Thường vụ Trung ương Cục miền Nam chỉ rõ việc Dương Văn Minh lên làm tổng thống ngụy quyền Sài Gòn
Ngay sau khi Dương Văn Minh lên làm tổng thống ngụy quyền, Thường vụ Trung ương Cục đã nhận định như sau:
- Âm mưu của Mỹ đưa Dương Văn Minh lên làm tổng thống ngụy quyền nhằm thương lượng với ta, hòng cứu vãn phần còn lại của chính quyền Sài Gòn. Song, thực chất lúc này Dương Văn Minh không còn là đại diện cho lực lượng thứ ba mà đã trở thành tay sai của Mỹ, chống lại cách mạng.
- Trong tình hình hiện tại, bất cứ tên nào lên thay đứng đầu chính quyền ngụy đều là tay sai của Mỹ. Chúng ta phải thực hiện quyết tâm không gì lay chuyển là đánh bại
hoàn toàn Mỹ, ngụy, đánh sụp chế độ thối nát Sài Gòn, công cụ của chế độ thực dân mới của Mỹ, giải phóng hoàn toàn miền Nam, thống nhất đất nước.
Hiện tại, chính quyền trung ương ngụy lung lay cực độ, bọn tay sai và bộ máy kìm kẹp bên dưới hoang mang rệu rã. Đây là điều kiện rất thuận lợi để ta giành thắng lợi hoàn toàn. Tuy nhiên, con bài Dương Văn Minh cũng làm cho một số tầng lớp trên trong lực lượng thứ ba bị mơ hồ.
Ta cần giải thích để họ hiểu rõ bản chất âm mưu của Mỹ và khẳng định chỉ có con đường cách mạng mới đi đến hoà bình, độc lập thực sự, tự do dân chủ, cơm áo và hoà
hợp dân tộc. Phải cương quyết đập tan mọi âm mưu của Mỹ và lật đổ hoàn toàn ngụy quân, ngụy quyền, giành toàn bộ chính quyền về tay nhân dân.

Le Duc Tho: This is a complicated problem. Duong Van Minh is not totally pro-American. Yet, the tripartite government is very provisional.
Le Duc Tho: Duong Van Minh is exactly like this. But the important thing is how to make the US accept the principle of the establishment of a tripartite government. And further discussion on dividing positions and power should be held after this.

We were intrigued, in your interesting memorandum of a conversation with [less than 1 line not declassified], November 17,2 at [less than 1 line not declassified] statement that friends of his had seen papers indicating the late Brother Nhu had reached an advanced point in negotiations with the DRV and that terms had been set under which Ho Chi Minh would be President of reunified Viet-Nam, and Nhu Vice President. Both for the historical record and as an indication of how eager the DRV was for a negotiated settlement, it would be [Page 652] interesting to have further details or even copies of such papers. Do you think it would be feasible to pursue the matter, either with [less than 1 line not declassified] or through CAS channels? It seems curious that the Generals have not made public the proof they say they have (“Big” Minh to the Ambassador November 30, Embtel 1093, for example3) of Nhu’s dealings with the North, as further justification for the coup.
From various references I gather [less than 1 line not declassified] interests have taken a strong political turn. Please remember us to him and [less than 1 line not declassified].
Incidentally, on the subject of the ancien regime, you might be interested to know the New York Times yesterday published two pictures of the bodies of Diem and Nhu. They were radiophotos, however, and scarcely recognizable.
Claire joins me in sending our best regards to you, Kaity, and the children. We hope you survived the change of government without trauma. Our own chagrin at leaving two months too early is still very much alive.4

Immediately after Duong Van Minh took over as President of the puppet government, the COSVN Party Current Affairs Committee issued the following conclusions:
[Summary]
-The goal of the American ploy of making Duong Van Minh the President of the puppet government is to open negotiations with us aimed at saving what is left of the Saigon government. However, in reality Duong Van Minh is no longer a representative of the third force but instead has become an American lackey who is being used to oppose the revolution.
-In the current situation, anyone, no matter who he is, who is placed at the head of the puppet government is a lackey of the Americans. We must carry out our unshakable resolve to completely defeat the Americans and the puppets, destroy the corrupt Saigon government, which is the tool American neocolonialism, completely liberate South Vietnam, and reunify our nation.
At present the puppet national government is extremely shaky, and enemy puppets and the enemy’s apparatus of repression at the lower levels are confused and disintegrating. These conditions are extremely favorable for us to secure total victory. However, the Duong Van Minh card has cause a portion of the upper levels of the third force to become confused and uncertain. We must give them clear explanations to make them understand the true nature of the American scheme and to make them see that only the revolutionary road will lead to peace, true independence, freedom, democracy, prosperity, and national reconciliation. We must resolutely crush every American plot, completely overthrow the entire puppet army and puppet government, and place all governmental power into the hands of the people.
