Trong 2 tuần kể từ khi Chiến Dịch Công Lý cho VRLH được phát động ngày 15 tháng 1, 2019, BPSOS đã vận động mạnh mẽ với chính quyền Hoa Kỳ, chính quyền Liên Âu và Uỷ Ban Nhân Quyền LHQ cho mục tiêu khẩn cấp là bảo vệ những người đang bị chính quyền địa phương đặt vào tầm ngắm.

Ngày 18 tháng 1, BPSOS đã liên lạc văn phòng của 3 dân biểu Hoa Kỳ và cung cấp cho họ hồ sơ về VRLH trước cuộc họp của họ và Đại Sứ Hoa Kỳ ở Việt Nam, Ông Daniel Kritenbrink.

Ngày hôm sau, Ts. Nguyễn Đình Thắng, Tổng Giám Đốc kiêm Chủ Tịch BPSOS, cùng Cô Carol Nguyễn, phối hợp viên Các Hoạt Động về Vận Động Chính Sách, họp với chuyên viên đặc trách Việt Nam của Uỷ Hội Hoa Kỳ về Tự Do Tôn Giáo Quốc Tế (US Commission on International Religious Freedom, USCIRF). Tại buổi họp vấn đề VRLH là một trong những đề tài được bàn luận.

“Chúng tôi tin rằng vụ cưỡng chế phá nhà và chiếm đất của xóm đạo Công Giáo này sẽ được đưa vào bản phúc trình của USCIRF sẽ được công bố vào tháng 3,” Ts. Thắng nói.

Ngày 24 tháng 1, BPSOS đã gửi tài liệu về VRLH đến cơ quan ngoại giao và quốc phòng (European External Action Service, viết tắt là EEAS) của chính quyền Liên Âu. Ngày 28 tháng 1, tổ chức CSW ở Anh Quốc đã dùng tài liệu này tại buổi họp với các giới chức EEAS để chuẩn bị cho cuộc đối thoại nhân quyền giữa Liên Âu và Việt Nam vào ngày 4 tháng 3 tới đây.

Ngày 30 tháng 1, qua một bản báo cáo chung, BPSOS đã đề nghị Uỷ Ban Nhân Quyền LHQ đưa vụ VRLH vào nghị trình của cuộc kiểm điểm Việt Nam về thực thi Công Ước Quốc Tế về Quyền Dân Sự và Chính Trị, sẽ diễn ra ở Geneva ngày 11 và 12 tháng 3 tới đây.

Theo Ts. Thắng thì đây là đợt báo cáo lần 2 để chuẩn bị cho cuộc kiểm điểm sắp đến. Các báo cáo đợt 1 đã được nộp vào ngày 30 tháng 4 năm 2018. Dựa vào đó Uỷ Ban Nhân Quyền LHQ đã lập danh sách các vấn đề để yêu cầu Việt Nam giải trình. Ngày 8 tháng 12, chính phủ Việt Nam đã trả lời.

“Báo cáo đợt 2 là để phản biện các trả lời không đầy đủ hoặc thiếu chính xác của chính phủ Việt Nam,” Ts. Thắng giải thích.

Song song với các hoạt động về quốc tế vận kể trên, khoảng chục người có lòng ở nhiều thành phố Hoa Kỳ đã cùng nhau hình thành “nhóm kết nghĩa” để yểm trợ khối cư dân ở VRLH tự bảo vệ trước các biện pháp đàn áp có thể đến từ phía chính quyền, và báo cáo mọi diễn biến để BPSOS kịp thời báo động quốc tế.

Theo thông tin từ BPSOS, 2 nhân chứng của vụ cưỡng chế khu VRLH sẽ đến Hoa Kỳ hôm nay.

“Chúng tôi chắc chắn sẽ mời họ tham gia các cuộc tiếp xúc với các giới chức Bộ Ngoại Giao, các thành viên của Quốc Hội, và các Uỷ Viên của Uỷ Hội Tự Do Tôn Giáo Quốc Tế của Hoa Kỳ trong những ngày tháng tới,” Ts. Thắng cho biết

Hiện nay, những ngày trước Tết cổ truyền, người Tàu đã đến nhiều tỉnh miền Tây để mua đất vườn, đất ruộng. Họ mua với giá rất đắt, gấp 20 lần giá bình thường: ví dụ ở Núi Cấm - xã An Hảo - huyện Tịnh Biên - An Giang, giá đất bình thường dao động từ 20 triệu đến 25 triệu /1 công (một công = 1000 mét 2). Nhưng người Trung Quốc đến trả luôn giá từ 400 triệu đến 500 triệu/1 công.
Dân miền Tây đa phần là nghèo, nay thấy người mua đất với giá cao như vậy thì bán. Hơn nữa phải có sự tiếp tay của những kẻ có chức có quyền thì sự mua bán này mới diễn ra được, đúng không các bạn?

Kính thưa Quý Vị,
Đất Nước ta hiện trong cơn nguy khốn: Đảng CSVN đã và đang áp đặt nền thống trị độc tài toàn trị và áp bức lên toàn dân Việt. Đảng CSVN vẫn nằm trong vòng kiềm tỏa của Trung Cộng, mù quáng bám vào “Xã Hội Chủ Nghĩa” lỗi thời nhằm duy trì quyền lực và làm tay sai của bá quyền xâm lược.

Trong khi đó, nhà cầm quyền Cộng Sản Bắc Kinh đang mưu đồ bành trướng thống trị thế giới qua quỷ kế “Một vành đai, một con đường”, trong lúc thế giới đang tìm phương thức ngăn chận nhưng chưa có kết quả.

Tình hình Việt Nam thậm cấp chí nguy, nếu Quốc Dân Việt vẫn tiếp tục vô cảm, không đoàn kết một lòng để chống giặc thì một ngày không xa đất nước sẽ lâm vào cảnh nhà tan cửa nát, Việt Nam sẽ trở thành một tỉnh thuộc trị của Tàu. 

Trước hoàn cảnh này, vào tháng 8 năm 2018, một số người Việt Nam trong và ngoài nước hằng khắc khoải trước nỗi đau của Dân Tộc, đã cùng nhau thành lập Nhóm Khởi Xướng để tìm giải pháp cho vấn nạn của Tổ Quốc, sau đó đã mời thêm nhiều tổ chức, đoàn thể, nhân sĩ yêu nước chân chính khác tham gia vào Ủy Ban thành lập một Liên Minh với mục đích đoàn kết Dân Tộc, vận động toàn dân đứng lên chống sự xâm lăng Tàu Cộng giữ gìn nền Độc Lập, bảo vệ chủ quyền, sự toàn vẹn lãnh thổ và thiết lập một thể chế Tự Do, Dân Chủ cho Việt Nam.

