know what I mean?

President Nixon: Because I have a feeling we would not be doing, like I feel about the Israel, I feel that in the long run we’re probably not doing them an in – a disfavor due to the fact that I feel that the North Vietnamese are so badly hurt that the South Vietnamese are probably going to do fairly well. [Kissinger attempts to interject.] But also due to the fact-because I look at the tide of history out there-South Vietnam probably is never going to survive anyway. I’m just being perfectly candid. I-

Henry A. Kissinger: In the pull-out area-

President Nixon: [Unclear] we’ve got to be – if we can get certain guarantees so that they aren’t… as you know, looking at the foreign policy process, though, I mean, you’ve got to be-we also have to realize, Henry, that winning an election is terribly important.

It’s terribly important this year. But can we have a viable foreign policy if a year from now or two years from now, North Vietnam gobbles up South Vietnam? That’s the real question.

Kissinger: If a year or two year from now North Vietnam gobbles up South Vietnam, we can have a viable foreign policy if it looks as if it’s the result of South Vietnamese incompetence.

Kissinger: If we now sell out in such a way that, say, within a three-to four-month period, we have pushed President Thieu over the brink-we-ourselves-I think, there is going to be -even the Chinese won’t like that. I mean, they’ll pay verbal-verbally, they’ll like it.

President Nixon: But it’ll worry them.

Kissinger: But it will worry everybody. And domestically in the long run it won’t help us all that much because our opponents will say we should’ve done it three years ago.

President Nixon: I know.

Kissinger: So we’ve got to find formula that holds the thing together a year or two, after which-after a year, Mr. President, Vietnam will be a backwater. If we settle it, this October, by January 74 no one will give a damn.

President Nixon: Yeah, having in mind the fact that, you know, as we all know, the-the analogy-comparison [to] Algeria is not on-I not at all for us. But on the other hand, nobody gives a goddamn about what happened to Algeria-

Kissinger: Mm-hmm.

President Nixon: -after they got out. [chuckling] You know what I mean? But Vietnam, I must say… Jesus, they’ve fought so long, dying, and now… I don’t know.
