Dear Mr. President:
As we are approaching the second anniversary of the
signing of the Paris Agreement of 27 January 1973, I wish to draw your
attention to the very grave situation our country is facing as a result of the
continuing aggression carried out by North Vietnamese troops in South Viet-Nam.

Khi chúng ta sắp kỷ niệm hai năm ký kết Hiệp định Paris ngày 27
tháng 1 năm 1973, tôi muốn ngài chú ý đến tình hình rất nghiêm trọng mà đất nước
chúng tôi đang phải đối mặt do sự xâm lược liên tục của quân đội Bắc Việt ở miền
Nam Việt Nam.
Indeed during the last two years, and despite the existence of the Paris
Agreement, North Viet-Nam has vastly increased its military capability in the
south, stepped up land and population grabbing operations and launched
incessant attacks against outposts, bases, district towns which were
indisputably under the jurisdiction and control of our government long before
the Paris Agreement was concluded. The recent capture of the Phuoc-Long
Province last week—certainly the most massive and the most blatant violation of
the Paris Agreement—clearly shows that the North Vietnamese and their political
instrument in the south, the “National Liberation
Front,” have completely disregarded the agreement. It is quite
evident by now that North Viet-Nam instead of seeking a political solution
within the framework of the Paris Agreement, has again resorted to military
adentures to impose their will over South Viet-Nam.
Quả thực trong hai năm vừa qua, bất chấp sự tồn tại của Hiệp Định
Paris, Bắc Việt đã tăng cường đáng kể khả năng quân sự ở miền Nam, đẩy mạnh các
hoạt động chiếm đoạt đất đai và dân cư, đồng thời phát động các cuộc tấn công
liên tục nhằm vào các tiền đồn, căn cứ, thị trấn nằm trong tầm kiểm soát của
quân đội, thuộc thẩm quyền và sự kiểm soát không thể chối cãi của chính phủ
chúng tôi từ rất lâu trước khi thỏa thuận Paris được ký kết. Vụ chiếm tỉnh Phước Long gần đây vào tuần trước—chắc chắn là vụ vi
phạm lớn nhất và trắng trợn nhất đối với Hiệp Định Paris—cho thấy rõ rằng Bắc
Việt và công cụ chính trị của họ ở miền Nam, “Mặt trận Dân tộc Giải
phóng”, đã hoàn toàn coi thường Hiệp Định. Chứng
cứ rõ ràng là hiện nay Bắc Việt thay vì tìm kiếm một giải pháp
chính trị trong khuôn khổ Hiệp Định Paris lại sử dụng các cuộc phiêu lưu quân sự
cưỡng chiếm áp đặt lên miền Nam Việt Nam.
You are certainly aware, Mr. President, that this continued aggression
from North Viet-Nam constitutes a most serious threat to the survival of South
Viet-Nam as a free and independent country and destroys the chance for the
South Vietnamese people to exercise their right of self-determination, a
principle for the defense of which more than fifty thousand young Americans as
well as hundreds of thousands of Vietnamese had sacrificed their lives. To
uphold this principle, our troops have fought gallantly and well, and since the
withdrawal of all allied troops they have shown determination and ability to go
forward alone to preserve our independence and freedom.
Thưa Tổng thống, chắc chắn Ngài biết rõ rằng sự xâm lược liên tục của
Bắc Việt là mối đe dọa nghiêm trọng nhất đối với sự tồn vong của miền Nam Việt
Nam là một quốc gia tự do và độc lập, phá hủy cơ hội cho người dân miền Nam Việt
Nam thực hiện quyền tự quyết của mình, một nguyên tắc mà hơn năm mươi ngàn
thanh niên Mỹ cũng như hàng trăm ngàn người Việt Nam đã hy sinh mạng sống của
mình để bảo vệ nó. Để giữ vững nguyên tắc này, quân đội chúng tôi
đã chiến đấu dũng cảm bền bỉ, kể từ khi toàn bộ đồng minh đã triệt thoái, họ đã
thể hiện quyết tâm và khả năng chính mình tiến lên để bảo vệ nền độc lập và tự
do của chúng tôi.
Nevertheless
as North Viet-Nam continues to receive large quantities of war material from
Communist countries to pursue their armed aggression against South Viet-Nam, we
must rely on the assistance of the United States of America for the supply of
equipment and ammunition necessary to our defence. In most cases we have
sustained setbacks solely because of the Communist massive application of fire
power and armor; on our side our troops had to count every single shell they
fire in order to make the ammunition last.
