"2. Sài Gòn hiện bắt đầu hoảng loạn, có thể xảy ra biến động trong nội bộ địch. Mặt trận Cam Ranh - Phan Rang vỡ, bọn tàn quân chạy về sẽ gây rối lớn.

3. Theo tinh thần hành động táo bạo, kịp thời của Bộ Chính trị, chúng tôi có ý kiến Trung ương Cục và Quân ủy Miền cần có một kế hoạch hành động ngay với lực lượng

sẵn có, dựa vào kế hoạch bước 1 của anh Tư [1], nhưng nay làm nhanh và mạnh, không điều động xáo trộn.

4. Cụ thể:

a) Phía đông tập trung lực lượng tăng, pháo thật mạnh đánh ngay bọn sư đoàn 18, tiêu diệt Xuân Lộc, áp sát Biên Hòa, triển khai ngay pháo nặng khống chế sân bay

Biên Hòa, có điều kiện tốt hay lực lượng mới sẽ đánh chiếm Ô Cấp [2], cắt sông Lòng Tàu.

b) Phía tây, với lực lượng hiện có nên giao bộ đội địa phương bao vây Mộc Hóa, còn chủ lực Miền và khu thì tập trung đánh xuống đường số 4 nhanh hơn, thực hiện chia

cắt và bao vây chiến lược. Nghiên cứu kế hoạch tăng lực lượng tiếp.

c) Hiện nay, tình hình có thể chuyển biến mau lẹ. Sư đoàn 9 cần nằm trong tay Trung ương Cục, sẵn sàng hành động khi có thời cơ, chưa nên điều đi hướng khác trong khi

lực lượng mới chưa vào.

5. Trong lúc đó, tiếp tục nghiên cứu kế hoạch hành động tiếp với lực lượng và binh khí kỹ thuật được tăng thêm".

… 2. Chaos and disorder has begun to appear in Saigon, and there may be a major upheaval within the enemy’s ranks. The enemy’s Cam Ranh-Phan Rang front has collapsed and the enemy troops fleeing back to Saigon will create major disorders.

3. In keeping with the spirit of the Politburo’s instructions to take bold and timely action, we suggest that COSVN and the COSVN Military Party Committee should prepare a plan to take immediate action with the forces you currently have on hand. This plan should be based on Brother Tu’s [Tran Van Tra] plan for Step 1 but should now be carried out more rapidly and more powerfully, without moving units around in ways that would disrupt the timing.

4. Specifically:

a) In the east, mass very powerful tank and artillery forces to immediately attack the enemy’s 18^th Division, overrun Xuan Loc. Press in close to Bien Hoa, immediately deploy heavy artillery guns to bombard and shut down the Bien Hoa Airbase, and if conditions are favorable or if new forces arrive you should also attack and capture O Cap and cut the Long Tau River [Translator’s note: “O Cap” is Vung Tau].

b) To the west, using the forces currently in place, you should turn over the task of surrounding and besieging Moc Hoa to local force units and then concentrate your COSVN and Region main force units to mount more powerful attacks down toward Route 4 in order to cut the highway and strategically divide and isolate the enemy. You should also study a plan for using additional reinforcements that you will receive in the future.

c) The situation may change very rapidly. The 9^th Division must be placed under the direct control of COSVN and be ready to act when an opportunity arises. The division should not be sent to another sector at a time when new forces have not yet arrived in your area.

5. Meanwhile, continue to work on a plan for follow-up action using additional forces and heavy technical equipment that will arrive later.

Cable sent to Van Tien Dung and Tran Van Tra to reiterate Politburo’s instructions on taking bold and timely action and a follow-up plan.