Vượt qua những khó khăn ban đầu với rất nhiều nỗ lực giữa quốc nội và hải ngoại, Ủy Ban đã tạm hoàn thành những văn kiện căn bản cho một liên minh đấu tranh, tất cả đều đồng thanh thành lập tổ chức có danh xưng: Liên Minh Việt Nam Độc Lập Dân Chủ với chủ trương đường lối căn bản như sau:
1-      Vận động toàn dân thực hiện cuộc “CÁCH MẠNG DÂN CHỦ”, thiết lập một thể chế TỰ DO DÂN CHỦ tại Việt Nam đồng thời chống giặc ngoại xâm và sự Hán hóa Việt Nam của nhà cầm quyền Bắc Kinh để bảo vệ nền ĐỘC LẬP DÂN TỘC.
2-      Thu hồi các phần đất và biển đảo đã mất vào tay Trung Cộng một cách phi pháp trước đây và ngăn chận những mất mát trong tương lai.
3-      Nghiên cứu và chuẩn bị cho việc xây dựng đất nước thời hậu Cộng Sản để người dân hưởng cảnh thái bình, thịnh trị và hạnh phúc.
Những nguyên tắc căn bản cho các hoạt động của Liên Minh như sau:
1-      Liên Minh hoạt động như một tổng lực dân tộc, lấy nội lực dân tộc làm căn bản, liên minh với các chính đảng, đoàn thể, các tổ chức xã hội dân sự, các thân hào nhân sĩ, kể cả những thành phần trong guồng máy cai trị có quyết tâm từ bỏ chủ nghĩa cộng sản lỗi thời và vô nhân, cùng toàn dân hợp lực chống ngoại xâm phương Bắc và xây dựng một đất nước thực sự dân chủ tự do, phá bỏ chế độ độc tài toàn trị, nguyên nhân gây ra những thảm cảnh và nguy cơ cho đất nước hiện nay về mọi phương diện.
2-      Liên Minh chủ trương một chính phủ được dân bầu một cách dân chủ là điều kiện tiên quyết để tạo uy tín và chính danh, với sự trợ giúp của quốc tế để đòi lại chủ quyền của những phần đất, biển đảo đã mất về giặc ngoại xâm.
3-      Liên Minh dựa trên căn bản pháp lý quốc tế về nhân quyền và chủ quyền quốc gia về lãnh thổ và lãnh hải, như Luật quốc tế về biển UNCLOS, phán quyết của Tòa Trọng Tài Thường Trực quốc tế 2016 về đường Lưỡi Bò, một hoặc nhiều phần của hiệp định Genève, hiệp định Paris hoặc các hiệp ước trước đây nếu giúp ích cho việc thu hồi lãnh thổ lãnh hải đã mất trước đây.
4-      Những tổ chức tham dự trong Liên Minh đều bình đẳng, hợp tác trong tinh thần vì nước vì dân đặt quyền lợi của Tổ Quốc và dân tộc là tối thượng.
Tổ chức Liên Minh Việt Nam Độc lập Dân Chủ  gồm “Hội Đồng Đại Biểu” quy tụ đại diện các đoàn thể và nhân sĩ tham gia để vạch chính sách và đường lối của Liên Minh, “Hội Đồng Điều Hành” để điều hành Liên Minh và “Hội Đồng Cố Vấn”.
Hôm nay,  ngày 26 tháng 1 năm 2019, chúng tôi đồng thanh công bố Liên Minh Việt Nam Độc lập Dân Chủ chính thức ra đời và hoạt động:
I)                  Nhóm Khởi Xướng:

-          Linh Mục Nguyễn Văn Lý: Linh Mục Tổng Giáo Phận Huế, Tù nhân Lương tâm Việt Nam, Nối kết Tập Hợp Quốc Dân Việt.
-          Chánh trị sự Hứa Phi: Trưởng Ban Đại Diện Khối Nhơn Sanh Cao Đài Tòa Thánh Tây Ninh (Cao Đài Chơn Truyền).
-          Hòa Thượng Thích Không Tánh: Phó Viện Trưởng Hội Đồng Điều Hành Tăng Đoàn Giáo Hội Phật Giáo Việt Nam Thống Nhất.

Bilateral economic and trade relations
Since the normalization of relations between the two countries in 1991, economic and trade cooperation between the two countries has developed rapidly. The bilateral trade volume increased from 32.23 million US dollars in 1991 to 19.46 billion US dollars in 2008.
(1) Trade. The bilateral trade volume in 2008 was US$19.46 billion, a year-on-year increase of 28.8%. China remains Vietnam's largest trading partner. My exports are mainly mechanical and electrical products and industrial raw materials. I mainly import mineral resources and agricultural products from Vietnam. From January to August 2009, bilateral trade volume was US$12.19 billion.
(2) Contracting projects. By the end of 2008, Chinese enterprises had signed a total of 11.27 billion US dollars in foreign contracted projects, labor cooperation and external design consulting contracts in Vietnam, with a turnover of 5.43 billion US dollars. From January to June 2009, Chinese companies signed contracts for new contracts in Vietnam of 1.39 billion US dollars and completed a turnover of 1.08 billion US dollars.
(3) Investment. By the end of 2008, China had invested a total of 590 million US dollars in direct investment in Vietnam. Vietnam’s cumulative investment in China amounted to US$470 million, and the actual amount reached US$110 million. From January to June 2009, China’s direct investment in Vietnam was 32.1 million US dollars. [1]

Boundary problem
The Sino-Vietnamese border territorial issues include the land boundary, the Beibu Gulf division, and the sovereignty and maritime rights disputes in the Nansha Islands and its adjacent waters. The two sides agreed to resolve the above issues through peaceful negotiations and consultations.
After the efforts of both sides, the two countries reached an agreement on the remaining issues of land boundary demarcation on December 31, 2008, and jointly announced the completion of the goal of completing the landmark demarcation of the land boundary in 2008 as determined by the leaders of the two countries. On February 23, 2009, China and Vietnam held a ceremony at the Pingxiang Friendship Pass in Guangxi to celebrate the successful completion of the Sino-Vietnamese land boundary demarcation.
On December 25, 2000, the two countries officially signed the Sino-Vietnamese Agreement on the Delimitation of the Territorial Sea, the Exclusive Economic Zone and the Continental Shelf in the Beibu Gulf and the Sino-Vietnamese Beibu Gulf Fisheries Cooperation Agreement. The two agreements mentioned above are currently performing well.
Since 1995, China and Vietnam have established a group of experts on maritime issues to hold talks on the dispute over the Nansha Islands. So far, 11 rounds have been held. The two sides agreed to seek a proper solution through friendly consultations and explore the possibility of cooperation.
In November 2005, the two sides agreed to start the demarcation negotiations for the waters outside the Beibu Gulf Bay as soon as possible and to discuss the joint development of the sea area. So far, the two sides have held five rounds of negotiations. The most recent one was August 12-14, 2009. Chinese Vice Foreign Minister Wu Dawei came to Vietnam to discuss the maritime issue with Vice Foreign Minister Hu Chunshan. [1] 
69th anniversary of diplomatic relations
On the evening of January 17, 2019, the Chinese Embassy in Vietnam hosted a reception in Hanoi, Vietnam, to celebrate the 69th anniversary of the establishment of diplomatic relations between China and Vietnam. More than 200 people including Vietnamese economic, national defense and diplomatic departments, representatives of Chinese-funded institutions and foreign students attended the reception.
At the reception, Xiong Bo, Chinese ambassador to Vietnam, said that Sino-Vietnamese relations showed a good momentum of development in 2018. The two parties and the two countries had frequent high-level interactions, and the bilateral trade volume reached a new high, close to 150 billion US dollars. Chinese companies have seen rapid growth in investment in Vietnam. China has become Vietnam's largest source of tourists, with nearly 5 million visitors to Vietnam. The complementary advantages and great potential of deepening pragmatic cooperation between the two countries are increasingly apparent. This year is an important year for China-Vietnam relations. China and Vietnam will maintain the momentum of high-level exchanges of visits, continuously strengthen the political leadership of high-level strategic communication on bilateral relations, accelerate the development of the "One Belt and One Road" and "two corridors and one circle" development strategy, expand two The friendly exchanges between the two countries have promoted the sustained, healthy and stable development of China-Vietnam relations.
Xiong Bo said that under the new situation, it is in the fundamental interests of the two peoples that China and Vietnam continue to strengthen unity and friendship and deepen mutually beneficial cooperation. China is willing to work together with Vietnam to implement the important consensus of the leaders of the two parties and the two countries, and to promote more fruitful cooperation between China and Vietnam in various fields and bring more tangible benefits to the two peoples.
In his speech, Qi Chunchun, member of the Central Committee of the Communist Party of Vietnam and Minister of Agriculture and Rural Development, said that in 2018, Vietnam and China have made many gratifying progress in various fields of cooperation. The senior leaders of the two parties and the two countries have maintained frequent communication and contacts. The cooperation mechanism between the ministries and commissions has been continuously expanded and fruitful, and private exchanges and local cooperation have been active.
Qi Chunqiang said that in the past year, in the context of the complex changes in the world economy, Vietnam and China have worked hard to overcome difficulties, economic stability and rapid growth, and to achieve various economic and social development goals. China-Vietnam bilateral relations

I. Bilateral Political RelationsChina and Vietnam established diplomatic relations on January 18, 1950. The traditional friendship between China and Vietnam and the two peoples goes back to ancient times. In the long-term revolutionary struggle, the Chinese government and people fully support the anti-French and anti-American struggles, and provide Vietnam with enormous military and economic assistance. As China continues to be a strong backing, the two countries are conducting political, military, and economic fields. Extensive cooperation. In the late 1970s, Sino-Vietnamese relations deteriorated. In November 1991, at the invitation of General Secretary Jiang Zemin and Premier Li Peng, General Secretary of the Communist Party of Vietnam Du Mei and Chairman of the Council of Ministers Wu Wenjie led a delegation to visit China. The two sides announced the end of the past and opened up the future, and the relations between the two parties and the two countries were normalized.