Tuy nhiên, do miền Bắc Việt Nam tiếp tục nhận được số lượng lớn quân
viện chiến tranh từ các nước Cộng sản để tiến hành cuộc xâm lược vũ trang của họ
chống lại miền Nam Việt Nam, chúng ta phải trông cậy vào sự hỗ trợ của Hợp chủng
quốc Hoa Kỳ để cung cấp thiết bị và đạn dược cần thiết cho sự phòng thủ của chúng
tôi. Trong hầu hết các trường hợp, chúng ta phải chịu những thất bại chỉ
vì Cộng sản sử dụng hỏa lực và xe thiết giáp một cách ồ ạt. Về phía chúng tôi, quân đội chúng tôi phải đếm từng quả đạn bắn ra
để tiết kiệm đạn.
I
understand that some sections of the American public opinion have been induced
into believing that too much aid to the Republic of [Page 613] Viet-Nam would
only prolong the war and encourage us not to seek a political solution. The
record clearly shows the opposite. Reduction of military assistance to Viet-Nam
by the U.S. Congress has only encouraged the Communists. Thus, they have broken
off all the negotiations in Saigon as well as in Paris and systematically
rejected all our proposals for general elections. Taking advantage of the
scarcity of our supplies and hoping that adequate aid for us will not be
forthcoming, they are once again undertaking to destroy our government
structure by force of arms with a view of imposing a solution of their own.
Tôi hiểu rằng một số bộ phận dư luận Mỹ đã bị xúi giục để tin rằng
viện trợ quá nhiều cho Việt Nam Cộng hòa sẽ chỉ kéo dài chiến tranh và khuyến
khích chúng ta không tìm kiếm một giải pháp chính trị. Tài (dữ) liệu cho thấy
rõ điều ngược lại. Việc Quốc hội Hoa Kỳ cắt giảm viện
trợ quân sự cho Việt Nam chỉ khuyến khích những người Cộng sản. Như vậy, họ đã cắt đứt mọi cuộc đàm phán ở Sài Gòn cũng như ở
Paris và bác bỏ một cách có hệ thống mọi đề nghị của chúng tôi về tổng tuyển cử.
Lợi dụng sự khan hiếm nguồn tiếp liệu của chúng tôi và mong
rằng sẽ không có viện trợ đầy đủ cho chúng tôi, họ một lần nữa đang tiến hành
phá hủy cơ cấu chính phủ của chúng tôi bằng vũ lực nhằm áp đặt một giải pháp của
riêng họ.
Two
years ago we signed the Paris Agreement with the hope that the elaborate
structure for global peace would effectively work. We also signed with the
great conviction that should the Communists resort to the use of force again we
will be provided with adequate means to defend ourselves.
Hai năm trước, chúng ta đã ký Hiệp Ước Paris với hy vọng rằng cấu
trúc phức tạp cho hòa bình toàn cầu sẽ hoạt động hiệu quả. Chúng tôi cũng đã ký kết
với niềm tin chắc chắn rằng nếu Cộng sản sử dụng vũ lực một lần nữa, chúng tôi
sẽ được cung cấp các phương tiện thích hợp để tự vệ.
Today I wish to appeal to you to take all necessary action to preserve
the Paris Agreement. I am aware of and thankful for the numerous personal
efforts and intervention you have made in our behalf since you took over the
highest office of your great country. I am also very heartened by your decision
last week to seek more supplemental military assistance for the Republic of
Viet-Nam.
Hôm nay tôi muốn kêu gọi Ngài thực hiện mọi hành động cần thiết để
bảo vệ Hiệp Ước Paris. Tôi lưu tâm và biết ơn về nhiều nỗ lực cá nhân
và sự can thiệp mà Ngài đã thực hiện thay mặt cho chúng tôi kể từ khi Ngài tiếp
quản chức vụ cao nhất trên đất nước vĩ đại của Ngài. Tôi
cũng rất vui mừng trước quyết định của Ngài vào tuần trước trong việc tìm kiếm
thêm sự hỗ trợ quân sự bổ sung cho Việt-Nam Cộng-Hòa.
I hope that you will be successful in convincing the United States
Congress and the American people that the cutbacks and restrictions in aid to
the Republic of Viet-Nam could undermine its very survival and eventually make
a mockery of the commitment of the United States to the defence of peace in
Viet-Nam.
Tôi hy vọng rằng Ngài sẽ thành công trong việc thuyết phục Quốc hội
và người dân Hoa Kỳ rằng việc cắt giảm và hạn chế viện trợ cho Việt-Nam Cộng-Hòa
có thể làm suy yếu sự tồn vong của nước này và cuối cùng tạo ra sự nhạo báng về
cam kết của Hoa Kỳ đối với việc bảo vệ nền hòa bình tại Việt Nam.
I trust that you and the Secretary of State will not spare any effort to
preserve the Paris Agreement and to ensure that the countless sacrifices that
our two nations have made will not be made in vain.
