Mặc dù ngài có thể đã nhận được đánh giá khá bi quan về thái độ của công chúng và Quốc hội Hoa Kỳ đối với triển vọng về một khoản viện trợ kinh tế và quân sự đầy đủ, tôi nghĩ tình hình hiện đã thay đổi đáng kể. Việc tái phối trí quân đội của ngài đã phản ánh thực tế tình hình hiện tại ở Việt Nam một cách sinh động hơn nhiều so với lời nói. Do đó, nhận thức về nhu cầu cấp thiết của ngài về một khoản viện trợ bổ sung với số lượng đầy đủ đang ngày càng gia tăng ở đất nước này.
Ngài có thể yên tâm rằng chúng tôi sẽ nỗ lực hết sức để bảo đảm Quốc hội cung cấp đủ viện trợ cho Nam Việt Nam. Chúng tôi hoàn toàn nhận thức được rằng việc này phải được thực hiện nhanh chóng.
Để bảo đảm rằng tôi được thông tin đầy đủ và toàn diện, và rằng các yêu cầu viện trợ quân sự của chúng tôi được thiết kế riêng để đáp ứng nhu cầu thực tế hiện tại của Ngài, tôi đề nghị người bạn cũ của Ngài, Tướng Fred Weyand, tháp tùng Đại sứ Martin khi ông trở về Sài Gòn. Tôi tin chắc rằng Ngài sẽ cùng Đại sứ xem xét tình hình hiện tại một cách thẳng thắn và thông báo đầy đủ cho Đại sứ về những vấn đề mà Ngài và các cố vấn quân sự của Ngài tin là quan trọng nhất vào lúc này.
Tôi cũng biết rằng một số thành viên trong đội ngũ của Ngài đã thỉnh thoảng suy đoán rằng lợi ích của Hoa Kỳ ở những nơi khác đã làm giảm bớt lợi ích của Hoa Kỳ tại Việt Nam. Washington, March 25, 1975.
Dear Mr. President:
I am very much aware of the difficult times you are now experiencing. I have asked Ambassador Martin to convey to you my admiration for your determination, your resolution and courage. I am convinced that in the end the South Vietnamese people, under your [Page 696] leadership, will be successful in their fight to preserve their independence and free institutions.
I very much regret that events over the last twelve months—events which neither of us could completely control—resulted in a diminution of the American material support which your government had fully expected to receive. While I deeply regret the consequent military redeployments you felt compelled to take, I fully understand the reasons for these actions to reduce extended lines of communication and resupply and permit a more effective concentration of your military forces to defend the vital areas.
The essential problem now is to determine with precision the actions we both may take to present the best prospects for the future. Although you may have received a rather gloomy assessment of American public and Congressional attitudes on the prospects for adequate amounts of economic and military aid, I think the situation has now changed considerably. Your military redeployments portrayed the actual realities of the current situation in Vietnam far more graphically than words. Consequently, there is a growing awareness in this country of your urgent need for additional aid in adequate amounts.
You may rest assured that we will make every effort to secure from the Congress adequate amounts of aid for South Vietnam. We fully realize that this must be done promptly.
To insure that I am fully and completely informed and that our military aid requests are specifically designed to meet your actual current needs, I am asking your old friend, General Fred Weyand, to accompany Ambassador Martin on his return to Saigon. I am certain that you will review the current situation with him with complete candor and inform him fully on those items you and your military advisors believe to be the most crucial at this time.
I am also aware that some members of your staff have speculated from time to time that American interests elsewhere have lessened the interest of the United States in Vietnam. Ambassador Martin informs me that you understand this could not possibly be true since the way we discharge our commitment to the Republic of Vietnam inevitably affects the credibility of American interests everywhere. Therefore, our firm intention remains to help insure the Republic of Vietnam’s economic viability and its capability to defend its own freedom and institutions.
Achievement of these aims will require maximum efforts on both sides. It also requires that we remain in close and intimate communication. I have instructed Ambassador Martin to forward directly for my attention any communications which you think necessary.
Our peoples have both surmounted even more difficult times in the past. You and your people may be assured of my continued firm [Page 697] support and of my resolve to do everything I can to help the Republic of Vietnam. Once again, I am confident that our joint endeavors will be successful.

In the Oval Office on August 3, 1972, Secretary of State Henry Kissinger tells President Richard Nixon that there’s a 50-50 chance of reaching a settlement with North Vietnam.
That deal would give Nixon a “decent interval,” a face-saving delay of a year or two between his final withdrawal of American troops and the Communists’ final takeover of South Vietnam. “We’ve got to find some formula that holds the thing together [for] a year or two, after which — after a year, Mr. President, Vietnam will be a backwater. If we settle it, say, this October, by January ’74 no one will give a damn.”

Having established a framework for an armistice and the departure a American troops from Vietnam, President Nixon and National Security Adviser Henry A. Kissinger discussed the future trajectory of the war. Most importantly, they wanted to secure a “decent interval” between the removal of those troops, Nixon’s reelection in 1972 and the expected fall of Saigon. At this point in the conversation, Kissinger had just told Nixon they had a 50/50 chance of reaching a settlement with North Vietnam.
President Nixon: Now, let’s look at that just a moment again, think about it some more, but… let’s be perfectly… cold-blooded about it. If you look at it from the standpoint of our game… with the Soviets and the Chinese, from the standpoint of running this country… I think we could take, in my view, almost anything, frankly, that we can force on Nguyễn Văn Thiệu. Almost anything. I just come down to that. You know what I mean?
President Nixon: Because I have a feeling we would not be doing, like I feel about the Israel, I feel that in the long run we’re probably not doing them an in – a disfavor due to the fact that I feel that the North Vietnamese are so badly hurt that the South Vietnamese are probably going to do fairly well. [Kissinger attempts to interject.] But also due to the fact-because I look at the tide of history out there-South Vietnam probably is never going to survive anyway. I’m just being perfectly candid. I-
Henry A. Kissinger: In the pull-out area-
President Nixon: [Unclear] we’ve got to be – if we can get certain guarantees so that they aren’t… as you know, looking at the foreign policy process, though, I mean, you’ve got to be-we also have to realize, Henry, that winning an election is terribly important.
It’s terribly important this year. But can we have a viable foreign policy if a year from now or two years from now, North Vietnam gobbles up South Vietnam? That’s the real question.
Kissinger: If a year or two year from now North Vietnam gobbles up South Vietnam, we can have a viable foreign policy if it looks as if it’s the result of South Vietnamese incompetence.
Kissinger: If we now sell out in such a way that, say, within a three-to four-month period, we have pushed President Thieu over the brink-we-ourselves-I think, there is going to be -even the Chinese won’t like that. I mean, they’ll pay verbal-verbally, they’ll like it.
President Nixon: But it’ll worry them.
Kissinger: But it will worry everybody. And domestically in the long run it won’t help us all that much because our opponents will say we should’ve done it three years ago.
President Nixon: I know.
Kissinger: So we’ve got to find formula that holds the thing together a year or two, after which-after a year, Mr. President, Vietnam will be a backwater. If we settle it, this October, by January 74 no one will give a damn.
President Nixon: Yeah, having in mind the fact that, you know, as we all know, the-the analogy-comparison [to] Algeria is not on-I not at all for us. But on the other hand, nobody gives a goddamn about what happened to Algeria-
Kissinger: Mm-hmm.
President Nixon: -after they got out. [chuckling] You know what I mean? But Vietnam, I must say… Jesus, they’ve fought so long, dying, and now… I don’t know.