Since then, relations between the two parties and the two countries have fully recovered and developed in depth. The leaders of the two countries have maintained frequent exchanges of visits and contacts, and the friendly exchanges and mutually beneficial cooperation between the two sides in various fields have been continuously strengthened. At the beginning of 1999, the general secretary of the two parties determined the framework of the relationship between the two countries in the new century of "long-term stability, future-oriented, good-neighborly friendship, and all-round cooperation." In 2000, the two countries issued a "Joint Statement" on comprehensive cooperation in the new century, and made specific plans for developing bilateral friendly cooperative relations.

From February 27 to March 1, 2002, General Secretary of the CPC Central Committee and President Jiang Zemin paid an official goodwill visit to Vietnam. The two sides exchanged in-depth views and reached important consensus on strengthening relations between the two parties and the two countries in the new century, namely: maintaining high-level exchanges; expanding and deepening bilateral economic and trade cooperation; educating the two peoples with the spirit of long-term friendship between China and Vietnam; speeding up the work of land boundary demarcation and Follow-up negotiations on the Beibu Gulf Fisheries Cooperation Agreement; deepen exchanges between the two sides in the management of the party and the theory of socialist construction; expand and deepen the exchanges between the two countries' diplomatic, defense, security and public security departments and youth. The two sides signed the "Agreement on Economic and Technical Cooperation between the Governments of China and Vietnam" and the "Framework Agreement between the Chinese and Vietnamese Governments on China's Provision of Concessional Loans to Vietnam". General Secretary Jiang also delivered a speech entitled "To Create a Bright Future for Sino-Vietnamese Relations" at the National University of Hanoi.

From April 7 to 11, 2003, General Secretary of the Communist Party of China, Nong Duc Manh, paid a working visit to China. II. Bilateral economic and trade relations and economic and technological cooperation

(1) Trade. China has become Vietnam's second largest trading partner. In 2002, bilateral trade volume reached US$3.264 billion, up 15.8% year-on-year. China's exports are mainly motorcycles, machinery and equipment, refined oil products and light industrial products. Imports of crude oil, ore and agricultural products are mainly from Vietnam. In recent years, the annual border trade volume between the two countries has reached about 400 million U.S. dollars.

(2) Investment and contract labor services. By the end of 2002, China had 233 investment projects in Vietnam, with an agreement amount of more than US$370 million. The investment is mainly concentrated in the assembly of electromechanical products, food processing, real estate and other industries. In 2002, China’s direct investment in Vietnam accelerated significantly. There were 60 newly approved investment projects in the year, with an agreement amount of US$70.83 million, a year-on-year increase of 39.5% and 17%. The number of projects and the amount of the agreement are ranked third and seventh in the year of the world's countries and regions. In addition, since 1991, China and Vietnam have signed 2,700 contracts for contracting projects, labor cooperation and design consultations with a total contract value of over US$1.4 billion.

III. Bilateral Exchanges and Cooperation

in Other Aspects Since the normalization of Sino-Vietnamese relations, the exchanges and cooperation between the two countries in the fields of culture, science and technology, education and military have continued to develop in breadth and depth. IV. Border Issues The

Sino-Vietnamese border territorial issues include land borders, the division of the Beibu Gulf, and the sovereignty and maritime rights disputes in the Nansha Islands and its adjacent waters. The two sides agreed to resolve the above issues through peaceful negotiations and consultations.

After the efforts of both sides, the two countries formally signed the Sino-Vietnamese Land Border Treaty in Hanoi on December 30, 1999. On July 6, 2000, the two parties exchanged ratifications of the treaty in Beijing, and the Land Border Treaty entered into force. At present, the Sino-Vietnamese land boundary demarcation is underway.

On December 25, 2000, the two countries officially signed the Sino-Vietnamese Agreement on the Delimitation of the Territorial Sea, the Exclusive Economic Zone and the Continental Shelf in the Beibu Gulf and the Sino-Vietnamese Beibu Gulf Fisheries Cooperation Agreement. Follow-up negotiations on the Beibu Gulf Fisheries Cooperation Agreement are also intensifying.

Since 1995, China and Vietnam have established a group of experts on maritime issues to hold talks on the dispute over the Nansha Islands. So far, seven rounds have been held. The two sides agreed to seek a proper solution through friendly consultations and explore the possibility of cooperation.

V. Important bilateral agreements At

the invitation of General Secretary of the CPC Central Committee and President Jiang Zemin, Vietnamese President Chen Deliang paid an official goodwill visit to China on December 25, 2000. The two sides signed and issued the "Joint Statement of the People's Republic of China and the Socialist Republic of Vietnam on Comprehensive Cooperation in the New Century" in Beijing. The full text of the statement is as follows: The

People's Republic of China and the Socialist Republic of Vietnam (hereinafter referred to as "the two sides") are socialist neighbors with long-standing traditional friendly relations. Over the past 50 years since the establishment of diplomatic relations, China-Vietnam relations have been continuously consolidated and developed.

Since the normalization of relations between the two countries in 1991, they have been published during the high-level leadership meetings between the two countries in 1991, 1992, 1994, 1995 and 1999. On the basis of the principles recognized in the Joint Communiqué and the Joint Statement, the traditional friendship, mutual trust, equality and mutually beneficial relations between the two countries have developed rapidly in various fields, and exchanges between various departments and levels have been frequent.

In February 1999, the general secretary of the two parties determined the 16-character policy of developing bilateral relations in the 21st century, namely, "long-term stability, future-oriented, good-neighborly friendship, and all-round cooperation." This is in the fundamental interests of the two peoples and is conducive to peace, stability and development in the region and the world.

The two sides reaffirmed their continued promotion of the all-round development of state relations in accordance with the purposes and principles of the UN Charter, the Five Principles of Peaceful Coexistence and the recognized norms of international relations. The Communist Party of China and the Communist Party of Vietnam continue to develop friendly and cooperative relations on the basis of the principles of independence, complete equality, mutual respect, and non-interference in internal affairs.

In order to effectively implement the 16-word guidelines and push bilateral relations to a new stage of development in the 21st century, the two sides agreed to strengthen and expand cooperation in the following areas:

First, maintain regular high-level meetings and promote bilateral relations. Development will add new impetus; further strengthen the friendly exchanges and various forms of exchanges and cooperation between various departments, mass organizations and localities of the two countries.

Second, strengthen the publicity and education of the friendly traditions of the younger generations of the two countries; carry out friendly exchanges and exchanges between the youths of the two countries, contribute to the friendship and mutual trust between the two peoples, and make the friendship and mutual trust between the two peoples Some people have cooperated and developed in depth.

Third, in accordance with the principles of equality, mutual benefit, pragmatism, complementary advantages, diverse forms, and common development, we will continue to strengthen and expand cooperation in the areas of economy, trade, science and technology. To this end, the two sides agreed to work together in the following areas:

(1) Give full play to the role of the Economic and Trade Cooperation Committee of the two governments in strengthening bilateral economic and trade relations and investment cooperation. Expand the economic, trade and investment cooperation between the two sides by further exerting the role of the main channel of large companies, expanding the trade of bulk commodities, and encouraging and supporting enterprises of both sides to carry out large-scale project cooperation. Cultivate a good market environment, continuously tap potential, ensure the sustained and steady growth of bilateral trade; maintain a stable investment policy, create favorable conditions for mutual investment between enterprises of both sides; actively implement the "Border Trade Agreement", strengthen coordination and management, and standardize the border between the two countries trading.

