đường cho Tàu cộng chiếm biển, đảo Việt-Nam mà thôi.

Workers Party of Vietnam Delegation at the Central Committee of the Romanian
Communist Party

The Romanian participants at the reception were comrades: Nicolae
Ceausescu, Ion Gheorghe Maurer, Gheorghe Apostol, General Ion Ionita, Andre
Pacuraru and Ion Moanga, the People’s Republic of Romania ambassador in Hanoi.
The delegation of the Workers Party of Vietnam was composed of comrades:
Những người Rumani tham dự buổi tiếp tân gồm có các đồng chí: Nicolae
Ceausescu, Ion Gheorghe Maurer, Gheorghe
Apostol, Tướng Ion Ionita, Andre
Pacuraru và Ion Moanga, đại sứ Cộng hòa
Nhân dân Rumani tại Hà Nội. Đoàn đại biểu Đảng Lao
động Việt Nam gồm có các đồng chí:
Le Duc Tho, Political Bureau member and C.C. Secretary of the Workers
Party of Vietnam, Tran Quang Huy, candidate C.C. member, deputy chief of the
propaganda and agitation section of the C.C. of the Workers Party of Vietnam
and Hoang Tu, D.R. Vietnam Ambassador in P.R. Romania.
Lê Đức Thọ, Ủy viên Bộ Chính trị, Bí thư Trung ương Đảng Lao động
Việt Nam, Trần Quang Huy, ứng cử viên Trung ương, Phó Trưởng ban Tuyên
giáo Trung ương Đảng Lao động Việt Nam và Hoàng Tú, Đại sứ Cộng hòa Việt
Nam tại Cộng hòa Rumani.
Cde. Le Duc Tho: We are very grateful for the fact that although you are
very tired after your Party Congress, nevertheless you have made the time to
receive us. That is further proof of the profound sympathy that you have
nourished towards us. Personally, it is the first time I have come to Romania
and I believe the memory of it will remain indelible.
Cde. Lê Đức Thọ: Chúng tôi rất biết ơn vì mặc dù ngài
rất mệt sau Đại hội Đảng, nhưng ngài vẫn dành thời gian để tiếp chúng tôi. Đó
là bằng chứng nữa cho thấy sự đồng cảm sâu sắc mà ngài dành cho chúng tôi.
Riêng tôi, đây là lần đầu tiên tôi đến Romania và tôi tin rằng ký
ức về chuyến đi này sẽ không bao giờ phai mờ.
Cde. N. Ceausescu: We are very grateful to the Workers Party of Vietnam
for sending a delegation to our Congress. Of course, the work of the Congress
was not easy, but we consider that it is well we use this occasion in order to
talk, in order to exchange views.
Cde. N. Ceausescu: Chúng tôi rất biết ơn Đảng Lao động
Việt Nam đã cử một phái đoàn đến Đại hội của chúng tôi. Tất nhiên, công việc
của Đại hội không dễ dàng, nhưng chúng tôi cho rằng chúng tôi nên sử dụng dịp
này để nói chuyện, để trao đổi quan điểm.
Cde. Le Duc Tho: Even some of the American officials have
recognized that through military means they can resolve nothing in Vietnam.
This proves that the Americans are not able to win this struggle. However, they
desire to engage in immediate negotiations because they are in positions of
force. We consider this to be in their interest. Regarding ourselves, the
Vietnamese, we have experience with negotiations.
Cde. Lê Đức Thọ: Ngay cả một số viên chức Mỹ cũng
thừa nhận rằng thông qua các biện pháp quân sự, họ không thể giải quyết được
bất cứ điều gì ở Việt Nam. Điều này chứng tỏ rằng người Mỹ không thể chiến thắng trong cuộc đấu tranh này. Tuy nhiên, họ muốn tham gia vào các cuộc đàm phán ngay lập tức vì
họ đang ở vị trí có vũ lực. Chúng tôi coi điều này là vì lợi ích của họ. Về bản
thân chúng tôi, người Việt Nam, chúng tôi có kinh nghiệm đàm phán.
We signed the Geneva accords with the French in 1954. We have drawn the
conclusion that if we cannot obtain victory through fighting then it is
difficult to obtain that victory at the negotiation table, because the result
of the negotiation table is in fact the result of the fight carried out on the
front. If we had not won the Battle of Den Bien Phu it would have been hard to
win the treaty at Geneva. The Pathet Lao won the Battle of Antara.
Chúng ta đã ký hiệp định Geneva với Pháp vào năm 1954. Chúng ta đã rút ra
kết luận rằng nếu chúng ta không thể giành chiến thắng thông qua chiến đấu thì
khó có thể giành được chiến thắng đó trên bàn đàm phán, vì kết quả của bàn đàm
phán thực chất là kết quả của cuộc chiến đấu diễn ra trên mặt trận. Nếu chúng
ta không giành chiến thắng trong Trận Điện Biên Phủ thì sẽ khó có thể giành
được hiệp ước tại Geneva. Pathet Lào đã giành chiến thắng trong Trận Antara.
In this fight they took down 5,000 of the enemy soldiers. As a result of
that victory, the comrades from the Pathet Lao achieved the Geneva Accords of
1962. We oppose negotiations. We have fought against the French and we signed
agreements with them. We are signing agreements when we are sure that we win
and when these agreements are in favor of the interests of our people.
Trong cuộc chiến này, họ đã hạ gục 5.000 quân địch. Nhờ chiến
thắng đó, các đồng chí Pathet Lào đã đạt được Hiệp định Geneva năm 1962. Chúng tôi phản đối
đàm phán. Chúng tôi đã chiến đấu chống lại người Pháp và chúng tôi đã ký
các thỏa thuận với họ. Chúng tôi ký các thỏa thuận khi chúng tôi chắc chắn rằng
chúng tôi sẽ thắng và khi các thỏa thuận này có lợi cho nhân dân chúng tôi.
This document is a transcription of the conversation exchanged between
Nicolae Ceausescu and Le Duc Tho regarding the reception of the Vietnamese
Workers Party delegation by the Romanian Communist Party and the reluctance of
the Vietnamese to engage in negotiations with the United States over the
Vietnam conflict.
