Chỉ đạo Sài Gòn - Gia Định phát động quần chúng đấu tranh [1]
1. Theo đài BBC thì Hương đã gặp Minh nhường quyền tổng thống cho Minh.
Anh cho nắm ngay dư luận và thái độ các tầng lớp quần chúng, các phe phái, nhân vật lực lượng ba, nếu tin này là đúng. Điện gấp về KBN.
2. Trước đây ta đã có dự kiến Thiệu đổ thì cần phải làm gì. Nay Thiệu đổ trong một tình hình ta đang thắng lớn, địch đang thất bại và bối rối, nhưng lại đưa con bài mới
này ra và sẽ đặt vấn đề thương lượng để hạn chế thắng lợi của ta và làm lạc hướng đấu tranh của quần chúng.
Ta vẫn khẳng định phải giành thắng lợi hoàn toàn và triệt để.
Vậy ở Sài Gòn - Gia Định phải nhân cơ hội này mà phóng tay phát động quần chúng mít tinh, hội thảo, biểu tình xuống đường, biểu dương lực lượng mạnh mẽ, xoay quanh khẩu hiệu hoà bình, độc lập, tự do, cơm áo và hoà hợp dân tộc, kết hợp với quyền lợi thiết thân của mỗi giới.
Nhân đó giành quyền làm chủ ở cơ sở vì hiện nay rất nhiều nơi ở bên dưới lỏng rã. Phải gấp rút làm cho cán bộ, đảng viên thông suốt Thông tri số 10/TT.75 của KBN, thấy được tình hình thuận lợi dám táo bạo xốc ra đưa phong trào lên thật mạnh.
Tất nhiên là không phải dốc hết cán bộ ra làm. Và đưa phong trào mít tinh, biểu tình gì thì rút cuộc phải dẫn đến làm chủ ở cơ sở và phát triển mau chóng thực lực (như ở chỗ Sáu Tường làm) để dẫn đến X.
Cần lãnh đạo tư tưởng cho nòng cốt ta tuyên truyền trong những người tích cực ở lực lượng ba đừng mắc mưu bọn đế quốc và phản động đang có âm mưu dùng con bài
mới dùng thương lượng để ngăn ta giành thắng lợi hoàn toàn. Chúng đang dương ra hiện tượng Sài Gòn bị tàn phá nếu bị tấn công để lôi kéo dư luận ngả về thương lượng.
Các anh thấy cần có chủ trương gì sát thì cứ điện về TVKBN.

We were intrigued, in your interesting memorandum of a conversation with [less than 1 line not declassified], November 17,2 at [less than 1 line not declassified] statement that friends of his had seen papers indicating the late Brother Nhu had reached an advanced point in negotiations with the DRV and that terms had been set under which Ho Chi Minh would be President of reunified Viet-Nam, and Nhu Vice President. Both for the historical record and as an indication of how eager the DRV was for a negotiated settlement, it would be [Page 652] interesting to have further details or even copies of such papers. Do you think it would be feasible to pursue the matter, either with [less than 1 line not declassified] or through CAS channels? It seems curious that the Generals have not made public the proof they say they have (“Big” Minh to the Ambassador November 30, Embtel 1093, for example3) of Nhu’s dealings with the North, as further justification for the coup.
From various references I gather [less than 1 line not declassified] interests have taken a strong political turn. Please remember us to him and [less than 1 line not declassified].
Incidentally, on the subject of the ancien regime, you might be interested to know the New York Times yesterday published two pictures of the bodies of Diem and Nhu. They were radiophotos, however, and scarcely recognizable.
