Để tiến hành một cuộc chiến trên lảnh thổ Việt-Nam,
chính phủ Hoa Kỳ đã có một kế sách tạo ra sự xung đột hải quân trong vịnh Bắc Bộ
bằng hai chiến hạm USS Maddox và Turner Joy trong vùng vịnh Bắc Việt tại hai địa
điểm là Hòn Me và Hòn Ngu (Nghệ!).
Điều đáng lưu ý và mâu thuẩn là trong thời điểm nầy hải
quân miền Bắc không đủ mạnh.
Chỉ có tầu hải quân của Trung cộng được đóng bằng sắt,
hoạt động bao vùng trong vịnh Bắc Bộ.
Hầu hết các tàu hải quân của Bắc Việt đều là những tàu
dùng để đánh cá dọc ven biển được đóng bằng gỗ chứ chưa thật thụ là tầu sắt như
hải quân hiện nay.
Trong trường hợp nầy tầu hải quân của Hoa Kỳ chỉ có thể
đụng độ với hải quân của Trung Cộng và nhận lầm các tầu nầy dưới dạng hải quân
Bắc Việt mà thôi.

Explanation:
It was reported to have been attacked and yet the alleguation proved
false and served as a pretext to start the Vietnam
War in 1964. It led to the Gulf of Tonkin Resolution which enabled the president
to carry out the escalation without any hindrance from Congress.

Supposedly, the USS Maddox was attacked, although
realistically, nothing.
Explanation:
In the Gulf of Tonkin, it was reported by the media that the USS Maddox
was shot by 2 North Vietnamese ships, in order for President Johnson to send
troops, funds, supplies, ammo, weapons, etc over to Vietnam to start the Vietnam
war.
Although, it was later found out that this was a lie,
in order to send the troops in Vietnam. It gave Johnson an excuse to send
troops in from the reasons to start the war which includes The Failure of Ngo
Dinh Diem's government, The Domino Theory and the Battle of Dien Bien Phu, etc.

Ngoài ra Kissinger còn lưu ý rằng nước Trung Hoa là một

Chou En Lai đã cho biết rằng một khi Kissinger biết
nhiều về nước Trung Hoa sẽ không còn lạ lẩm gì về những kỳ bí của đất nước nầy.

Khi đọc đến đây chúng ta sẽ thấy rất khó hiểu về ý
nghỉa câu nói vô thưởng vô phạt của Chou En Lai.
Tuy nhiên nếu biết rằng từ Mao Zedong, Chou En Lai, Đặng
Tiểu Bình và hầu hết những nhân vật trong bộ chính trị Trung Cộng đều là người
có nguồn gốc xuất xứ từ Khazarian Do Thái thì sẽ không ngạc nhiên về câu nói ẩn
ý nầy, vì Kissinger củng có cùng một nguồn gốc với Chou En Lai.

“In addition, I reviewed the current situation in Paris
and pointed out that the talks were blocked because of Hanoi’s insistence on
the overthrow of Thieu and its refusal to agree to ceasefire. I warned that a
breakdown in the negotiations would mean continuation of the way, with
incalculable consequences.
Chou addressed Indochina several times during the first
two days of our talks.
On the first day he asked number of questions about our
position, generally in an intelligent and sympathic manner. There were:
-Were we really to pull out?
-Would we close all our bases?
-Why would we wish to leave a ‘tail,’
such as some advisers and/ or the Thieu Government?
-Would we be prepared to accept having the Indochinese
people determine their own future?
-Why did we wish a cease-fire?
-Would we wish to continue giving aid to the present
government?
It was clear that he understood the linkage between
Taiwan and Vietnam and did not object to it. He also was extremely concerned
about the possibility of escalation. In addition, he made the following points:
-He revealed that he had not been
informed about the secret meetings we have had with the North Vietnamese in
Paris recently.
-He said that China only had two objectives with regard
to a Vietnam settlement:
*There must be a withdrawal of US and
Allied forces.
*The people of the three Indochinese
countries must be left to decide their own future.
-He insisted that China would keep
hands off after a settlement.
On the second day Chou took a hader line. As part of a
generally tough presentation, he attached the Thieu and Lon Nol Governments and
he charged us with having committed ‘aggression’ in Indochina since World War
II. He warned that we should pull out completely and not leave a ‘tail’ behind
in the form of advisers since these would be the entering wedge for a new
involvement.
He warned about the dangers
of escalation but also made clear that China would not intervene. He explained
several times that Chinese assistance to Hanoi had never included combat
forces—there had only been some bridged building and road repair crews during
the bombing.
He stressed that there were no Chinese
advisors in Indochina nor would there be:
