Qua bức điện thư của Nixon gửi cho Kissinger đã cho thấy
Nixon đang dùng chiến thuật trì hoản để chuẩn bị cho những cuộc oanh tạc kế tiếp
trong tháng Mười Hai, nhất quyết không trở lại buổi đàm phán trong tháng Mười
(điều mà cộng sản giặc Hồ đang đòi hỏi Kissinger phải chấp thuận) củng như
không chấp nhận quân cộng sản giặc Hồ hiện diện tại miền Nam.
Thế nhưng phía cộng sản giặc Hồ khẳng quyết quân Bắc
Việt phải hiện diện tại miền Nam Việt-Nam, Lào và Cambodia.
Chứng tỏ cộng sản giặc Hồ đã phạm vào hiệp ước đình
chiến 1973 Paris Peace Accords.
Ngoài ra từ ghi chú của nội các Nixon cho thấy trì hoản
chiến là kế hoạch của tổng thống Hoa Kỳ và nếu cần có thể dùng những cuộc biểu
tình phản chiến làm áp lực.