(2) Giving full play to the macro guidance and coordination role of the Joint Committee on Science and Technology Cooperation between the two countries, promoting scientific and technological exchanges and cooperation, and guiding and encouraging relevant government departments, research institutes, universities and technology-based enterprises in information, biology and agriculture, Extensive scientific and technological cooperation in meteorology, oceans, environmental protection, peaceful use of nuclear energy, and areas of mutual interest.

(3) Actively promote mutually beneficial cooperation between agriculture, forestry and fishery in the two countries, encourage and support relevant enterprises and departments of the two countries to strengthen exchanges on crops, livestock and poultry breeding, agricultural and forestry products processing, agricultural machinery manufacturing, marine fishing, and aquaculture. (4) Strengthen exchanges and cooperation between the two sides in the areas of finance and finance and macroeconomic regulation and control.

(5) Strengthen cooperation in the field of transportation, jointly develop international rail passenger and cargo transport between the two countries, expand international rail transport to third countries, and promote personnel and commodity exchanges.

(8) Strengthening information exchange and cooperation between the two sides in the fields of environmental protection, disaster prevention and relief, meteorology and hydrology; and jointly commit to the development and cooperation of the Mekong River Basin.

(9) Expand cooperation and exchange experiences in urban planning, construction, management, development, and personnel training.

Fourth, continue to strengthen bilateral cooperation and cooperation in the international and regional multilateral areas such as the United Nations, the ASEAN Regional Forum, East Asia Cooperation, APEC, ASEM, promote the unity and cooperation of developing countries, and continue to work to establish fair and rational international politics. The new economic order has made new contributions to maintaining regional and world peace, stability and development.

The two sides appreciated the positive role of ASEAN organizations in regional stability and development and reiterated that they will continue to work to strengthen the good-neighborly partnership of mutual trust between ASEAN countries and China and make positive efforts for the long-term stability and prosperity of Asia, especially in East Asia.

Continue to strengthen the annual consultation mechanism for senior officials of the two foreign ministries and exchange views on bilateral relations and regional and international issues of common concern.

V. To enhance mutual understanding and trust through multi-level and multi-field military exchanges, further strengthen the relationship between the two defense agencies and the two militaries, and expand exchanges and cooperation in the security field.

6. Strengthen exchanges and cooperation between the culture, sports and news media of the two countries, including increasing mutual visits, exchanging experiences, and conducting personnel training.

7. Expand cooperation in the field of education, including the exchange of international students and teachers, and encourage and support the cooperation between higher education institutions, education departments and research institutions.

8. Strengthen cooperation between the two sides in preventing and combating various transnational crimes, as well as exchanges and cooperation between the courts, procuratorates, public security, and judicial administrations of both sides, and enhance the exchange of experience between the discipline inspection and supervision departments in combating corruption and promoting clean government.

9. The two sides agreed that the two countries signed the "Treaty of the People's Republic of China and the Socialist Republic of Vietnam Treaty", the "Delimitation Agreement between the People's Republic of China and the Socialist Republic of Vietnam on the Territorial Sea, the Exclusive Economic Zone and the Continental Shelf of the Beibu Gulf" and The Agreement on Fisheries Cooperation between the Government of the People's Republic of China and the Government of the Socialist Republic of the Republic of Vietnam has far-reaching historical significance and will further promote the development of good-neighborly friendship and comprehensive cooperative relations between the two countries in the 21st century. The two sides pledged to earnestly implement the relevant agreements signed by the two countries, actively cooperate and strive to build the border between the two countries into a border of peace, friendship and long-term stability.

The two sides agreed to continue to maintain the existing maritime negotiating mechanism and insist on a peaceful and negotiated approach to seek a basic and long-term solution acceptable to both sides. Before the problem is solved, the two sides will actively explore the possibilities and measures for cooperation in the fields of marine environmental protection, meteorological hydrology, disaster reduction and disaster prevention in the spirit of easy and difficult. At the same time, neither side takes action to complicate or magnify the dispute, and does not resort to force or threat of force. The two sides should promptly negotiate the differences and adopt a calm and constructive attitude to properly handle them; they will not affect the normal development of bilateral relations due to differences.

10. The two sides reaffirmed the "China-Vietnam Joint Communiqué" and 1999 on November 10, 1991, November 22, 1994 and December 2, 1995. The consensus reached in the Sino-Vietnamese Joint Statement on February 27: Vietnam reiterated the one-China policy. Vietnam recognizes that the government of the People's Republic of China is the sole legal government representing the whole of China, and Taiwan is an inalienable part of China's territory. Vietnam and Taiwan only engage in unofficial economic and trade exchanges. It is absolutely different from Taiwan to develop official relations. The Chinese side expressed its understanding and appreciation for the above-mentioned position on the Vietnamese side. The Chinese side reiterated that the Taiwan issue is purely China's internal affair and resolutely opposes the establishment of diplomatic relations with Taiwan by any country that has established diplomatic relations with China, or any official exchanges.

This Joint Declaration was signed in Beijing on December 25, 2000, in duplicate, each in Chinese and Vietnamese, both texts being equally authentic.

一、双边政治关系

2002227日至31日,中共中央总书记、国家主席江泽民对越南进行正式友好访问。双方就加强新世纪两党两国关系深入交换意见并达成重要共识,即:保持高层交往;扩大和加深两国经贸合作;以中越长期友好的精神教育两国人民;加快陆地边界勘界工作和北部湾渔业合作协定后续谈判;深化双方在治党治国经验和社会主义建设理论方面的交流;扩大和加深两国外交、国防、安全和公安等部门以及青少年交流。双方签署了《中越两国政府经济技术合作协定》和《中越两国政府关于中国向越南提供优惠贷款的框架协议》。江总书记还在河内国家大学发表了题为《共创中越关系的美好未来》的演讲。

二、双边经贸关系和经济技术合作

(一)贸易。中国已成为越南第二大贸易伙伴。2002年双边贸易额达32.64亿美元,同比增长15.8%,中国出口商品主要是摩托车、机械设备、成品油和轻工产品,从越南主要进口原油、矿石和农产品。近年两国边境贸易额年均约4亿美元。

(二)投资及承包劳务。截至2002年底,中国对越投资项目共233个,协议金额超过3.7亿美元。投资主要集中在机电产品组装、食品加工、不动产等行业。2002年,中国对越南直接投资速度明显加快,全年新批投资项目60个,协议金额7083万美元,同比增长39.5%17%。项目数和协议金额分列世界各国和地区当年对越投资的第3位和第7位。此外,1991年以来,中国与越南共签订承包工程、劳务合作及设计咨询合同2700份,合同总额逾14亿美元。

三、其它方面的双边交往与合作

中越关系正常化以来,两国在文化、科技、教育和军事等领域的交流与合作不断向广度和深度发展,党、政、军、群众团体和地方省市交往日趋活跃,合作领域不断扩大。双方还组织了社会主义理论研讨会和青少年交流活动。两国部门间签署了外交、公安、经贸、科技、文化、司法等合作文件近40项。两国空运、海运、铁路等均已开通,边境省区7对国家级口岸也已开通。

四、边界问题

中越边界领土问题包括陆地边界、北部湾划分和南沙群岛及其附近海域的主权和海洋权益争议等三方面。双方同意通过和平谈判协商解决上述问题。

经过双方努力,两国于19991230日在河内正式签署《中越陆地边界条约》。200076日,双方在北京互换条约批准书,《陆地边界条约》正式生效。目前中越陆地边界勘界立碑工作正在进行。

20001225日,两国在北京正式签署中越《关于在北部湾领海、专属经济区和大陆架的划界协定》和中越《北部湾渔业合作协定》。北部湾渔业合作协定的后续谈判也正在加紧进行。

1995年起,中越成立海上问题专家小组,就南沙群岛争议问题举行谈判,迄已进行7轮。双方同意通过友好协商寻求妥善的解决办法,同时探讨开展合作的可能性。

五、重要双边协议

中共中央总书记、国家主席江泽民的邀请,越南国家主席陈德良于20001225日起对中国进行正式友好访问。双方在北京签署并发表了《中华人民共和国和越南社会主义共和国关于新世纪全面合作的联合声明》。声明全文如下:

