Thường vụ Trung ương Cục miền Nam chỉ đạo công tác phân loại đối tượng ngụy quân, ngụy quyền đã giam giữ và tiếp tục truy quét các đối tượng phản động.
Sau khi cuộc kháng chiến chống Mỹ thành công, chúng ta đã tổ chức bắt giữ nhiều đối tượng ngụy quân, ngụy quyền. Công việc tiến triển tốt nhưng ở một số địa phương
việc tổ chức triển khai thực hiện chưa đúng với chủ trương đề ra. Nhằm trấn áp triệt để những âm mưu và hành động phá hoại của bọn phản cách mạng, đồng thời tạm
tha những người tham gia cải tạo tốt, Thường vụ Trung ương Cục đã ra Chỉ thị số 12/CT-75 hướng dẫn các địa phương cần khắc phục những thiếu sót trong đợt triển
khai vừa qua là:
1. Trong việc quản huấn, phân loại, nhiều địa phương chưa nắm vững quan điểm lập trường. Một số mở quá rộng diện bắt bớ, giam giữ xét xử và tập trung cải tạo, đồng
thời chậm phân loại nên hiệu quả không cao. Một số khác có thái độ xử trí quá đáng đối với số đông binh sĩ vốn bị địch cưỡng ép đi lính, những người công chức thường
trong bộ máy địch.
2. Chưa nắm vững mục tiêu giáo dục binh sĩ và nhân viên ngụy.
3. Việc phát động quần chúng nổi dậy truy lùng ác ôn, giải toả cho các gia đình có chồng, con bị bắt lính đi đôi với xây dựng củng cố chính quyền cách mạng ở cơ sở
nhiều nơi chưa tốt, còn để phần tử xấu xen vào chính quyền xuyên tạc đường lối chính sách của ta.
Trung ương Cục đề ra một số biện pháp khắc phục như sau:
- Thống nhất quan điểm về chính sách giải quyết việc phân loại và xử trí thích hợp: cần phân biệt bọn ác ôn và bọn phản động hiện hành; phải giam giữ, xử trí, đưa đi cải tạo những đối tượng đã từng có nhiều tội ác nhưng nay đã tuân phục chính quyền cách mạng. Phân biệt diện tập trung cải tạo và bọn ác ôn cần xử trí. Với số binh lính
bị địch bắt ép đi lính cần được giáo dục, giác ngộ về nhiệm vụ người công dân trong chế độ mới.
- Nhanh chóng tiến hành phân loại số đã cải huấn để xử lý đúng chính sách.
- Đối với những binh sĩ, hạ sĩ quan trước đây bị bắt ép đi lính sau khi được học tập có giác ngộ chính trị tốt, cho về nhà làm ăn với sự bảo lãnh của gia đình. Riêng với một
số ít đã bị lưu manh hoá và sống lâu trong quân đội ngụy cần quản chế 6 tháng để chính quyền xã, ấp theo dõi.
- Đối với những trường hợp xác định thành phần liên quan không đúng phải nắm vững nguyên tắc xử trí của Đảng là "Tội ai làm, người ấy chịu".
- Cần đặc biệt chú ý hơn nữa công tác phát động quần chúng quét sạch cơ sở còn lại của địch, trừng trị bọn ác ôn, loại bỏ những phần tử xấu xen vào chính quyền cách
mạng.

After we achieved victory in our resistance war against the Americans, we arrested many puppet soldiers and puppet officials.
This work went well, but in a number of localities this work was not carried out exactly in accordance with our policy guidelines. In order to completely suppress all sabotage plans and actions of the reactionaries and at the same time to grant provisional release to those who accepted reeducation properly, on 20 August 1975 the COSVN Party Current Affairs Committee issued Directive No. 12/CT/75 providing guidance to local authorities to overcome deficiencies in implementing our program:
1. In their work of detaining and categorizing target individuals, many local areas still do not have a firm understanding of our concept and of our positions. A number of
localities have expanded the range of those who should be arrested, detained, tried, and sent to reeducation camps much too broadly, and at the same time they have
been slow in conducting the categorization of target individuals, which has reduced the effectiveness of their efforts. A number of other localities have dealt too harshly
with the large number of soldiers whom the enemy forced to join its army and with ordinary government officials within the enemy's apparatus.
2. Many areas do not have a firm understanding of the goal of our program of educating puppet soldiers and government officials.
3. In many areas the work of inciting the masses to rise up to hunt down enemy thugs, of dealing with those families whose husbands or sons were forced to join the
enemy's armed forces, and of building and consolidating revolutionary governmental institutions at the grass roots level has not been properly carried out. Bad elements
have been allowed to infiltrate into our governmental institutions and to spread distortions about our policies and guidelines.
COSVN has set forward a number of measures to overcome these problems:
-A unified concept regarding our policy on resolving the problem of categorizing and trying target individuals appropriately: We have to identify which individuals are
currently active thugs and reactionaries and we have to detain, try, and send to reeducation those individuals who had previously committed many crimes but have
now agreed to cooperate with the revolutionary government. We must distinguish between the categories of those who are to be to reeducated and thugs who must be
tried. As for enemy troops who were forced to join the enemy's army, they must be educated to understand their responsibilities as citizens under the new regime.
-Quickly categorize those who have been detained and reeducated in order to deal with them correctly in accordance with our policies.
-With regards to privates and non-commissioned officers who were forced to join the enemy's army and who have experienced a proper political awakening during
reeducation, these should be allowed to return home to make a living, sponsored and with guarantees provided by their families. With regards to a small number of them
who were turned into villains and who had served in the puppet army for a long time, they should be kept under house arrest so that local village and hamlet officials could
monitor their activities.
-As for handling those who were previously categorized incorrectly, we must maintain a firm understanding of the Party's principle for dealing with them: "Those who
committed crimes must be punished."
-Greater attention must be devoted to the work of inciting the masses to sweep away any remaining enemy agents, to punishing enemy thugs, and to purging bad
elements who have infiltrated revolutionary governmental organizations.
