Article 1—To depose Ngo Dinh Diem and abolish the presidential regime;

Article 2—To dissolve the government led by Ngo Dinh Diem;

(Text)

Considering that the base of the democratic regime is that national sovereignty belong s to all the people;

Considering that the Vietnamese people have chosen a democratic regime and are determined to protect this regime;

Considering that the executive, legislative and judiciary powers were not respected;

Considering that many articles of the 26 October 1956 Constitution must be amended;

Considering that the national elections previously held by the Diem government were deceitful and fraudulent;

The revolutionary Military Council convened at the General Staff Headquarters of the Vietnamese Republican Armed Forces on 1 November decides:

Article 1—To suspend temporarily the 26 October 1956 Constitution;

Article 2—To dissolve the legislative National Assembly elected by the national election of 27 September 1963;

Article 3—This resolution takes effect as of the signing of the resolution.