中华人民共和国和越南社会主义共和国(以下简称双方)是有着悠久传统友好关系的社会主义邻邦。建交五十年来,中越关系不断得到巩固和发展。

自一九九一年两国关系正常化以来,在一九九一年、一九九二年、一九九四年、一九九五年和一九九九年两国高层领导会晤期间发表的《联合公报》和《联合声明》所确认的各项原则基础上,两国传统友好、互信、平等、互利关系在各个领域得到迅速发展,各部门、各个级别之间的交往频繁。

一九九九年二月,两党总书记确定了二十一世纪发展两国关系的十六字方针,即长期稳定、面向未来、睦邻友好、全面合作。这符合两国人民的根本利益,有利于地区和世界的和平、稳定与发展。

双方重申,继续根据《联合国宪章》的宗旨和原则、和平共处五项原则以及公认的国际关系准则,促进国家关系的全面发展。中国共产党和越南共产党继续在独立自主、完全平等、互相尊重、互不干涉内部事务的原则基础上发展友好合作关系。

为有效落实十六字指导方针,在二十一世纪把两国关系不断推向新的发展阶段,双方同意在以下领域加强和扩大合作:

一、保持经常性的高层会晤,为推动两国关系发展增添新的动力;进一步加强两国各部门、群众组织和地方的友好往来和多种形式的交流与合作。

二、加强对两国青年一代进行友好传统的宣传教育;开展两国青少年之间的友好交流与往来,为增进两国人民之间的友谊和互信作出贡献,使两国人民的友谊、互信和合作后继有人,深入发展。

三、根据平等互利、注重实效、优势互补、形式多样、共同发展的原则,继续加强和扩大两国经贸、科技等领域的合作。为此,双方同意在以下领域共同努力:

(一)充分发挥两国政府经济贸易合作委员会在加强两国经贸关系和投资合作方面的作用。通过进一步发挥大公司的主渠道作用、扩大大宗商品贸易、鼓励和支持双方企业开展大型项目合作等多种形式,扩大双方经济、贸易和投资合作。培育良好的市场环境,不断挖掘潜力,确保双边贸易的持续稳定增长;保持稳定的投资政策,为双方企业相互投资创造有利条件;积极贯彻实施《边境贸易协定》,加强协调管理,规范两国边境贸易。

(二)发挥两国政府间科技合作联合委员会的宏观指导和协调作用,促进科技交流与合作,引导和鼓励两国有关政府部门、科研院所、大学和科技型企业在信息、生物和农业、气象、海洋、环境保护、和平利用核能以及双方共同感兴趣的领域开展广泛的科技合作。

(三)积极推动两国农、林、渔业的互利合作,鼓励和支持两国有关企业和部门在农作物、家畜家禽良种培育、农林产品加工、农业机械制造、海洋捕捞、水产养殖等方面加强交流和合作。

(四)加强双方在财政和金融领域以及宏观经济调控方面的交流与合作。

(五)加强交通运输领域的合作,共同发展两国之间的国际铁路客货联运,扩大通往第三国的国际铁路联运,促进人员和商品交流。

(六)鼓励两国邮电部门在通讯网络现代化、应用新技术、开拓新业务等方面加强交流与合作。

(七)扩大旅游合作,鼓励两国旅游部门在管理、宣传、营销、人员培训等方面交流经验,加强合作,并为两国公民和第三国公民赴两国旅游提供便利。

(八)加强双方在环境保护、防灾救灾和气象水文等领域的信息交流合作;共同致力于湄公河流域的开发与合作。

(九)在城市规划、建设、管理、发展,以及人员培训等方面扩大合作,交流经验。

四、继续加强双方在联合国、东盟地区论坛、东亚合作、亚太经合组织、亚欧会议等国际和区域多边领域的合作与配合,推进发展中国家的团结与合作,继续致力于建立公正合理的国际政治经济新秩序,为维护地区和世界和平、稳定与发展作出新贡献。

双方赞赏东盟组织在地区稳定与发展中的积极作用,重申将继续致力于加强东盟国家与中国的睦邻互信伙伴关系,为亚洲特别是东亚的持久稳定和繁荣做出积极的努力。

继续强化两国外交部高级官员年度磋商机制,就双边关系以及双方共同关心的地区和国际问题交换意见。

五、通过开展多层次、多领域的军事交往,增进相互了解和信任,进一步密切两国防务机构和两军之间的关系,扩大安全领域的交流与合作。

六、加强两国文化、体育和新闻媒体的交流与合作,包括增加互访、交流经验、开展人员培训等。

七、扩大在教育领域的合作,包括交换留学生、教师,鼓励和支持双方高等院校、教育部门和研究机构加强直接合作。

八、加强双方在预防和打击各种跨国犯罪方面的合作,以及双方法院、检察院、公安、司法行政等机关的交流与合作,增进双方纪检监察部门在反腐倡廉方面的经验交流。

九、双方一致认为,两国签署《中华人民共和国和越南社会主义共和国陆地边界条约》、《中华人民共和国和越南社会主义共和国关于在北部湾领海、专属经济区和大陆架的划界协定》和《中华人民共和国政府和越南社会主义共和国政府北部湾渔业合作协定》,具有深远的历史意义,将进一步推动两国睦邻友好、全面合作关系在二十一世纪取得更大发展。双方承诺认真履行两国签署的有关协议,积极合作,努力把两国边界建设成为和平、友好、长期稳定的边界。

双方同意,继续维持现有海上问题谈判机制,坚持通过和平谈判,寻求一项双方都能接受的基本和长久的解决办法。在问题解决前,双方本着先易后难的精神,积极探讨在海上,诸如海洋环保、气象水文、减灾防灾等领域开展合作的可能性和措施。与此同时,双方均不采取使争端复杂化或扩大化的行动,不诉诸武力或以武力相威胁。双方对产生的分歧应及时进行磋商,采取冷静和建设性的态度,予以妥善处理;不因分歧而影响两国关系的正常发展。

十、双方再次确认,一九九一年十一月十日、一九九四年十一月二十二日、一九九五年十二月二日《中越联合公报》和一九九九年二月二十七日《中越联合声明》达成的共识:越南方面重申一个中国的政策,越南承认中华人民共和国政府是代表全中国的唯一合法政府,台湾是中国领土不可分割的一部分。越南同台湾只进行非官方经贸往来,绝不同台湾发展官方关系。中国方面对越南方面的上述立场表示理解和赞赏。中国方面重申,台湾问题纯属中国内政,坚决反对与中国建立外交关系的国家同台湾建立任何形式的官方关系,或进行任何具有官方性质的往来。

