It has been decided that the Geneva Conference will begin to be held on
April 26. The current international situation and the military situation in
Vietnam are favorable for Vietnam to carry out the diplomatic struggle. No
matter what result the Geneva Conference may achieve, we should actively
participate in it. Therefore, we hope that you immediately begin the
preparatory work, organize a delegation to attend the conference, collect
relevant materials, and make all kinds of proposals.... If a ceasefire is to be
achieved, it is better to have a relatively fixed line, so that a relatively
intact region can be maintained. As a matter of a fact, the line for ceasefire
today is possible to become the demarcation line in the future. Therefore, this
is an issue quite big, and it will also depend upon the development of the
military situation in the future. Where should this line be drawn and at which
parallel? This should be considered from two aspects: on the one hand, it
should be favorable to Vietnam; on the other, it should be acceptable to the
enemy side. The more toward the south the line can be drawn, the better. It
seems that the question of [drawing the line at] the 16th parallel could be
considered as one of the options.... Please come to Beijing at the end of March
or in early April, and then go to Moscow to exchange opinions with the Soviet
Party Central Committee.... At present, the headquarters should assign some
people tospecifically work for preparing for the negotiation, but the main
strength should still be placed on commanding combat operations and mobilizing
the masses.
Telegram from Zhou Enlai to Ho Chi Minh encouraging him to send a
delegation to attend the Geneva Conference. According to Zhou Enlai important
decisions will be made in Geneva, including decision on where the boundaries
will be drawn in Vietnam.

Đã quyết định rằng Hội nghị Geneva sẽ bắt đầu được tổ chức vào ngày 26
tháng 4. Tình hình quốc tế hiện tại và tình hình quân sự ở Việt Nam thuận lợi
cho Việt Nam tiến hành đấu tranh ngoại giao. Bất kể Hội nghị Geneva có thể đạt
được kết quả gì, chúng ta nên tích cực tham gia vào đó. Do đó, chúng tôi hy
vọng rằng bạn ngay lập tức bắt đầu công tác chuẩn bị, tổ chức một phái đoàn
tham dự hội nghị, thu thập các tài liệu liên quan và đưa ra đủ loại đề nghị....
Nếu muốn đạt được lệnh ngừng bắn, tốt hơn là nên có một ranh giới tương
đối cố định, để có thể duy trì một khu vực tương đối nguyên vẹn. Trên thực tế,
ranh giới ngừng bắn hiện nay có thể trở thành ranh giới phân định trong tương
lai. Do đó, đây là một vấn đề khá lớn và nó cũng sẽ phụ thuộc vào sự phát triển
của tình hình quân sự trong tương lai. Đường ranh giới này nên được vạch ra ở
đâu và ở vĩ tuyến nào?
Điều này cần được xem xét từ hai khía cạnh: một mặt, nó phải có lợi cho
Việt Nam; mặt khác, nó phải được phía đối phương chấp nhận. Càng về phía Nam
càng tốt. Có vẻ như vấn đề [vạch ranh giới tại] vĩ
tuyến 16 có thể được xem xét là một
trong những phương án....
Xin hãy đến Bắc Kinh vào cuối tháng 3 hoặc đầu tháng 4, sau đó đến
Mátxcơva để trao đổi ý kiến với Ban Chấp hành Trung ương Đảng Cộng sản Liên
Xô....
Hiện tại, bộ chỉ huy nên phân công một số người làm việc cụ thể để chuẩn
bị cho cuộc đàm phán, nhưng sức mạnh chính vẫn nên tập trung vào chỉ huy các
hoạt động chiến đấu và huy động quần chúng.
Điện tín của Chu Ân Lai gửi Hồ Chí Minh khuyến khích ông cử một phái đoàn
tham dự Hội nghị Geneva. Theo Chu Ân Lai, các quyết định quan trọng sẽ được đưa
ra tại Geneva, bao gồm quyết định về việc sẽ phân định ranh giới ở đâu tại Việt
Nam.