本《联合声明》于20001225日在北京签署,一式二份,每份均用中文和越文写成,两种文本同等作准。

China's relationship with Vietnam

I. Bilateral political relations
China and Vietnam established diplomatic relations on January 18, 1950. The traditional friendship between China and Vietnam and the two peoples goes back to ancient times. In the long-term revolutionary struggle, the Chinese government and people fully support Vietnam's struggle against the law and the anti-American struggle. Vietnam regards China as a strong backing. The two countries have conducted extensive cooperation in the political, military, and economic fields. In the late 1970s, Sino-Vietnamese relations deteriorated. In November 1991, at the invitation of General Secretary Jiang Zemin and Premier Li Peng, General Secretary of the Communist Party of Vietnam Du Mei and Chairman of the Council of Ministers Wu Wenjie led a delegation to visit China. The two sides announced the end of the past and opened up the future, and the relations between the two parties and the two countries were normalized.
Since then, relations between the two parties and the two countries have fully recovered and developed in depth. The leaders of the two countries have maintained frequent exchanges of visits and contacts, and the friendly exchanges and mutually beneficial cooperation between the two sides in various fields have been continuously strengthened. At the beginning of 1999, the general secretary of the two parties determined the framework of the relationship between the two countries in the new century of "long-term stability, future-oriented, good-neighborly friendship, and all-round cooperation." In 2000, the two countries issued a "Joint Statement" on comprehensive cooperation in the new century, and made specific plans for developing bilateral friendly cooperative relations.
From February 27 to March 1, 2002, General Secretary of the CPC Central Committee and President Jiang Zemin paid an official goodwill visit to Vietnam. The two sides exchanged in-depth views and reached important consensus on strengthening relations between the two parties and the two countries in the new century, namely: maintaining high-level exchanges; expanding and deepening bilateral economic and trade cooperation; educating the two peoples with the spirit of long-term friendship between China and Vietnam; speeding up the work of land boundary demarcation and Follow-up negotiations on the Beibu Gulf Fisheries Cooperation Agreement; deepen exchanges between the two sides in the management of the party and the theory of socialist construction; expand and deepen the exchanges between the two countries' diplomatic, defense, security and public security departments and youth. The two sides signed the "Agreement on Economic and Technical Cooperation between the Governments of China and Vietnam" and the "Framework Agreement between the Chinese and Vietnamese Governments on China's Provision of Concessional Loans to Vietnam". General Secretary Jiang also delivered a speech entitled "To Create a Bright Future for Sino-Vietnamese Relations" at the National University of Hanoi.
From April 7 to 11, 2003, General Secretary of the Communist Party of China, Nong Duc Manh, paid a working visit to China. The leaders of the two parties and the two countries expressed their willingness to continue to strengthen and develop the traditional friendship and comprehensive friendly cooperative relations between China and Vietnam, and further enrich and enrich The connotation of the 16-word policy of long-term stability, future-oriented, good-neighborliness and all-round cooperation has continuously raised China-Vietnam relations to a new level, so that the two countries and the two peoples will be good neighbors, good friends, good comrades and good partners. From June 13 to 15, Chinese Foreign Minister Li Zhaoxing visited Vietnam and exchanged views with the Vietnamese leaders on strengthening bilateral relations, deepening mutually beneficial cooperation and international and regional issues of common concern and reached broad consensus.
From October 6 to 7, 2004, at the invitation of the Prime Minister of the Socialist Republic of Vietnam, Pan Wenkai, Premier Wen Jiabao of the State Council of the People's Republic of China paid an official visit to Vietnam. During the visit, Premier Wen Jiabao and Prime Minister Phan Van Khai held talks and met with General Secretary of the Central Committee of the Communist Party of Vietnam, Nong Duc Manh, President Chen Deliang and President of the National Assembly, Weng An. In a sincere, friendly and pragmatic atmosphere, the leaders of the two countries exchanged in-depth views on strengthening bilateral relations and international and regional issues of common concern and reached broad consensus. The visit was a complete success. The two sides issued the "Joint Communiqué."
From July 18 to 22, 2005, Chen Deliang, President of the Socialist Republic of Vietnam, paid a state visit to China. During the visit, President Hu Jintao and Chairman Chen Deliang held talks. The leaders of the two countries exchanged in-depth views on how to consolidate and strengthen bilateral relations and regional and international issues of common concern in a sincere and friendly atmosphere and reached broad consensus. The successful completion of the visit has played a positive role in promoting the development of China-Vietnam good-neighborly friendship and comprehensive cooperative relations. The two sides issued the "Joint Communiqué."
From October 31 to November 2, 2005, General Secretary of the Central Committee of the Communist Party of China and President of the People's Republic of China Hu Jintao paid an official goodwill visit to Vietnam. During the visit, General Secretary Hu Jintao and the President of the State held talks with General Secretary Nong Duc Manh and Chen Deliang, and met respectively with Vietnamese Prime Minister Phan Van Khai and President of the National Assembly, Weng An, and were invited to deliver a speech in the Vietnamese National Assembly. In a cordial and friendly atmosphere, the leaders of the two sides exchanged in-depth views on further strengthening and developing relations between the two parties and the regional and international issues of common concern and reached broad consensus. The two sides believe that this successful visit will raise the good-neighborly friendship and all-round cooperation between the two parties and the two countries to a new level of development, and will also have a positive impact on peace, stability, development and cooperation in the region and the world.

From October 20 to 25, 2008, Vietnamese Prime Minister Nguyen Tan Dung officially visited China and attended the 7th ASEM Summit. From April 26 to May 1, 2010, Vietnamese Prime Minister Nguyen Tan Dung came to China to attend the opening ceremony of the Shanghai World Expo and visited Shanghai, Jiangsu and Zhejiang. President Hu Jintao met with him.
From October 28 to 30, 2010, Premier Wen Jiabao of the State Council went to Hanoi, Vietnam to attend the East Asian Leaders' Meeting and met with General Secretary of the Communist Party of China, Nong Duc Manh, and Prime Minister Nguyen Tan Dung.

From August 26 to 27, 2014, General Envoy of the Central Committee of the Communist Party of Vietnam, Member of the Political Bureau of the Central Committee of the Communist Party of Vietnam, and Li Qiying, the Standing Secretary of the Secretariat, visited China. From November 9 to 11, 2014, Vietnamese President Zhang Jinchuang came to China to attend the 1992 APEC 22nd Informal Leaders' Meeting. General Secretary of the CPC Central Committee and President Xi Jinping met with him.

2. Bilateral economic and trade relations and economic and technological cooperation
(1) Trade. In 2015, bilateral trade volume was US$95.82 billion, an increase of 14.6%. From January to October 2016, bilateral trade volume was US$77.46 billion, an increase of 0.5%. My exports are mainly mechanical and electrical products, machinery and fabrics, textile fibers and other raw materials. I mainly import mineral resources and agricultural products from Vietnam.
(2) Contracting projects. As of August 2016, the cumulative amount of contracts contracted by Chinese enterprises was 38.14 billion US dollars, and the turnover was 31.45 billion US dollars. From January to August 2016, the newly signed contracts amounted to 1.36 billion US dollars, and the turnover was about 3.53 billion. Dollar.
(3) Investment. As of October 2016, China’s direct investment in Vietnam was US$3.85 billion.
3. Exchanges and cooperation in other fields
Since the normalization of Sino-Vietnamese relations, exchanges and cooperation between the two countries in the fields of culture, science and technology, education, and military have continued to develop in a broad and in-depth manner. Party, government, military, mass organizations, and local provinces and cities have become increasingly active, and the areas of cooperation have expanded. The two sides also carried out socialist theory seminars and youth exchange activities. Cooperation documents between the two countries have been signed in various fields such as diplomacy, public security, economy and trade, science and technology, culture and justice. Air transport, sea transportation and railways have been opened in both countries.

Fourth, the boundary problem
The Sino-Vietnamese border territorial issues include the land boundary, the Beibu Gulf division, and the sovereignty and maritime rights disputes in the Nansha Islands and its adjacent waters. The two sides agreed to resolve the above issues through peaceful negotiations and consultations.
After the efforts of both sides, the two countries reached an agreement on the remaining issues of land boundary demarcation on December 31, 2008, and jointly announced the completion of the goal of completing the landmark demarcation of the land boundary in 2008 as determined by the leaders of the two countries. In November 2009, the two governments signed the "China-Vietnam Land Border Boundary Protocol", the "China-Vietnam Land Border Management System Agreement" and the "China-Vietnam Border Port and its Management System Regulations", which came into effect in July 2010.
On December 25, 2000, the two countries officially signed the Sino-Vietnamese Agreement on the Delimitation of the Territorial Sea, the Exclusive Economic Zone and the Continental Shelf in the Beibu Gulf and the Sino-Vietnamese Beibu Gulf Fisheries Cooperation Agreement. The two agreements mentioned above are currently performing well. In January 2006, the two sides initiated negotiations on the demarcation of the waters outside the Beibu Gulf and discussed the joint development of the sea area. On December 19, 2015, the two sides launched a joint investigation of offshore work in the waters outside the Beibu Gulf, which was completed on April 20, 2016.
Since 1995, China and Vietnam have established a group of experts on maritime issues to hold talks on the dispute over the Nansha Islands. So far, 11 rounds have been held. The two sides agreed to seek a proper solution through friendly consultations and explore the possibility of cooperation. In October 2011, the two sides signed the "Agreement on the Basic Principles for the Guidance of the Resolution of China-Vietnam Maritime Issues" (hereinafter referred to as the "Agreement"). In February 2012, during the meeting between the heads of the Chinese and Vietnamese government border delegations, the two sides made positive progress in implementing the specific measures of the Agreement, and agreed to set up a working group on the offshore waters of the Beibu Gulf, and a working group of cooperation experts in the low-sensitive areas at sea. In May 2012, the two working groups held the first round of consultations. The Beibu Gulf Bay offshore working group has held 7 rounds of consultations, and the working group on cooperation in the low-sensitivity field has held 9 rounds of consultations.
During the visit of Prime Minister Li Keqiang to Vietnam in October 2013, the two sides announced the establishment of a working group on maritime joint development consultation. In December 2013, the leaders of the two sides held their first meeting, and five rounds of consultations have been held.

一、双边政治关系
中国和越南于1950118日建交。中越两国和两国人民之间的传统友谊源远流长。在长期的革命斗争中,中国政府和人民全力支持越南抗法、抗美斗争,越南视中国为坚强后盾,两国在政治、军事、经济等领域进行了广泛的合作。七十年代后期,中越关系恶化。199111月,应江泽民总书记和李鹏总理的邀请,越共中央总书记杜梅、部长会议主席武文杰率团访华,双方宣布结束过去,开辟未来,两党两国关系实现正常化。
此后,两党两国关系全面恢复并深入发展。两国领导人保持频繁互访和接触,双方在各领域的友好交往与互利合作不断加强。1999年初,两党总书记确定了新世纪两国长期稳定、面向未来、睦邻友好、全面合作关系框架。2000年,两国发表关于新世纪全面合作的《联合声明》,对发展双边友好合作关系作出了具体规划。

二、双边经贸关系和经济技术合作
(一)贸易。2015年,双边贸易额958.2亿美元,增长14.6%20161月至10月,双边贸易额774.6亿美元,增长0.5%。我出口商品主要为机电产品、机械设备和面料、纺织纤维以及其他原辅料,从越南主要进口矿产资源和农产品等。
(二)承包工程。截至20168月,中国企业在越累计签订承包工程合同额381.4亿美元,完成营业额314.5亿美元,其中20161月至8月,新签合同额13.6亿美元,完成营业额约35.3亿美元。
(三)投资。截至201610月,中方对越直接投资存量38.5亿美元。
三、其他领域交往与合作
中越关系正常化以来,两国在文化、科技、教育和军事等领域的交流与合作不断向广度和深度发展,党、政、军、群众团体和地方省市交往日趋活跃,合作领域不断扩大。双方还开展了社会主义理论研讨会和青少年交流活动。两国部门间签署了外交、公安、经贸、科技、文化、司法等各领域合作文件。两国空运、海运、铁路等均已开通。
200611月,双方成立中越双边合作指导委员会。双方一致认为,这有利于加强对中越各领域合作的宏观指导、统筹规划和全面推进,协调解决合作中出现的问题,将为两国睦邻友好与全面合作关系长期、稳定、健康、持续发展发挥重要作用。20081月,国务委员唐家璇与越南政府副总理兼外长范家谦共同主持双边合作指导委员会第二次会议。20093月,国务委员戴秉国与越南政府副总理兼外长范家谦共同主持双边合作指导委员会第三次会议。20106月,国务委员戴秉国与越南政府副总理兼外长范家谦共同主持双边合作指导委员会第四次会议。20119月,国务委员戴秉国与越南政府副总理阮善仁共同主持双边合作指导委员会第五次会议,双方就进一步推进中越友好、深化全面合作达成一系列共识。20135月,国务委员杨洁篪与越南政府副总理阮善仁共同主持双边合作指导委员会第六次会议。201410月,国务委员杨洁篪与越南政府副总理兼外长范平明共同主持双边合作指导委员会第七次会议。20156月,国务委员杨洁篪与越南政府副总理兼外长范平明共同主持双边合作指导委员会第八次会议。20166月,国务委员杨洁篪与越南政府副总理兼外长范平明共同主持双边合作指导委员会第九次会议。
四、边界问题
中越边界领土问题包括陆地边界、北部湾划分和南沙群岛及其附近海域的主权和海洋权益争议等三方面。双方同意通过和平谈判协商解决上述问题。
经过双方努力,两国于20081231日就陆地边界勘界剩余问题达成一致,并共同对外宣布如期完成两国领导人确定的2008年完成陆界全线勘界立碑工作的目标。200911月,两国政府签署《中越陆地边界勘界议定书》、《中越陆地边界管理制度协定》和《中越边境口岸及其管理制度规定》,20107月生效。
20001225日,两国在北京正式签署中越《关于在北部湾领海、专属经济区和大陆架的划界协定》和中越《北部湾渔业合作协定》。目前上述两协定执行情况良好。20061月,双方启动北部湾湾口外海域的划界谈判并商谈该海域的共同开发问题。20151219日,双方启动北部湾湾口外海域共同考察海上实地工作,于2016420日完成。
1995年起,中越成立海上问题专家小组,就南沙群岛争议问题举行谈判,迄已举行11轮。双方同意通过友好协商寻求妥善的解决办法,同时探讨开展合作的可能性。201110月,双方签署《关于指导解决中越海上问题基本原则协议》(以下简称《协议》)。20122月,中越两国政府边界代表团团长会晤期间,双方就落实《协议》具体措施取得积极进展,同意成立北部湾湾口外海域工作组、海上低敏感领域合作专家工作组。20125月,两个工作组分别举行首轮磋商,其中北部湾湾口外海域工作组迄已举行7轮磋商,海上低敏感领域合作专家工作组迄已举行9轮磋商。
201310月李克强总理访问越南期间,双方宣布成立海上共同开发磋商工作组。201312月双方组长举行了首次会晤,迄已举行5轮磋商。

China and Vietnam established diplomatic relations on January 18, 1950. Although the relationship between the two countries has had twists and turns, the overall momentum of development has continued. In 1991, at the invitation of General Secretary Jiang Zemin and Premier Li Peng, General Secretary of the Communist Party of Vietnam Du Mei and Prime Minister Wu Wenjie led a delegation to visit China. The two sides announced the end of the past and opened up the future. The relations between the two parties and the two countries have been normalized.

China and Vietnam have the same political system, the ideals and beliefs are the same, the development road is similar, and the future is related to fate. Maintaining and developing friendly relations and cooperation between the two countries is in the common interest of the two peoples.

On February 25, 1999, General Secretary of the CPC Central Committee and President Jiang Zemin held talks with General Secretary of the Central Committee of the Communist Party of Vietnam, Le Kha Phieu, at the Great Hall of the People in Beijing.
After the normalization of relations between China and Vietnam, the leaders of the two parties and the two countries exchanged frequent visits. The exchanges and cooperation between the two sides in the political, economic, military, scientific, technological and cultural fields have expanded and deepened.
In February 1999, the general secretary of the two parties put forward the 16-word policy of "long-term stability, future-oriented, good-neighborly friendship, and all-round cooperation", which defined the guiding ideology and overall framework for the development of relations between the two countries in the new century, marking the entry of Sino-Vietnamese relations. In December 2000, the two countries issued a "Joint Statement" on comprehensive cooperation in the new century, setting specific targets and areas for the continued development of bilateral relations.
In April 2003, the leaders of the two parties and the two countries stated that they would raise China-Vietnam relations to a new level and make the two countries and the two peoples a good neighbor, good friend, good comrade, and good partner.
In November 2006, the two countries established the China-Vietnam bilateral cooperation steering committee, which played an important role in the long-term, stable, healthy and sustainable development of good-neighborly friendship and comprehensive cooperative relations between the two countries.

The exchange of visits between the leaders of the two parties and the two countries has effectively promoted the further development of China-Vietnam good-neighborly friendship and comprehensive cooperative relations. By 2007, the two countries had signed more than 20 cooperation agreements, including visa exemption, border demarcation, fishery cooperation, scientific and technological cooperation, and expansion and deepening of bilateral economic and trade cooperation.

On June 20, 2013, Premier Li Keqiang met with Vietnamese President Zhang Jinchuang at the Diaoyutai State Guesthouse in Beijing.

In December 2014, Yu Zhengsheng, member of the Standing Committee of the Political Bureau of the CPC Central Committee and chairman of the National Committee of the Chinese People's Political Consultative Conference, paid an official visit to Vietnam, stressing the need to promote high-level exchanges between the two parties, enhance mutual trust, build consensus, and promote the continued development of China-Vietnam relations along the right path.
[China and Vietnam welcome new and beautiful spring]
Since the beginning of this year, China-Vietnam relations have risen to the next level. The momentum of higher-level exchanges has been consolidated and strengthened, and institutional exchanges have been continuously improved.
During the visit of China’s General Secretary of the Communist Party of China in April this year, the two sides announced the formal establishment of the Infrastructure Cooperation Working Group and the Financial and Monetary Cooperation Working Group. In July, during the visit of Vice Premier Zhang Gaoli during the visit to Vietnam, the unveiling ceremony for the construction of the Sino-Vietnamese Yongxin Thermal Power Plant cooperation project with a total investment of 1.755 billion US dollars was held in Hanoi. In September, Vietnamese President Zhang Jinchuang came to China to attend the commemoration of the 70th anniversary of the victory of the Chinese People's War of Resistance Against Japanese Aggression and the World Anti-Fascist War. In May, the Chinese and Vietnamese armed forces held the second high-level meeting of the border. In June, the eighth meeting of the China-Vietnam Bilateral Cooperation Steering Committee and the eleventh theoretical seminar of the two parties were successfully held. In September, the head of the Sino-Vietnamese government border negotiation delegation met in Beijing. The two sides expressed their active promotion of joint development at sea and land border cooperation.
On October 27, 2015, the Yunnan Yunan Art Troupe performed the Yi Dance “Blessings of Beauty” in Hanoi, Vietnam, to celebrate the 65th anniversary of the establishment of diplomatic relations between China and Vietnam.
Mutually beneficial cooperation and cultural exchanges between the two countries in various fields have steadily warmed up. For example, in February of this year, Vietnamese border people entered the Chinese estuary to carry out border trade; the Sino-Vietnamese Maritime Joint Development Consultation Working Group held a fourth round of consultations in Da Nang, Vietnam in February; in September, the Confucius Institute held the first Chinese Culture Week in Heihe University. The trade between China and Vietnam has grown steadily, and the bilateral trade figures have continued to set a new record. China has become Vietnam's largest trading partner for 11 consecutive years. 中越两国和两国人民之间的传统友谊源远流长。中越两国传统友谊由毛泽东主席、胡志明主席等双方老一辈领导人亲手缔造、精心培育,是两党和两国人民的宝贵财富。

1960123日,毛泽东会见并设宴欢迎越南劳动党中央委员会主席、越南民主共和国主席胡志明。
在长期的革命斗争中,中国政府和人民全力支持越南抗法、抗美斗争,越南视中国为坚强后盾,两国在政治、军事、经济等领域进行了广泛的合作。胡志明主席曾热情赞扬越中两国人民的友谊是:越中情谊深,同志加兄弟。
中越于1950118日建交。两国关系虽有过曲折, 但总体保持向前发展势头。1991年,应江泽民总书记和李鹏总理的邀请,越共中央总书记杜梅、政府总理武文杰率团访华,双方宣布结束过去,开辟未来。两党两国关系实现正常化。
16字方针与四好精神】
中越两国政治制度相同,理想信念相通,发展道路相近,前途命运相关。维护和发展两国友好合作关系,符合两国人民的共同利益。
1999225日,中共中央总书记、国家主席江泽民在北京人民大会堂同越共中央总书记黎可漂举行会谈。
中越实现关系正常化以后,两党、两国高层领导频繁互访,双方在政治、经济、军事、科技、文化等各个领域的交往与合作日益扩大和深化。
19992月,两党总书记提出了长期稳定、面向未来、睦邻友好、全面合作16字方针,确定了在新世纪两国发展关系的指导思想和总体框架,标志着中越关系进入一个新的发展阶段。
200012月,两国又发表了关于新世纪全面合作的《联合声明》,为两国关系的持续发展制定了具体目标和领域。
20034月,两党两国领导人表示要把中越关系不断提高到新的水平,使两国和两国人民永做好邻居、好朋友、好同志、好伙伴。
200611月,两国成立了中越双边合作指导委员会,为两国睦邻友好与全面合作关系长期、稳定、健康、持续发展发挥了重要作用。
200229日,在云南省金平县金水河乡,瑶族妇女李春兰(左)在中越边境的金水河口岸向越南少数民族妇女出售布料。
两党、两国多位高层领导人互访,有力地推动中越睦邻友好与全面合作关系进一步向前发展。至2007年,两国陆续签署了20余个合作协定,涉及互免签证、边界划定、渔业合作、科学技术合作以及扩大和深化双边经贸合作等。
【全面战略合作伙伴关系】
20085月底6月初,越共中央总书记农德孟访华期间,两国领导人发表《联合声明》,确定建立全面战略合作伙伴关系。
20111221日,时任中共中央政治局常委、国家副主席习近平在河内会见越共中央总书记阮富仲。
201110月,越共中央总书记阮富仲访华,双方发表了《中越联合声明》,重申中越从战略高度和全局角度加强两国友好交往,扩大各领域互利合作,推动中越全面战略合作伙伴关系长期健康稳定发展。同年12月,时任国家副主席习近平访问越南时,表示了从五方面扩大人文交流推动中越全面战略合作伙伴关系向前发展,即加强战略沟通,增进政治互信;密切党际交往,相互学习借鉴;深化务实合作,实现互利共赢;扩大人文交流,促进中越友好;加强多边合作,建设和谐世界。
2013620日,国务院总理李克强在北京钓鱼台国宾馆会见越南国家主席张晋创。
20136月,越南国家主席张晋创访华,双方签署了《中越两国政府落实中越全面战略合作伙伴关系行动计划》。同年10月,李克强总理访越,强调从海上、陆上、金融合作三线并进,深化中越全面战略合作伙伴关系。双方发表了《新时期深化中越全面战略合作的联合声明》。
201412月,中共中央政治局常委、全国政协主席俞正声对越南进行正式访问,强调要通过两党高层交往,增进互信,凝聚共识,推动中越关系沿着正确的道路继续发展。
【中越迎来新的美好春天】
今年以来,中越关系更上一层楼。中越高层交往势头继续得到巩固和加强,机制化交流不断完善。
今年4月越共中央总书记阮富仲访华期间,双方宣布正式成立基础设施合作工作组和金融与货币合作工作组。7月,张高丽副总理访越期间,投资总额17.55亿美元的中越永新火电厂合作项目开工建设揭幕仪式在河内举行。9月,越南国家主席张晋创来华出席中国人民抗日战争暨世界反法西斯战争胜利70周年纪念活动,副总理阮春福访华并出席第十二届中国-东盟博览会。
2015516日,中越两军第二次边境高层会晤在云南蒙自举行期间,国防部长常万全与越南国防部长冯光青共同观摩中越两军边界联合巡逻活动。
两党和政府间合作机制日趋成熟。目前,双方在边界会晤、边界联合巡逻、打击跨境犯罪等方面都已经形成定期机制,或即将确定合作模式。
5月,中越两军举行第二次边境高层会晤。6月,中越双边合作指导委员会第八次会议、两党第十一次理论研讨会顺利召开。9月,中越政府边界谈判代表团团长在北京会晤,双方表示积极推进海上共同开发与陆地边界合作。
20151027日,中国云南省艺术团在越南首都河内表演傣族舞蹈《美的祝福》,庆祝中越建交65周年。
两国地方各领域互利合作和文化交流稳步升温。如,今年2月,越南边民进入中国河口开展边境贸易;中越海上共同开发磋商工作组2月在越南岘港举行第四轮磋商;9月,孔子学院在河内大学首次举办中国文化周暨喜迎中秋系列活动等。
